A not so long time ago in a galaxy close, very close.... A Disturbance in the Force (An Optional Defense and Aggression Pact) Episode I: Give Yourself to the Dark Side. The undersigned alliances, in recognition of our friendship, common values and interests and in pursuit of our collective security, strength, and prosperity, enter into this agreement in furtherance of those goals. Episode IV: The Alliances Strike Back In the interests of common development and growth, both parties agree that the development and security of the other has a direct impact on the others strategic interests, and as such requests made for assistance (for diplomatic assistance, foreign aid, defensive war or aggressive war) will be considered with great weight. Episode V: Disney Buyout Recognizing that our interests may not always converge, the parties agree to being able to cancel this pact in its entirety with 72 hours notice. During these 72 hours, it is still considered active. Greetings fellow disciples of the Holy Cactuar, neutrals, and heretics. Today I bring you tidings of the latest government in the Random Insanity Alliance, the only alliance that offers equal citizenship to all llamas! As you can see above our government has indeed changed as of last night. The most glaring change is the addition is Hyperonic as part of the Triumvirate and Ogaden as Head of Economics. Ogaden decided to step back and take a temporary leave from his role as Triumvir to once again become our Head of Economics due to feeling he lacked the time to fully execute his duties. We are happy he has chosen to remain in government instead of completely taking a break. I would like to thank Ogaden for his service as Triumvir for which he first started in October 2012. May he continue to improve and automate our economy via the awesomeness that is RI5. Taking his place as a part of the newly formed Triumvirate XI is Hyperonic. Hyperonic a.k.a. Kenny a.k.a Jeff Goldblum has been a member of the RIA since near our very beginnings and has served as our webmaster for a majority of that time as well. Thus since he has been able to see all our government discussions anyways we figured he makes a good fit. He fought in a bitter and heated election against Arsenal 10 and came out on top by a single vote. May Cactuar help us all. We would also like to welcome Biff Webster back into government as our Head of Foreign Affairs. He comes into the seat after a two month vacancy where we just wandered aimlessly without any foreign affairs. May Biff help guide us through and into many sexy affairs. Remaining in the Cabinet for another term is Croix as Head of Internal Affairs and hackerhog as Head of Recruitment. We hope they continue to perform and serve with excellency. The final cabinet position of Head of Military Operations has been taken over by Vacant after his last stint as Head of Foreign Affairs. He will remain in charge for a short time until we finish choosing a replacement. The replacement will likely be chosen through a duel to the death between some names we draw from a hat. At least that seems like the fairest method. ...and last but not least we would like to welcome Leo back as the 42nd Captain Planet. May he continue to bring pollution down to zero in the RIA. [hr] [hr] Llama Update [hr] At this moment, I would like to recognize the RIA forums, an intergral part of the RIA family! The current RIA forums have been around since April 2007 and have continued to serve the RIA well as a home that many of us love. over the years they have accrued over 350,000 posts, over 28000 topics and over 5.6 million total page views as seen below. Next we can see the most posted in and most viewed topics in the RIA. These let you get a glimpse into the mind of the RIA and what we all truly care about. ...and last but not least you can see that in a surprise upset, the members-only RIA HQ has recently passed the public social board RI as the most posted in board. The Random Insanity Alliance is proud to announce that we have once again hit three million, five thousand, four hundred, and twenty nation strength and Twelve point five score. We have reached this precious milestone numerous times over our many years in this strange world we all inhabit but this one feels just as precious as all the past times. So we shall once again be merry and relish in its majesty. Our history over the past several years has been one of hardships but we have persevered. The following graph from RI5 shows our growth since early 2011. We have risen and we have fallen but we shall never give up. We shall continue to rise. Hello all, this is Shadow reporting live from the Maroon House, here at RIA headquarters. In a shocking turn of events, the Government of the Random Insanity Alliance has shut down tonight after a drawn out battle in the Cabinet. The Chillaxin Party, led by Hyperonic "Kenny" The Taste, and the RI5 Party, led by Ogaden "Skynet" Dahl, could not come to agreement over the correct type of waffles to serve at the inauguration of the new government. The Chillaxin Party, citing the recently passed Affordable Waffle Act of 2013, argued that blueberry waffles should be made available to all the citizens. The RI5 Party, however, rebuked this statement by saying that Chocolate Chip Waffles would be a much better choice. Due to the shutdown, all essential personnel have been put on unpaid leave and will not receive their back payments of cupcakes until the shutdown ends. All unessential personnel, however, were ordered to continue working to maintain order in the alliance. It is feared that the Random Insanity Alliance's Strategic Sea Kitten Reserve will start to run low after a couple of days due to the increased demand during the Holy Festival of the Funk being held this week. RIAers on both sides of the aisle quickly began to blame the other party for the shutdown. Others, however, seem unconcerned and when asked of their thoughts they simply replied "Not like they do anything anyways." This statement prompted many cheers and nodding of the heads. Prior to the shutdown, the following individuals were set to be announced winner at the inauguration: In a shocking election for Triumvir, none of the candidates - Captain James Tiberius Kirk, Captain Jean-Luc Picard nor Ogaden - won the vote with voters instead selecting "anarchy" as the top contender for the Triumvir seat. In all the confusion that followed the election, it appears Ogaden killed the vote counter and declared himself winner. Triumvir: Ogaden For our recruitment, we saw voters choose Colombian Kidnappers as the victor, winning over Biff and Kelis' Milkshake. The Colombian Kidnappers decided to make Biff their desciple and teach him all about the proper ways to 'recruit'. We welcome the former Cultist and hope he can use his experience to kidnap and indoctrinate a few members. Head of Recruitment: Biff Webster In another strange election, we see biofantic remaining Head of Economics after beating out Princess Celly and coming into a tie with RI5. RI5 mysteriously let biofantic take up the post though it appears it may have implanted some sort of chip in his head. We assume it is now controlling his thoughts. Head of Economics: biofantic For the Head of the Military, we saw llamavore come ahead of George S Patton and a giant robot in a surprise election victory. His first act was to rename the position Head of Mothing Operations. Head of Militaryothing Operations: llamavore For Head of Internal Affairs, RI5 won once again prompting calls of vote rigging due to it being in two elections at the same time. Dissent was quickly dealt with by supplying more tech deals driving up RI5's approval rating once again. RI5 appears to have appointed Croix - the second place contender - to the position to follow its orders. Head of Internal Affairs: Croix In a extremely close match, Jenne came out ahead of Leo by a single vote. He did however, tie with the Hypnotoad so we are unable to confirm if he will be acting of his own will throughout the term. Head of Foreign Affairs: Jenne One of the most noticeable casualties of the shutdown was the firing of Captain Planet, leaving the RIA without a Captain Planet. Many have called for Meatkin Pie - the RIA's most popular former Captain Planet - to return to the position in the interim. The full government that is 'working' to end the shutdown will be: Triumvirate: Shadow, im317, Ogaden Head of Recruitment: Biff Webster Head of Economics: biofantic Head of Militaryothing Operations: llamavore Head of Internal Affairs: Croix Head of Foreign Affairs: Jenne An unnamed government member, when asked about the shutdown had this to say: "Sounds like a good time for a vacation. Whats the worse that could happen? We let everyone pretty much do what they want anyway". The approval rating for Unnamed Government Member shot up above 80% after this statement. A Systematic Sanity Rebellion Announcement It is with great pleasure that I announce the Random Insanity Alliance has achieved a most momentous milestone. We have gotten exactly 200 cruise missiles. I know, this is quite a shocking number. Only the most elite of elite can achieve this great milestone. Cruise missiles, the ultimate military resource, are something the Random Insanity Alliance always strives to improve. Our cruise missiles are always well maintained and shall strike fear into any enemy that dare face their glory. In other more less exciting news, it appears we have passed 3 million nation strength. RI5 records indicate that this is at least the 4th time we have passed this silly milestone over the past 7 years. Its just so much fun we can't stop. This also can be seen as an omen from the great and holy Cactuar, as such a milestone often soon accompanies it being near time to launch our dreaded cruise missile fleet at some heretics. In other news, I would like to also highlight our top ten llama herds. Many RIAers put great care into maintaining their llama herds and thus we would like to acknowledge them. Masquerade of Madness ~ Rhapsody of Eastern Wonderland Step 1. Invitation In recognition of their friendship, common values and interests and in pursuit of their collective security, strength, and prosperity, the Random Insanity Alliance and Shangri-La, hereafter referred to as the hosts, do agree to host the following masquerade together. Other partners of the hosts are invited as guests to witness this masquerade of madness. Step 2. Preparation In order for the masquerade to be successful, several basic guidelines have been set up by the hosts. It is agreed that a peaceful co-existence between the two must be maintained. Neither will try to ruin the masquerade or assist others in doing so and they will try their best to work harmoniously towards its greater success. The hosts agree to maintain constant communication and inform each other of anything and anyone that may attempt to crash or ruin the masquerade. Step 3. Masquerade of Madness The hosts agree that they may always ask the other for help in protecting the masquerade from ruin. Such a request will always be honored to the best of their abilities. Should one of the hosts seek to defend or crash another's party, then the other host is encouraged to join along but is not required to do so. It is also agreed that should one of their guests ever find themselves in need of assistance, they each retain the option of assisting independently of the other for the benefit of their masquerade of madness. Step f. Directions The hosts agree that the masquerade shall be held at a private estate located in the most insane province of Florida. Guests are warned to be on the lookout for raving cannibals, giant snakes, raging storms and other such pheonema on the way to the estate. Reports of dead bodies rising along with crazed cultists worshiping their ground and killing any who set foot on it have also been sighted in some areas. Should a guest perish on the way to the masquerade, the hosts shall hold no liability. Step 4. The Clock Strikes Midnight The hosts agree that should they seek to end the masquerade they will inform the other host 72 hours in advance. After which the masquerade shall continue to party until the clock strikes midnight 3 days later. Step 5. I know its like half way through the month now but we totally had elections a few weeks ago and the following is the government of the Random Insanity Alliance for June and July. Triumvirate X remains Triumvirate X as Shadow was re-elected Triumvir for the billionth time. Totally unexpected result. Election Results First, for our Triumvir election we had a what some called a rigged election between im317 and Shadow, who was running for a second Triumvir seat. Shadow won with 68.8% of the vote but was later disqualified since he was already a Triumvir and it was determined he could not hold multiple Triumvir seats at once. Thus im317 remains as Triumvir for another term. Triumvir: im317 For Head of Economics, we had a fierce election between brian, Oprah, and Will Smith. Will Smith won with 47.4% of the votes while brian and Oprah tied at 26.3%. However as only brian actually had time to serve, he was allowed to remain in his position for another term. Head of Economics: brian For Head of Foreign Affairs, we had another fierce election between Shadow and Shadow Slayer. After what I can only assume to be foul play, Shadow Slayer came out ahead with 61.1% and became Head of Foreign Affairs, replacing aithne. Head of Foreign Affairs (HoFA): Shadow Slayer For Head of Internal Affairs, we had a match between Atonichis775 and Shadow. Atonichis barely edged out ahead with 55.6% and managed to retain his position. Head of Internal Affairs (HoIA): Atonichis775 For HoMO, we had a rather lopsided election between Fungicide and biofantic. Fungicide came ahead with 73.7% of the vote and appointed biofantic to serve as HoMO and work for his goals. Thus biofantic retained the position. Head of Military Operations (HoMO): biofantic For HoR, we had a strange election between Croix and rodrod. rodrod won by a single vote which amusingly enough was inadvertently given the win by his appointment Croix who admitted to voting for him at the beginning of the election, thinking it would not affect the outcome. Poor Croix. Thus rodrod replaces Croix and HoR. Head of Recruitment (HoR): rodrod For Captain Planet, we had a hot threeway going on between Arsenal 10, Mogar, and Princess Celly. Princess Celly ended up coming out on top with 42.9% of the votes, while Mogar was squished in the middle with 38.1% of the votes, and Arsenal held out the bottom with 19% of the votes. He is starting his fun filled 52nd consecutive month as Triumvir. The people just love him so much they won't let him burritos. The election, which was said to be certified by international monitors as fair and balanced, has been criticized by some of his opponents however. The ballot was said to have the following title: 'Who should be RIA's [s]Supreme Overlord[/s] Triumvir?' and had only two choices, 'Shadow' and 'Shadow'. It was later announced that Shadow had achieved 100% of the vote. He thanked his supporters and the people for giving him a mandate to continue his shadowy leadership of the RIA. We welcome him back to his former seat and look forward to his work in spawning us many more pylons. We welcome back Atonichis to the positions after he won with 11.1% of the vote. Atonichis has been a member of the RIA since early 2008. We welcome him back to the position once again. Now regarding his opponent. He was someone everyone seemed to love. He promised many internal reforms and games that got him 66.7% of the vote. However on the day of his victory we approached him and all he had to say was "I need about tree fiddy.". It was around this time we realized the other candidate was 8 stories tall and a crustacean from the paleolithic era. That damned Loch Ness monster had gotten us again! "Damnit Nessie, we ain't givin' you no tree fiddy!" we yelled as he swam off into the distance. Thus Atonichis won by default. If your counting and wondering where the other 22.2% of the vote went, well thats just a mystery for another day. He won with 11.1% of the vote. 72.2% went to the almighty scion of Mount Doom - Sauron. He had promised his mighty orc hordes to the RIA but in the end he said he had to burritos and go after some ring in a far away land. Such a nice but strange fellow. Croix has been a member of the RIA since late 2010. He has previoulsy been HoR right around this time last year and has also served as Head of Internal Affairs on and off at various points, including during the preceding term. He has decided to attempt his hand once again in the Recruitment Department. We wish him luck on procuring more raw materials for our great engine of insanity. He won the election with 35.7% while his opponent won 50% of the votes. His opponent was later disqualified however as it was discovered he was accepting bribes from the Lollipop Guild. His glorious return was hailed through the streets of the toniculace. Meatkin Pie is the most famous Captain Planet in the history of the RIA and has won numerous awards for cleaning up pollution. He has chosen his runner-up to represent him in all official duties of the position due to the fact he is a pie. Thus we welcome Mogar as the Captain Planet Represenative of Meatkin Pie. The candidates were Leo, Leo's Evil Twin Brother, Leo's Sane Twin Brother, Leo's Good Clone, and Leo's Evil Clone. In a surprise upset, Leo's Good Clone won the election with 29.4% of the votes and became the true Leo fo the RIA. In a surprise twist, it was later revealed that all the candidates were just figments of Leo's imagination and he infact won the election and remains as RIA's only Leo. A lone penguin wandering in the desert and a lone cactus growing within the tundra. What would happen if these two lost souls met one another? What would happen if they were to band together? They agreed to share each others resources, both information on how to survive the harsh environments and materials to assist them in hard times. Waiting to rip open the cactus for its water and feast on the flesh of the penguin for its nutrients. Thus the two began to work to improve each others safety. When the penguin was being attacked and called for help, the cactus used its ten thousand needles to attack the foolish predators who circled for its meat. When the cactus was being attacked and called for help, the penguin fought away its attackers with its powerful beak and body. The two had also agreed that should such an attack stem from getting involved in another's hunt, they would be free to choose if they wanted to intervene or not. The penguin and cactus agreed that should the reason be sound, they would consider joining forces on such a expedition. It was a dark and despairing place. As drab as it was, the ingredients referred to it as their home -- after all, what else did they have? The encampment was run by the Brownies. The Brownies did not let anyone burritos -- unless, that is, the ingredient was Chosen. Every month or so, an ingredient would be Chosen by the Brownies leader, Cocoa, to burritos and become one with the Cake -- a glorious place where the ingredients believed they would find eternal bliss. Whenever the Brownies announced that they had selected another ingredient to burritos, every member of the Cupboard hoped that this time, the Brownies would choose them. Life in the Cupboard had always been like this. Everyone did what they could to help the other ingredients get by, and although they hated being in the Cupboard, it became bearable. Cupboard life was routine. Nothing ever upset the balance of their world, or caused anyone great distress. One ingredient, by the name of Vanilla, was the favorite of the ingredients. Many ingredients wondered why he had not been Chosen by the brownies -- they figured that if anyone had earned it, he had. Vanilla eventually became leader of the Cupboard, and worked to create a much more bearable life for all. After many years, the day came when Vanilla was Chosen by the Brownies to become One with the Cake. Many were heartbroken to see him burritos, but no one questioned his worth. The Brownies escorted him out of the Cupboard, and the gate was firmly shut behind them. After burritos the Cupboard, Vanilla was brought to a group of other ingredients. He had never seen any of them before, which led him to suspect they had come from other encampments. They all looked excited to have been selected to become Chosen. The group was lead to a building, and each ingredient was placed in a room, and told that they had to wait in their rooms until called to become One with the Cake. As Vanilla patiently waited for his turn to come, he heard a whisper from his window. Curious, he glanced over -- and saw Sprinkles, an Ingredient that had been Chosen when he was still young. Vanilla leaned over the windowsill, shocked. "Why are you here? How are you not One with the Cake?" Vanilla asked. Sprinkles shushed him, and motioned for him to quickly climb through the window and join him outside the building. Puzzled, Vanilla obliged. Sprinkles then led Vanilla to a corner of the encampment, and explained to Vanilla what the Brownies were really doing. Pastrycide, he said, was the process of taking parts from all the so called Chosen and combining them to form new Brownies. A millennia ago, the Brownies had been peaceful and coexisted with the ingredients, but were a desperate and dying race. Then, Cocoa had risen up to become their leader. They began to hunt ingredients for food, and make more Brownies. When almost all the Ingredients had been hunted to near extinction and the Brownies much more numerous, Cocoa had decided that the only way to successfully continue as a race would be to farm these ingredients by creating camps. They all agreed this was necessary, and set up the camps. The lie about Cake was born. When you were Chosen, they really were going to tear you apart and simply make more Brownies, Sprinkles revealed. Vanilla was shocked. His entire life, everything he had believed about the Cake was a lie. He saw Pastrycide for what it truly was now -- something sinister and evil. He swore to himself that he would stop it, at any cost. It was his duty, as the leader of his people. "With your strength and my knowledge, we can break into the Cupboard and unite the other ingredients in an uprising against the Brownies," Sprinkles said."To do so though, we will need the Key to the encampment, held by Cocoa." Sprinkles and Vanilla traveled to Cocoa's castle, and camped outside the walls. "I am much too old to climb these walls," Sprinkles told Vanilla. "You must do it yourself." Vanilla leapt up, and scaled the walls, entering the castle through a window. Soon he found the chest that held the Key to the encampments -- Vanilla took it, and quickly returned to the window he had entered from. Cream Cheese Frosting was waiting for him though. She was beautiful, chosen by Cocoa to be his queen long ago Seeing Vanilla with the Key, she asked him "Why not stay with me here? Together we can overthrow Cocoa and take command of the Brownies. We can rule Cupcakery!" Although Cream Cheese Frosting was beautiful, Vanilla knew that beneath her physical looks, she was as sinister as Cocoa. He could not trust her. Without looking at or answering her, Vanilla dove through the window, and rushed off with Sprinkles. Together, Vanilla and Sprinkles used the Key to sneak back into the Cupboard. There, they gathered all the ingredients. The members of the Cupboard were stunned; here were two of the Chosen, who were supposed to be One with the Cake. Why were they now standing in front of them? Then Vanilla and Sprinkles told them about Pastrycide. The ingredients were skeptical at first, but then they saw it as truth. They were enraged, and decided to take action. They rose up as a group and charged the Brownies, led by Vanilla. After a long fight, more and more camps were rescued from the Brownies' hold. The Brownies were enraged, and began to push the ingredients back. Vanilla and Sprinkles found Cocoa leading the charge, and singled him out in combat. During the fighting, he struck Sprinkles down -- seeing this, Vanilla attacked back with renewed vigor, and vanquished Cocoa. Seeing their leader fall, the Brownies began to fall back, and flee. After many days of hard fighting, the ingredients won their freedom, albeit at great cost. There was much rejoicing, but then they asked -- now what? They had been given the boons of truth and freedom. What was next? They looked to Vanilla, who said - Now, we build the New World. [/i] [center] [b][u]The Cupcake[/u][/b][/center] [size=4]A [b]cupcake[/b] (also British English: fairy cake; Australian English: patty cake or cup cake) is a small cake designed to serve one person, frequently baked in a small, thin paper or aluminum cup. As with larger cakes, frosting and other cake decorations, such as sprinkles, are common on cupcakes.[/size] A standard cupcake uses the same basic ingredients as standard-sized cakes: butter, sugar, eggs, and flour. Nearly any recipe that is suitable for a layer cake can be used to bake cupcakes. Today marks the end of an era and the retirement of one of the RIA's greatest leaders and members. Delta has served the RIA since its founding. He came to this planet from Random Insanity several days after the RIA was founded and quickly became a contributing member. After that he switched gears and became the War Advisor of the RIA from November 1, 2006 — February 28, 2007. After that he rose to the top becoming the 3rd distinct leader of the RIA after Shyox and Azural, a position which he remained in from March 1, 2007 — April 31, 2007. He took a one month break after this, presumably on some tropical islands, and then became Co-Leader from June 1, 2007 — June 30, 2007. After this newest stint he decided to take another 3 month break on some tropical islands before re-assuming his role as Leader from October 1, 2007 — November 27, 2007. To further this end, nothing in this Section may be amended at a future time, and this Section must be included in its entirety on any future governmental plans used by the alliance.[/i] [size=1]Sub-Section i[/size] [i]The alliance may not disband for any reason without first calling a membership vote of indefinite length and receiving a vote in favor from at least eighty percent of the alliance membership.[/i] [size=1]Sub-Section ii[/size] [i]The alliance may not allow itself to be assimilated into another alliance for any reason without first calling a membership vote of indefinite length and receiving a vote in favor from at least eighty percent of the alliance membership.[/i] [size=1]Sub-Section iii[/size] [i]The alliance will always remain primarily an entity built from nations residing within the Maroon sphere. The Maroon majority must be maintained by any means which do not conflict with the rest of this document.[/i] [size=1][u]Article II[/u][/size] [size=1][u]Section 1[/u][/size] [i]The government of the alliance is a hierarchical body made up of three bodies of service: The Triumvirate, the Cabinet, and the Secretariat.[/i] [u][size=1]Section 2[/size][/u] [i]The first governmental body of the alliance is the Triumvirate. Each of the three Triumvirs serves for a period of six months. The Triumvirs act to maintain alliance continuity and serve as a balancing force for the Cabinet, as well as establishing and maintaining long term projects for the benefit of the alliance.[/i] [size=1]Sub-section i[/size] [i]In order to hold the office of Triumvir, a candidate must meet the following requirements. The candidate must be a member of the alliance. The nation of the candidate must be Maroon. The candidate must have been a member of the alliance for a total of at least four months, including the two consecutive months preceding the election period. A candidate may run with only one consecutive month or two total months if said candidate receives a special dispensation allowing it signed by the entirety of the Cabinet.[/i] [size=1]Sub-section ii[/size] [i]One Triumvir election will be held every two months. During these periods, one seat will be up for election. The election process of a Triumvir follows the system outlined in Article II, Section 3, Sub-section iii, excluding the frequency of which the election period occurs. If, at any point, there exist fewer than three Triumvirs in office, an election will immediately be held to fill the vacant position(s). A forty-eight hour nomination period will be held after which time elections will run for another forty-eight hours. Members will be allowed to vote for as many candidates as there are open positions.[/i] [size=1]Sub-section iii[/size] [i]In non-specific decisions, a Triumvir has seniority over a member of the Cabinet and has the authority to overrule any decisions made. In regard to area specific decision making, a Cabinet member has seniority over a Triumvir in decisions pertaining to the area over which the Cabinet member has authority. A single Triumvir may delay the enactment of a decision by a Cabinet member in such a case for a period of up to twenty-four hours. Two Triumvirs may overrule a Cabinet member in area specific decisions. If another Triumvir becomes available during the twenty-four hour suspension, they must immediately review the case. They may either then dismiss the Cabinet decision or end the suspension. If the Cabinet feels that the Triumvirate is acting incorrectly in a decision, a unanimous Cabinet may overrule said decision.[/i] [size=1][u]Section 3[/u][/size] [i]The main governing body of the alliance is the Cabinet. The Cabinet is made up of the Heads of the Five Main Departments of the alliance: Diplomacy, Economics, Defense, Internal Affairs and Recruitment. The term of each Cabinet member lasts [s]one month[/s] two months (see [url="http://rialliance.net/index.php?topic=32504.0"]Third Amendment[/url]) beginning on the 1st of the month. All Cabinet members have seniority in their specified area. Only a joint decision by at least two Triumvirs can overrule a decision made by a Cabinet member in said area. An agreement by the entire Cabinet may overturn such a ruling, even when all three Triumvirs are in consensus.[/i] [size=1]Sub-section i[/size] [i]In order to run for a Cabinet position, a candidate must be a member of the alliance and have held membership status for a total of at least one month. The nation of the candidate must be Maroon.[/i] [size=1]Sub-section ii[/size] [i]Cabinet elections will be held at the end of each [s]month[/s] second month (see [url="http://rialliance.net/index.php?topic=32504.0"]Third Amendment[/url]). A three day nomination period will take place from the 21st through the 23rd followed by three days elections from the 24th through the 26th. In the event of a tie, a follow up elections can take place on the 27th and 28th between the contested candidates.[/i] [size=1]Sub-section iii[/size] [i]Cabinet members are expected, but not required, to create subordinate positions under their respective jurisdictions, in order to facilitate the completion of the tasks for which they are responsible. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1]Sub-section iv[/size] [i]The Head of Foreign Affairs(henceforth referred to as the HoFA) leads the diplomatic corps of the alliance. This office is entrusted with the task of maintaining a favorable relationship with as many foreign powers as possible and ensuring the continued safety of the alliance through the procurement of allies and the cessation of hostilities, both military and peaceful, with belligerent entities. The HoFA is responsible for the creation of embassies on the forum, the masking of diplomats from other alliances, and the assigning and directing diplomats to other alliances to initiate, maintain, and improve relations with them. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1]Sub-section v[/size] [i]The Head of [s]Commerce[/s] Economics(henceforth referred to as the HoE) is tasked with arranging the economic affairs of the alliance through the use of aid, guides, and any other means directly related to the advancement of individual nations for the benefit of the alliance as a whole. The HoE determines the structure of the Treasury and directs members to move money and tech throughout the alliance. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1]Sub-section vi[/size] [i]The Head of Military Operations [s]leads the defensive branch of the alliance.[/s](henceforth referred to as the HoMO) determines and directs all military action in the alliance. All things relating to the organization of the military, research into the art of war, and passive intelligence gathering and analysis as it relates to war are directed by the HoMO. The HoMo is also fully bound to the laws within The Military Charter, which further determines the HoMo's jurisdiction in all matters pertaining to war, peace, and military organization. (see [url="http://rialliance.net/index.php?topic=40484.msg393864#msg393864"]Fifth Amendment[/url])[/i] [size=1]Sub-Section vii[/size] [i]The Head of Recruitment [s]is in charge of the effort to expand the sphere of influence of the alliance throughout the world by the obtaining of new individual member states. All programs involving the recruitment of new members run through the Head of Recruitment.[/s](henceforth referred to as the HoR) directs the alliance's efforts to obtain new member nations. The HoR authorizes and directs all recruitment programs as one sees fit, approves the admittance of new members, and masks them. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1]Sub-section viii[/size] [i]The Head of Internal Affairs(henceforth referred to as the HoIA) is responsible for the maintenance and dissemination of information throughout the alliance. The HoIA maintains a list of members to facilitate sending messages, a list of the resources of all members, and rosters of members for each non-military task force in the alliance. The HoIA is responsible for checking the member list frequently for nations no longer in the alliance, nations falsely flying the RIA alliance affiliation, and nations that no longer exist. The HoIA is responsible for the demasking and/or handling of such nations. The HoIA is responsible for the maintenance of the election board, including the creation of nomination topics, election polls, and updating the public and private election results topics. Finally, the HoIA is responsible for maintaining a list of official RIA actonicdes earned by members, so that members do not misrepresent their honors. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [i](see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [s][size=1][u]Section 4[/u][/size] [i]The final level of government is the Secretariat. This body is responsible for the clerical and administrative duties within the alliance. The Secretariat consists of the staff of each Department Head as well as a number of other clerical positions.[/i] [size=1]Sub-Section i[/size] [i]A Department Head may appoint for himself a staff to aid in the carrying out of his policies and plans. This staff falls entirely under the jurisdiction of the Head, who may appoint or dismiss staff members as he chooses.[/i] [size=1]Sub-Section ii[/size] [i]Non-staff positions in the Secretariat are appointed by the Triumvirate. The Cabinet may call a vote for removal of these appointees from office at any time. Removal requires a majority vote in favor from the Cabinet.[/i] [size=1]Sub-Section iii[/size] [i]The Secretary of Internal Affairs is responsible for keeping the general membership informed of the workings of the alliance and relaying the messages of the rest of the Cabinet. The Secretary of Internal Affairs may appoint one Triumvir-approved Deputy for every two hundred members of the alliance.[/i] [size=1]Sub-Section iv[/size] [i]The Secretary of Ghostbusting is responsible for maintaining a comprehensive roster of membership as well as checking the represented affiliation of each declared member to make sure that all members on the roster are correctly representing themselves and that all nations representing themselves as a member are on the roster. Similarly, the Secretary of Ghostbusting must ensure that all those with continued access to the alliance forum are members. One Triumvir-approved Deputy may be appointed for every 200 members.[/i][/s] [size=1][u]Article III[/u][/size] [size=1][u]Section 1[/u][/size] [i]For the continued protection of the alliance, the weeding out of the grossly incompetent and/or actively destructive members of government may be required outside of normal election processes. This should only be used in cases where the person's position in the government poses an immediate risk to the well-being of the alliance. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1][u]Section 2[/u][/size] [i]The Triumvir serves for the longest term. As such, it is necessary for there to exist a number of checks against abuse of power.[/i] [size=1]Sub-Section i[/size] [i]A Triumvir may be removed from office by agreement of both remaining Triumvirs as well as a unanimous Cabinet.[/i] [size=1]Sub-Section ii[/size] [i]A Triumvir may be removed from office by agreement of both remaining Triumvirs as well as a majority vote by the general membership lasting for a period of forty-eight hours.[/i] [size=1]Sub-Section iii[/size] [i]A Triumvir may be removed from office by a majority vote of the general membership as well as votes from Cabinet members or Triumvirs each of which will be considered worth eight percent in the overall vote until the total percentage from the membership vote and government votes equals or surpasses one hundred.[/i] [u][size=1]Section 3[/size][/u] [i]A Cabinet member may be removed from office by a general membership vote, called by a Triumvir and lasting forty-eight hours, if said vote reaches or surpasses a total of two-thirds.[/i] [u][size=1]Section 4[/size][/u] [i]In the event that any Cabinet positions are vacant for any reason, the Triumvirate will nominate a member to take over the position for the duration of the current term. The remaining Cabinet members will vote on accepting the member into the position, with a simple majority vote needed for it to pass. (see [url="http://rialliance.net/index.php?topic=14269.0"]Second Amendment[/url])[/i] [size=1][u]Article IV[/u][/size] [size=1][u]Section 1[/u][/size] [i]Treaties are the physical representations of the bonds between alliances and are essential for the continued well-being of any political entity. [/i] [size=1][u]Section 2[/u][/size] [i]Passive treaties refer to any treaty which does not necessitate action being taken on the part of one of the signatories. This includes any treaties of non-aggression.[/i] [size=1]Sub-Section i[/size] [i]Passive treaties require a majority signing of the Triumvirate.[/i] [u][size=1]Section 3[/size][/u] [i]Active treaties refer to any treaty requiring some form of non-military action to be taken by one or more of the signatories. This includes any treaties involving shared intelligence, aid, or senatorial votes.[/i] [size=1]Sub-Section i[/size] [i]Active treaties require a unanimous Triumvirate signing or a majority Cabinet signing.[/i] [u][size=1]Section 4[/size][/u] [i]Defensive treaties refer to any treaty in which a signatory is required to provide military assistance to the other signatory in the event a war is initiated by a third party. This includes mutual defense pacts and protectorate agreements.[/i] [size=1]Sub-Section i[/size] [i]Defensive treaties require [s]five-sevenths[/s] six eighths of the combined signatures of the Triumvirate and Cabinet. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1][u]Section 5[/u][/size] [i]Military treaties refer to any treaty in which military assistance must be provided in the event of a signatory becoming involved in a war. This includes all mutual aggression and defense pacts.[/i] [size=1]Sub-Section i[/size] [i]Military treaties require a unanimous Triumvirate signing as well as a full Cabinet majority.[/i] [u][size=1]Section 6[/size][/u] [i]Military blocs refer to any organizations involving three or more signatories which require military assistance and which have some established form of higher organization.[/i] [size=1]Sub-Section i[/size] [i]Military blocs require a unanimous Triumvirate and Cabinet signing as well as a majority vote from the general membership lasting for a period of twenty-four hours.[/i] [size=1][u]Section 7[/u][/size] [i]All cancellations clauses may be activated according to the same guidelines the treaty in question was signed by.[/i] [size=1][u]Article V[/u][/size] [size=1][u]Section 1[/u][/size] [i]The alliance must set for a core of unbreakable rules for its continued existence. It must also have a procedure whereby it can justly enforce these laws.[/i] [i][size=1]Section 2[/size][/i] [i]Espionage is not to be tolerated in any form whether it be perpetrated against the alliance or by a member of the alliance against another entity.[/i] [size=1]Sub-Section i[/size] [i]Valid evidence of espionage is considered to be any of the following totaling at least 15 points: Recorded confession (10) Matched forum IPs (5) Revelation of screenshots (5) Relevant logs (5)[/i] [size=1]Sub-Section ii[/size] [i]Should the evidence prove substantial and a verdict of guilty be returned, the Triumvirate may enact any or all of the following punishments: Removal from the alliance, authorized attacks, ZI, addition to perma-ZI list.[/i] [u][size=1]Article VI[/size][/u] [u][size=1]Section 1[/size][/u] [i]No plan of government can conceive of all possible situations, nor can it hope to properly reflect all future attitudes of those it attempts to govern. As such, a provision must be in place to amend the ConstRItution to suit the present needs of the alliance (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i]. [u][size=1]Section 2[/size][/u] [i]All amendments must follow a set procedure of proposal, editing, and addition in order to maintain the integrity of this document.[/i] [size=1]Sub-Section i[/size] [i]Any member who wishes to propose an amendment must first write out the proposed amendment in full before seeking the sponsorship of a Triumvir. This Triumvir will then propose it to the rest of the Triumvirate which may then edit or vote upon the amendment.[/i] [size=1]Sub-Section ii[/size] [i]Once an amendment receives majority approval from [s]both[/s] the Triumvirate it passes to the Cabinet. If the Cabinet edits the amendment, it must be passed back to the Triumvirate for approval. If it passes unchanged, the amendment may then be voted upon by the general membership. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1]Sub-Section iii[/size] [i]A proposed amendment will be given a vote lasting twenty-four hours after which it must have a majority approval. If it does not, it may be passed back to the Triumvirate for further review. If the amendment passes, it can be inserted directly into this document.[/i] [size=1]Sub-Section iv[/size] [i]All proposed amendments which edit, repeal, or replace current sections of this document will be noted as such. The current sections will remain unchanged, but will have a line added referencing their invalidation and directing to the relevant addition.[/i] [u][size=1]Article VII[/size][/u] [u][size=1]Section 1[/size][/u] [i]Diplomacy is and always should be the first, second, and third lines of conflict resolution between two alliances. Almost inevitably, however, there comes a time when a fourth line must be used. Once has been exhausted, the fifth line of conflict resolution must be employed, for diplomacy is worth little if the will to defend oneself and one's allies is not present.[/i] [size=1][u]Section 2[/u][/size] [i]War is always a serious issue and should never be taken lightly. To this end, declarations of war and the process by which they come about must be strictly and thoroughly regulated. For our purposes, declarations of war shall be split into different categories.[/i] [size=1]Sub-Section i[/size] [i]An independent offensive declaration of war shall be called for when the alliance feels that another entity has infringed upon it in a way which can only be resolved through application of force. Such a declaration shall require a unanimous Cabinet-Triumvirate vote as well as three-fourths majority tonicular vote lasting for a period of forty-eight hours. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i] [size=1]Sub-Section ii[/size] [i]An optional treatied declaration of war shall be called for when an ally with whom the alliance has a non-binding military treaty requests assistance. [s]Such a declaration shall require a unanimous Triumvirate and [s]three-fourths[/s] four fifths Cabinet vote as well as a three fourths tonicular vote lasting for a period of twenty-four hours.[/s] Such a declaration shall require a unanimous Triumvirate and [s]three-fourths[/s] four fifths Cabinet vote as well as a general membership vote lasting twenty-four hours with at least a three-quarters in favour. In the case where the RIA is engaged in a state of war through binding treatied declarations additional optional declarations that are part of the wider conflict that the RIA is involved in can be made with a unanimous Triumvirate and majority cabinet vote. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url] and [url="http://rialliance.net/index.php?topic=40226.0"]Fourth Amendment[/url])[/i] [size=1]Sub-Section iii[/size] [i]A binding treatied declaration of war shall be given in the event that an ally with whom the alliance has a binding military treaty requests assistance. Such a declaration shall require a [s]five-sevenths[/s] six eighths Triumvirate-Cabinet vote as it will simply be a recognition of a state which must already exist because of the nature of the treaty. (see [url="http://rialliance.net/index.php?topic=14168.0"]First Amendment[/url])[/i][/font] [/spoiler] After that great achievement he decided to take another short break in the tropics but a month later he returned to become Head of Foreign Affairs from January 1, 2008 — Janurary 31, 2008. After this he rose once again to the highest and his final position in the alliance, Triumvir. On Feburary 1, 2008, Delta became a Triumvir of the RIA and remained in the position until this very minute. A total of 4 years and 6 months of service during which he served the alliance to the best of his ability. Another one of his achievements was the creation of the Cupcakery, a secret society which was active on coldfront between ~2008-2011 and which many of the world's pre-eminent alliance leaders were a part of. [spoiler]The Harmony Compact Article I: Sovereignty Retention of sovereignty is generally held to be paramount among the goals of an alliance. There are few things more sacred to the perpetuation of an alliance's culture than the establishment, continuation and general recognition of that alliances sovereignty. The signatories, of this treaty hereby recognize this importance in their own functioning and express the desire to maintain it through such channels as are available to them. Article II: Intelligence Knowledge is power, and especially in the world of CN, where the grape vine has power to shape not only public opinion but actions taken at the highest levels of government. As such, open channels of communication between allies are by far the most important single action that can be taken to maintaining and even building relationships. To facilitate the flow of information, signatories acknowledge the existence of a single channel for use by members of the bloc. Article III: Peace Peace is the goal to which the majority of alliances strive to achieve for their members. The signatories of this treaty hereby agree to the terms regarding peace among signatories outlined in this article. The decision to take hostile action, whether overt or covert, against any aliance is of grave significance. As such, no signatory make engage in any military actions against another signatory excepting cases in which a statement regarding the commencement of martial activity has previously been noted publically or such cases as it is felt that said actions would be required for the continued security of the signatory in question or the furtherance of their goals. Article IV: Mutual Defense Signatories are obligated to come together in times of crises to work towards a lack of equivocation on all issues, to reaffirm the existing level of solidarity of the group and the intent of the treaty. All parties agree that they will sanction the perpetuality of the prevarication for the cessation of hostilities under every circumstance involving the signatories, no matter the cause. All parties agree that they will sanction the perpetuality of the treaty ideals and never forget the common cause that brought us all together. Article V: Amendments Should the signatories desire to change any of the clauses, or to add or take away any clauses, they are to convene and discuss the issue of an amendment by calling all of the members of the bloc. Thenceforward, they are to discuss in detail every aspect of the proposed changes, and decide with a unanimous vote whether or not to accept the changes as they have been proposed. Should the changes not go through, the notes used to change the treaty should be burned to their ashes and dumped in the nearest trash can, never to be discussed again. Article VI: Cancellation Should any clause of this treaty be proven to have been broken, then the treaty will be rendered void immediately. An immediate discussion over the matter of the cancellation shall take place in proper channel in order to verify the cancellation completely. Our modern 6 can be traced back to the Brahmins of India, who wrote it in one stroke like a cursive lowercase e rotated 90 degrees clockwise. Gradually, the upper part of the stroke (above the central squiggle) became more curved, while the lower part of the stroke (below the central squiggle) became straighter. It was six years ago when residents of another world invaded this planet. Six years ago warriors from the country of Random Insanity on the planet known as GameFAQs rained down upon this world forming which is now known as the Random Insanity Alliance, RI Alliance, or RIA. They came for a purpose, a divine mission. Their prophet, Shadow Legolas (currently known as beefmonger), came down from the heavens and told them of a new world. A world infected by the scourge known as LUE. He told of how warriors from the Life, Universe, and Everything country on GameFAQs had come to this world known as Bob. He used this to unite the clans of Random Insanity with the most famous message - "RI, let us conquer LUE". He told of a war raging on this planet. A war between the 'red team' and the LUE scourge. Thus the soldiers of Random Insanity came together with the plan of helping this 'red team' wipe out the LUE scourge. It was the message which started it all. Ships were built that very day which brought warriors across the seas of the Interwebs into the Planet of Bob. During this time a man rose up to help build the foundations of Random Insanity on this new world. He was a shy ox, known as Shyox, and later became the first leader of the RIA. The warriors came together and began to create a new tribe - a place of both order and chaos - a new home on this hostile world of Bob. Documents were drafted, flags were created, lots of official ordery stuff occurred but we shall burritos that tale for another time and move on to more interesting events. During these early times - July and August - the alliance was led by a shy ox, assisted by a strange lion known as Leo, international relations were spearheaded by a mysterious moth, military operations controlled by a dragon known as Artema, and all money matters were controlled by a strange being known as a Kloo Shanko. These individuals helped set the foundation of the Random Insanity on the Planet of Bob. [center][img]http://i.imgur.com/GgTEf.png[/img][/center] [center][b]Chapter 2 - Life, the Universe and Everything[/b][/center] After the arrival of the Random Insanity warriors they soon discovered that the 'red team' spoke of in the prophet's tale was in fact a large empire, also from another world, located along the pacific portion of the planet. This empire saw the warriors of Random Insanity as unwelcome guests and banished from their red lands. So the warriors left the empire of pacific to their war against the LUE scourge and wandered until they set up a new home in the nearby maroon lands. Soon after the empire of pacific and the LUE scourge settled their differences and peace rained down upon the land once more. Now without a mission the warriors of Random Insanity began to mingle with their new neighbors in the maroon lands. However, peace did not last long. For soon the new tribe of Random Insanity came under a dark storm. Members of the LUE scourge soon attacked the great shy ox and others within the tribe. It was at this time the tribe of Random Insanity announced its existence to the world. The leader of the tribe pleaded to the world to assist them against the attacks by the LUE scourge. It was through this global broadcast the tribe learned that these warriors of LUE were in fact a band of radicals hailing from the planet of LUElinks who had left the LUE scourge. With this new information the storm surrounding the tribe began to clear. Warriors from the LUE scourge came and even helped to fight against these radicals. Several other tribes besides the LUE scourge also united to assist the forces of Random Insanity. Warriors of the International Communist Party and the tribe of R.O.C.K. also assisted in the punishing of these radicals. The peacekeeping force of the purple legion also sent aid to the tribe. Thus the LUElinks radicals were defeated and the tribe could flourish once more. It was through these acts the the tribe of Random Insanity began to have a more neutral feeling towards the LUE scourge and some wonded such blasphemous thoughts as 'maybe they aren't as bad as we thought.' [center][img]http://i.imgur.com/ni0Fp.png[/img][/center] [center][b]Chapter 3 - [color=maroon]Maroon[/color][/b][/center] After the dark storm had passed, the tribe began to become more and more prosperous. During this time they met another maroon tribe of allied guardians known as TAGA. The two tribes quickly became acquainted and the Random Insanity signed their first treaty - The Insanity Doctrine, a Mutual Defense and Aggression Pact - with their new maroon brothers. Through this a glorious, yet short, friendship was born. The tribe fought their first true war alongside their maroon brothers. A small mercenary tribe known as the War Making Tyrants began to cause trouble through the lands of Bob. The maroon brothers decided they would not allow such war-mongering tyrants to move freely across their lands and launched a coordinated strike against them. The war lasted only three days before the evil tyrants surrendered to the combined forces of the Team Allied Guardians and the Random Insanity. After which they promised to case their war-mongering ways. After their glorious victory, however, the tribe of Allied Guardians entered a period of unrest. They attempt to merge themselves with another tribe but both sides found they could not get along and later split into new tribes, ending the Team Allied Guardians and the Random Insanity's relationship with them. During these times those who led the tribe shifted a small amount. The dragon known as Artema, who had led the tribe's military, disappeared from the world and was replaced by the robot code-name Omega-Red while the banker known as Kloo Shanko was replaced by a cupcake known as Delta. Thus for the next several lunar rotations the alliance entered a brief period of peace and quiet. [center][img]http://i.imgur.com/jtNhw.png[/img][/center] [center][b]Chapter 4 - The Great Wars[/b][/center] At the eve of the Second Solar Cycle of Planet Bob, a new large scale war broke out. The LUE scourge (and assorted tag-alongs) and the pacific empire (and assorted tag-alongs) once again fought against each other. It was a large battle which became known as the Second Great War, the first being the conflict during which the Random Insanity arrived on Bob. During this conflict as the tribe of Random Insanity, as they had no real interest in helping either side, watched as the LUE scourge was beaten back once again. During this Second Great War, a smaller and unconnected conflict raged on. A smaller tribe that the Random Insanity was protecting came under attack from outside forces. The Random Insanity warriors strike back and waged war upon a tribe of dark knights. Victory came swift and the conflict became known as the Grammer War for some strange reason. As this new age began the great Azural replaced the shy ox as leader, a flask replaced the lion as co-leader, the cupcake switched from banking to the military, while an enraged lobster and later a crazy israelie took over banking in the tribe. This time of peace for the tribe was short lived however as several lunar cycles later a new third Great War erupted pitting together pretty much the same forces that had fought in the previous two. At this time the cupcake had become the leader of the tribe, the crazy israelie became its second-in-command, a zombie took charge of the military, and a cheese enthusiast became the banker. At around the time this new great war occurred the tribe of Random Insanity was having some disputes with a tribe within the pacific empire's influence. A fellow maroon tribe known as the Maroon Defense Coalition. Due to these disputes when the Third Great War erupted the warriors of Random Insanity decided they would fight. A glorious offensive was launched against the Maroon Defense Coalition, a member of The Initiative, the largest alliance of tribes at that time. The warriors of Random Insanity fought well and each side took similar damages. However, the united tribes known as the Aegis could not hold back the Initiative onslaught for long and the war ended in defeat. Due to economic sanctions placed on members of the maroon defense coalition by the tribe's maroon senators the tribe was forced to pay sixty million dollars to the coalition. The senator himself decided to pay off the debt himself, however, to spare the rest of the tribe any loses. [center][img]http://i.imgur.com/BDccg.jpg[/img][/center] [center][b]Chapter 5 - The Grand Union[/b][/center] After the conclusion of the Third Great War, the tribe began to rebuild and grow even stronger then before. It was during this time that they met some aroused by Margaret Thatcher and Ronald Reagan aquatic neighbors who came from the world of fark. These aquatic neighbors had been caught up in a large Holy War against some neutral shoving order. After this holy war came to an end the Random Insanity came to find it liked these aroused by Margaret Thatcher and Ronald Reagan aquatic friends and offered to pay off some of their blood debt to the neutral shoving order and some gey[m]en that were also involved somehow. This helped pave way to a long friendship between the two. During this time period the tribe decided it wanted to stay somewhat independent of the massive mess of a web being formed between the various tribes on Bob. Due to this the tribe began talks with a union of other tribes that maintained an independent stance. It was composed of a confederation of atlantic shadows, a commonwealth of nations, a coalition of the north atlantic, spartans, some templar knights, and some other untied nations. This proved to be a short-lived endeavour, however, as the grand union collapsed nearly one lunar cycle later. [center][img]http://i.imgur.com/84dvh.jpg[/img][/center] [center][b]Chapter 6 - The SuperFriends[/b][/center] In the days following the collapse of the grand union, the Random Insanity began to meet with their aquatic neighbors and the confederation of atlantic shadows. These meetings led to the creation of a new alliance between the tribes. They constructed a tower, a hall of justice, and formed a team known as the SuperFriends. This proved to be a defining moment in the tribe's history as the alliance still exists today, though between newer tribes. Shortly after the formation of the hall of justice, a new war broke-out across the planet of Bob. It was the beginning of a new era, a new war different from the great wars of the past. It eventually became known as the unjust war. Before the start of this war the tribe also signed a short-lived defensive agreement with a shroomish tribe though it was never invoked and did not survive the conflict. In a strange series of coincidences the tribe, along with the other members of the hall of justice, joined the unjust highway and fought against the squiggly forces led by the blue polar empire. The SuperFriends fought united against the green global alliance. Much damage was done to the green global alliance but as the Unjust Highway began to collapse the hall of justice settled their dispute by paying a total of sixty million dollars. After the end of this unjust war the RIA and the hall of justice began to rebuild. A new member joined shortly after as well. An order of darkness was nominated for admittance by the tribe of random insanity. Thus they joined the round table at the hall of justice and remain a member to this day. Sometime after this the Random Insanity met with the poll of the day people who were from the planet of GameFAQs like the Random Insanity. The poll of the day warriors decided to join the Random Insanity tribe making it into the only remaining tribe from GameFAQs due to the destruction of the LUE scourge in the Third Great War. [center][img]http://i.imgur.com/uo9rN.png[/img][/center] [center][b]Chapter 7 - Maroonity[/b][/center] In the months ending the Second Solar Cycle of Planet Bob, the Random Insanity tribe soared to numbers never before seen due to the master recruiter Vintus. It is said that its numbers reached nearly 370 at its peak. However all good things must come to and end and right before the final lunar cycle, the asplosion occurred. With the introduction of a new holy document of the tribe, there occurred a small exodus from the tribe of many prominent individuals who left to a more shroomish tribe. This led to a temporary vacuum of power though it was quickly filled by new individuals who rose to the challenge. This event and the following disappearance of many other tribe members from the world is now known as the great purge as nearly a hundred tribesmen were lost. As the Third Solar Cycle began, some vikings were admitted into the hall of justice and the beginnings of maroonity began with the creation of lol, Maroonity. After this the tribe began a period known as the RIvival in which the stagnation left over from the great purge ended and the blood of the tribe began flowing once again. During the RIvival a war also began. A secret society known as the illuminati was found to have been plotting against many. Due to this the vikings within the hall of justice coordinated between the hall of justice and the common defense treaty to launch a joint strike to eliminate the secret society. Due to the superior numbers and firepower the secret society was quickly vanquished. As the Third Solar Cycle continued on a new stage in maroonity occured with the signing of the solidarity pact for an allied maroon which united maroon within a optional defense and aggression pact, the boldest step taken within the long unstable lands of maroon. During this period of time a small scale war between the global alliance and those with one vision occurred after which the Random Insanity tribe sent aid to the united sovereign nations. In an unrelated event the tribe also signed a defensive agreement with a group referred to themselves as Element. [center][img]http://i.imgur.com/mDP9H.png[/img][/center] [center][b]Chapter 8 - DisOrder[/b][/center] With the coming of the Third Age came a time of disorder on the planet of Bob. A bond once called unbreakable - between the pacific and polar empires began to crack. As the cracks began to grow the larger the tribe decided to choose a side. In a move that surprised many the tribe signed a defensive pact with the pacific empire on the basis of a friendship between two of the leaders within the tribes. This would pit the tribe against the polar empire which the tribe believed to be more hostile and more of a threat. In the next lunar cycle the army known as R&R joined the hall of justice and the next global war broke out. A coalition was formed against the polar empire and the Random Insanity tribe fought against some siberian tigers, a league of extraordinary nations, and some football players. The pacific empire retained a more tertiary role in this conflict and the coalition was led by a continuum and citadel of tribes. Due to the superior numbers and isolation of the polar empire by the pacific empire the war was won in the end. Despite the hate shared between some of those who planned and fought the war, the tribe maintained no ill will towards its enemies and asked for no terms or reparations from them at the conclusion of the conflict. This later led to the tribe allying with the league of extraordinary nations and its successor state of silence. In the lunar cycles following it a group of smaller tribes united along side the hall of justice under the banner of the titan tower. This led to a powerful working relationships between the two towers for the next solar cycle. During this time the celestial being tribe also joined ranks with the Random Insanity and a defensive pact was signed with the spartans. In the ending lunar cycle of the Third Solar Cycle, the final step in the path towards maroonity was finally completed. The maroon lands were finally united under the banner of the chestnut. The beginning lunar cycles saw the preparation for the great war of karma. During the first lunar cycle the one archein joined the hall of justice. Following this a bastion was formed alongside the entente of viridian and the vikings in the hall of justice while defensive pacts were etched out between the overlanders of the 57th, the league of united defense, and the nemesis. Another lunar cycle later the apocalypse and ascended republic of elite states joined up in the titan tower. After all this the great upheaval began. The pacific empire lunched a surprise attack on the green order sparking which would later be known as the war of karma. This war led to the great overthrow of the pacific order and the break-up of its continuum of tribes. During this war of karma the Random Insanity fought against a echelon, some rubber duckies, and some other vikings. Eventually the combined tribes of Karma were victories over the the allied tribes of the pacific leading to a new age of uncertainly. The following cycles saw the holding of a legendary tea party with another union of tribes and later the sad maroon split which saw the united sovereign nations burritos the banner of chestnut. During this time the tribe also signed a defensive pact with the maroon commonwealth of nations and later saw them become a member of the hall of justice. it was also during this time that the previously mentioned silent successor state to the league of extraordinary nations was formed and forged a close alliances with the tribe of Random Insanity. The Roots of Yggdrasil also later joined under the banner of the titan tower. Near the end of the fourth age the tribe also began to do defense business with a newly formed corporation of friends. [center][img]http://i.imgur.com/vhXjj.png[/img][/center] [center][b]Chapter 10 - Bipolar[/b][/center] The beginning of the fifth solar cycle saw the start of a new global war, a time of confusion for many, and the formation of a number of new grudges and rivalries. The war which came to be known as bipolar began during the beginning of this cycle. It began with the polar empire launching an assault on those it saw as immoral. This led to the Random Insanity fighting against numerous purple tribes aligned with the polar empire. This proved to be short lived however when the war shifted with the paradoxical strike against the tribal complaining union. This led to the polar empire and its allies mostly withdrawing or switching sides and a new offensive against the paradoxical forces began. In this new phase of the war the Random Insanity fought a tough battle against the order of light and the dragons of argent. Eventually the paradoxical forces were defeated ending this strange bipolar war and setting into effect a new chain of events which would greatly effect the future. The best of times began when the tribe achieved the famed sanction status, a status it had been attempting to gain since the LUE scourge had achieved it many cycles ago. With it one of the flags of the tribe was submitted to be an official tribal symbol. During this same period, however, the worst of times began when the entente of virdian attacked the polar empire. A series of tragic events led the vikings in the hall of justice to be split from the rest of the hall which caused much internal strike. During this conflict the tribe of Random Insanity was split between both sides. It was forced to fight both the seaworthy boxes that the tribe once respected, the imperial assault empire, the global alliance, and the exodus. The end of the conflict saw the vikings burritos the hall of justice they had called home for many cycles and go out on their own. The cycles following the end of the conflict led to a few new friendships. A pact of friendship and aid was drafted between the tribe and the iron oranges and a new relationship was forged with ex-vikings advocating nuclear proliferation. A coalition of vikings formed to take down the hall of justice while the paradoxical forces took their revenge on the polar empire. This led to the tribe of random insanity fighting the vikings it had once fought long ago in the war of karma, the germans, and some other small superpowers. It proved to be a tough war which the hall of justice eventually lost. With their grudges satisfied the vikings split their separate ways and the hall of justice began to rebuild. A war started by strange shrooms worshiping a being known only as dave. This war has brought down a force of unwelcome people and nuclear fire on the tribe. This conflict is still ongoing and we spend our birthday celebrations under the bright fireworks of war! And telling them that lives may depend upon their success or failure. This has not been beneficial for the mental states of many personnel, as every ‘dud’ they discard may contain information regarding an equally disastrous event. Since then, there have been rapidly emerging paranoia and/or obsession-related disorders. Some personnel are beginning to insist that the most trivial details of the cipher contain important messages, others have not slept or eaten in days in their pursuits, and still others have suffered from psychotic breakdowns. Outpost Delta has since been supplied with more personnel in an attempt to spread the workload more thinly. However, the effects of having a few days of diligent work crumble into a ‘dud,’ repeatedly, have proven to be an absolute disaster for morale and, at times, mental stability. Currently, we only have enough staff to decode roughly ██% of the cipher. So far, reassigning personnel after a ██-month stay at Outpost Delta, applying Class A amnesiacs, and returning them to work on █████ at the end of a ██-month period of low-pressure jobs has worked fairly well as a short-term solution. First of all for Triumvir we had a rather close race between veteran Triumvir Delta1212, im317, Leo, and aithne. Delta1212 ended up winning with 39.5% of the vote, trailed by im317 who had 28.9%, followed by Leo and aithne who had 21.1% and 10.5% of the vote respectively. First of all for our Head of Recruitment election we had a very exciting race between VL and Gangs. Coming up on the final day of elections the race was tied 50-50 but VL managed to come ahead by 2 votes in the end and we welcome him as our new HoR and to his first term in RIA Government. Due to this in the end the race was between C-zom and American actor, screenwriter, and philanthropist Matthew Paige "Matt" Damon. The polls ended with C-zom winning 57.6% of the votes over Matt Damon's 42.4% of the vote. Thus we welcome C-zom back to RIA Government this time as Head of Foreign Affairs. C-zom previously served the RIA as our Head of Military Operations for 7 consecutive 2-month terms and also a half of term as our Head of Internal Affairs. The polls ended with an exact 50-50 tie. A run-off election was scheduled but Elton John withdrew his participation citing he was too busy. Thus we welcome Jenne back for his sixth consecutive 2-month term as our HoMO. Meatkin Pie soared to tonicularity once again winning the race with 65.7% of the vote against Atonichis' 34.3%. Meatkin Pie is a 7-time Captain Planet of the RIA and this is his first foray into the RIA Cabinet. However, due to his status as a meatkin pie rather then a person, the position was afforded to Atonichis in the end. We welcome Atonichis back for his third consecutive and fourth total term as Head of Internal Affairs. He also previously served as RIA's Head of Military Operations for four terms several years ago. However, as Shadow Slayer is already a Triumvir and only Shadow was up for election, the seat was once again given to Shadow. We welcome him into his 8th term as Triumvir. Triumvir: Shadow For the Cabinet we've also had a couple changes. For Head of Economics (HoE), brian, formerly an Econ Assistant, takes over for Ogaden who has decided to move on to a different position. He won 30% of the vote in a five-way race between im316, im318, im319, and im320. im320 technically won with 35% of the vote but as he is non existent person he could not take the position. Head of Foreign Affairs: im317 For Head of Military Operations (HoMO), Jenne was once again re-elected to the position. He has remained in the position since April of 2011. We all look forward to working with him some more. Jenne won 30% of the vote against Elton John however Elton John did not accept his victory and Jenne gained the seat. Head of Military Operations: Jenne For Head of Recruitment (HoR), Croix has decided to retire from government for awhile and we thank him for his service. Ogaden, instead of retiring from government after being Head of Economics has decided to switch over to being Head of Recruitment. He previously served in this position in mid 2010 and we welcome him back to it. Ogaden won with 81.25% of the vote against Gangs who announced his intention to run but never made a campaign. Firstly we would like to announce we have finally succeeded in getting with 6 million nation strength. We've been flirting with her for a long time, but she always refused our advances until now. Secondly we would like to announce that we have reached 34,016 average nation strength, an all-time high for us. Thirdly we would like to announce that we have surpassed 1600 nuclear weapons and are well on our way to 1700. Lastly we would like to announce we have reached 23.98 score.
