The United States of The Islands and Free Association of the Canary Islands and Cape Verde

President David happily signed paperwork. His country was united again, freedom was now on the little rock he called home on all of it. Capitalism was turning it's gears, Freedom was prevailing, priests were coming out of hiding - nothing could be better.

David looked down at a new Island nation off the coast of Africa, "The Free Association Canary Islands and Cape Verde?" Robert was enjoying sending copies of a recent newspaper he had found stuck behind a freezer in the executive lounge to relatives, "They are about as capitalist as you can get David. I read about them this morning. We haven't recognized them yet.." Robert chewed his lip while he tried to perfectly fold a paper in half, "Maybe you could try talking to them about relations? Us capitalist nations need to stick together with all of these commies trying to use every little revolution they can to overthrow their governments." David laughed allowed, "You got that right. Look at Alaska."

The President thought for a while then had Chief Ambassador Susan, his love, call Trinidad Jiménez, the Free Association's Officer of Relations.

Susan sat in her office while the phone rang. She happily waited to speak with someone from another part of the planet - it was always a thrill to her.
When someone picked up on the other line Susan said her hellos then began, "My name is Susan. I am the Chief Ambassador for the United States of The Islands. I am calling for a Ms. Trinidad Jiménez under orders from the President of The United States. It is concerning diplomatic terms."

Susan waited patiently while she gave David, who was trying to use his non-existent ninja skills it eavesdrop on the conversation.

The Office of Relations had been frantically working the past few weeks to get information on the majority of the world's nations in preparation for the official declaration of existence. The Free Association wanted to have an up-to-date picture of what was going on in the world as well as who could be trusted and who was a potential thread.

The last few weeks had been disappointing to say the least. The Free Association didn't necessarily prefer one ideology over another, but there was no doubt a correlation between government type and suppression of individual rights. Socialist leaning and communist states seemed to be the greatest offenders these days and their numbers were growing by the week. With communist governments being propped up from Alaska to Australia, the few bastions of true freedom and prosperity needed to ensure they would not be quieted by the red tide.

Needless to say, the call from the United States of the Islands was a welcome surprise. Having just fought off a communist rebellion, they appeared to be staunch supporters of rights and freedom. The call was relayed to the Officer of Relations. "Hello Ms. Susan, I am Trinidad Jiménez, Officer of Relations for the Free Association. How exactly can I help you?"

Susan took a sip of her green tea and enjoyed the flavor for a few seconds and then replied, "President O'Reilly wanted me to set up an official meeting with your head of state. From my understanding he would like to conduct peace talks and maybe try to form a possible treaty between our two nations. He would love to come to the Free Association and talk personally if it would be permitted?"
David, who now knew that Susan had noticed him, was sitting quietly in a chair as he listened to the conversation.

Jiménez quickly thumbed through some calendars which listed the various meetings he and the President would be gone for. A few seconds after Susan had finished talking and Trinidad had found an open date, he spoke back to her. "Steward Californian would be delighted to host a meeting with President O'Reilly. In fact there was talk amongst our government to reach out to yours, as I feel our countries have much in common. Would February the 20th work for the President? We would be quite honored to host a delegation from the U.S.I."

Celt One was cleared to land at Tenerife South Airport, one of the two international airport that services the Free Association's capital of Santa Cruz de Tenerife on the island of Tenerife. As was the case with foreign government officials, the plane was directed to a private terminal where a small greeting party awaited the President and his aides. It was a tropical sunny day and all the men stood at attention as the national anthem of the two nations were played in the background. Alejandro Californian, Steward of the Free Association, greeted his U.S.I. counterpart as they walked towards a waiting limousine.

After about twenty minutes of driving they reached the Executive Compound in the heart of the capital and the limousine stopped in front of the building. It was one of many buildings in the city that retained the island's Spanish heritage, and had the grandeur of a long past era. The two men followed by an entourage from both nations walked through the huge ornamental front doors before slipping into a more private meeting room.

The room was comfortable and extremely private, allowing the men to talk freely about anything. "Before we get to business, could I offer you something to drink?" "I'll take a scotch myself," Californian directed to the waiter.

"I must say I was extremely glad to receive your call as I had planned on contacting your office myself. Having done an extensive and thorough review of the nations on the planet, you might be interested to know yours ranked extremely highly on economic and civil liberties.

Our general internal and foreign policy is that the Free Association hopes to ensure that people are free to make their own decisions without interference from the government. We don't necessarily support one style of governance over the other as as long as the people's desires are met, however it seems that the tide of socialism sweeping the Earth is a facade nations set up to limit their citizens rights "for the greater good." Your country is a special case, though. You fought off communists and have come out stronger than ever. I read that your nation is moving forward with a stock exchange, isn't that correct?

I feel that our interests and goals line up. Wouldn't you agree that we both want our citizens to live fulfilling lives without gross intrusion from the government? With a common mindset and much in common, I believe our two nations have the possibility of forming a truly unprecedented level of cooperation and friendship on this world. The communists and totalitarian regimes can unite under their "Red Dawn" bloc but we unite under the ideals of Freedom and Liberty, inalienable rights that mean much more than a flimsy piece of paper dictators use to solidify their power.

Enough of my rambling, what is your take on the matter?"

On the notion of the stock exchange I am trying to have it done in the most private way without government interference as possible. And I agree with you. The Pursuit of Happiness is something that my citizens hold near and dear to their hearts and would rather be shot than loose it.

I think this 'Red Dawn' is just another treaty organization that, if angered for the wrong reason, will act foolish and tip over the stability of the planet. That is the negative side to these treaty organizations, they are intended for peace - except for Red Dawn apparently - but end up destroying what they were trying to protect which is the national security of the signers.

Now to ensure the security between you and I, I was thinking maybe we could have a treaty of some sorts? I was hoping for a MoDP?"

"Due to the structure of our government it would be extremely hard to officially ratify a legally-binding Mutual Defense Pact with any nation. Rather, I offer to sign an Alliance Agreement with the United States of the Islands. While essentially a MoDoAP treaty on paper, I would consider it morally binding between you, as the President of the United States, and me, as the Steward of the Free Association. So long as you fight the morally righteous fight, we will fight alongside you to the death."

I was really hoping we would be able to agree on something and begin a relationship as allies. I have something right here if you'd like to look over it.

David looked at the small sheet of paper, "I was thinking it would take something grand and aggravating but you seem to have put in everything vital and left out everything silly. I must say my friend, if this is how things work around here; swift and with action, then I would love to be a part of it. The only thing I am concerned about is Article IV. As you know, the United States does not allow immigration from any nation except Ireland, Scotland and The Kingdom of Idaho-Montana on rare occasions. In fact, it is even more complicated then that because only citizens from the island of Ireland may actually immigrate into the United States. However, emigration from the United States to most other nations is perfectly accepted throughout the entire nation.

The reason only immigrants from Ireland are allowed to enter is because this law goes far back from before the Civil War and in the days of the Union of Island Nations. Each nation of the Union agreed to only allow Irishmen and women come into their lands. This was something every nation agreed on because the culture of the United States is something of that is unique to the rest of the planet. In no way was this an assault on non-Irish peoples however the people in the United States are simply scared of foreigners mutilating and changing the one hundred year old traditions that still stand as they were today. Now in my personnel opinion, we should be more open to the world. My Republic is one of isolation in some aspects. However, I do not want my culture destroyed and my young people corrupted. Immigration is one of the most unique aspects of my nation because in order for a new country to be approved for it's citizens to be able to immigrated into the United States, each state - not the United States Congress - must agree on said nation and they must all decided on a number of immigrants per year. This is the only thing in our nation that is decided by not only a majority put a unaminus vote of all the states, and approval by the United Stats Congress, and then the stroke of my pin when it is all said and done.

While immigration will be a difficult manner, I can assure you visas are given out to citizens who wish to come to the United States for specific reasons. While these visas are given out to numerous amounts of businessmen only 5,000 "Vacation Visas" are given out every year. A countless number of buisness visas are given out so the economy of the United States can flourish.
Now I have been honest with you; tell me what you think. I like Article IV and I would love to share unknown aspects of my people's culture with you at any time of the day and any time of the year. In fact, I think it would even be healthy for me to add a chapter in my nation's high school history books about this discussion and the culture of the Free Association.

I wanted to tell you this so that you would find out by me telling you instead of you having to look through a dusty box of laws that my intern would send to you. What do you say, Mr. President?" David extended his hand to shake Mr. Californian's.

"Of course we will respect your immigration and visa laws," Alejandro replied, smiling. "I think you'll be turning away a lot of disappointed Free association vacation goers with such a tight quota but citizens of the USI are more than welcome to enter the Free Association," he said with a chuckle.

"Very well, if you have no further changes, I do believe we can sign it." The Free Association Steward picked up an ornamental pen and elegantly scribbled his signature before handing it to his counterpart.

"I think this is the beginning of a long and prosperous relationship. You are more than welcome to visit and if you wish you can station some of your soldiers at one of our military bases if you prefer." Alejandro took a sip of his drink before asking, "Well, did you have anything else you wished to discuss?"

David took out a black pin from his breast pocket and swiftly signed his name, [i]David Anthony O'Reilly[/i]. "I think that is all I had to discuss." David reached into his suit case and pulled out a small cooler that was enclosing something. David pulled out a Coca-Cola, a soft-drink being manufactured in the United States and spreading like wildfire. David handed it over, "I would like you to try this and tell me what you think. I am sure that you will like it. I also would like to thank you for taking the time for us to talk over this."
