[b]Preamble[/b]
The Charter of the Coalition of Independent States is the highest law within the alliance that regular members and government must abide by, this charter is to be enforced by the Chairman and Co-Chairman, and is approved by the member, and automatically accepted by joining this alliance.


[b]Membership[/b]
To become a member of CIS, you
must have "Coalition of Independent States" as your AA, and
you must agree and abide
by the laws of CIS

[b]Government[/b]
The Government of CIS are the decision makers of their respective posts and shall be voted into office in elections. Members may hold multiple positions in government, and a government member must have an office in the embassy (an account on the [url="http://coaliton-of-independent-states-cn.socialgo.com/"]forums[/url]).

Chairman: The chairman serves as the leader of the alliance, any member of the alliance may become Chairman in the elections. The chairman is the final voice in matters although his decisions may be repealed by a majority vote by the secretaries.

Co-Chairman: The Co-Chairman is the right hand man of the Chairman, the co-chairman is the runner up for chairman, and in the case that there is no runner up the SoIA will act as co-chairman.

Secretary of Internal Affairs: The Secretary of Internal Affairs manages relations within the alliance, among its members, and is responsible for over-seeing the recruitment and education within the alliance and is responsible of conveying the thoughts of the general membership to the Chairman.

Secretary of Foreign Affairs: The secretary of foreign affairs manages relations with representatives of states not in the alliance and is responsible for keeping up relations with Foreign Alliances and making sure we have a sufficient amount of diplomats.

Secretary of the International Treasury: The Secretary of the International Treasury manages the alliance's money and accounts for it. Money in the treasury is used for aiding nations in emergencies, or granting loans. The SoIT is responsible for setting up trade circles and tech deals for members on the CIS alliance affiliation. To apply for Secretary of Treasury one must have access to iron, lead & uranium, as well as the following improvements:

Barracks (5)
Foreign Ministry (1)
Guerrilla Camp (0)
Harbor (1)
Schools (5)
Universities (2)
The SoIT may not be in possession of any missiles his/her the nation

Secretary of International Economic Affairs: The SoIEA ensures that members are aware of all forms of trading and deals, and attempts to arrange such deals to benefit members. To apply for SoIEA, the applicant's nation must have a developed harbor, i.e., nation improvement requirements:

Secretary of War: The Secretary of War takes active notice of hostility concerning the alliance, and ensures that necessary precautions are taken in the event of possible worsening of hostilities. The SoW is also responsible for making sure members are ready for war at all times and approves Tech Raids. To be elected into the position of SoW one must also have the barracks improvement and access to Aluminum & (Pigs or Lead).

Interim Secretaries: If no-one in the CIS is able to meet the requirements for a government rank, which is declared vacant after an election, any member is voluntarily allowed to be seated as interim if approved by majority vote of existing elected government.

Deputy government officials are selected by elected members of government to assist them in the department of which they hold responsibility (a chairman may not select a deputy chairman),
eg. an SoD may select a deputy SoD (DtSoD)
The deputy does not have to meet the requirements for the actual position, i.e. a Deputy SoD does not need to meet the SoD requirements.

Founder: The founder or succeeding founder is responsible for making sure that the alliance stays on the original basis on which it was made and that no alleged 'destructive' changes are made to the original alliance.

(Left/Right)-Wing Spokesmen: Factioned leaders speak on the behalf of other left or right wing leaders in the alliance, and are recommended by the Chairman or SoIA, but can be impeached by the order of the members of the alliance. This is not elected, and is not a member of the government, and is usually voluntary.

Opposition Spokesmen: For all positions in government, opposition spokesmen speak against the person in the position. There will be voluntary opposition mains for each position,
eg.
Opp Chairman
Opp. Defense Secretary etc.

Other spokesmen can be appointed if a member wishes to voice concerns relating to a particular problem or series of events or possibilities. They appoint themselves with approval of the chairman.


[b]Elections[/b]
Elections shall take place every 3 months all positions will be re-elected, any member of the alliance may run for a position in the elections and every member's vote is based on efficiency, and everyone has 10 votes. When votes are counted, they are multiplied by the nation's efficiency at the counting time of the votes, when ballots are closed. For someone to become the new founder the former one must first step down and then the former founder will appoint someone to succeed them at the founder position, or select candidates to run at the alliance's vote.
*Only elections for new government involve a calculation with efficiency.

Matters
When a matter is brought up to the CIS government, the chairman, along with secretaries, should come to a decision, which usually involves the chairman giving the final word. If vetoed by enough secretaries, a vote should be held with choices given. In a vote of a matter, anyone who holds the following seats, holds the following votes:
Chairman - 5 votes
Co-chairman (excluding SoIA) - 4 votes
Secretary of Internal Affairs - 3 votes
Other Secretary - 2 votes
Founder/Member - 1 vote
*If a person holds more than 1 seats, he/she is allowed all the votes for each seats, but must state them on behalf of the seat, not the person (him/her)self.

[b]Laws[/b]
Laws in CIS are open to change by proposal within the Parliament, all members may make proposals to make change to laws within CIS and all members can take part of Parliamentary votes. For a proposal to go to an actual vote it must have the approval of at least 1 Secretary and the approval of 3 other members, if it follows the proper requirements it will then go to Parliament to be voted and it will then be decided my a majority vote.

[b]War Policy[/b]
The CIS approves general aggression as long as it is first approved by either the SoW or the Chairman/Co-chairman. The persons approving the war must take the following into consideration:
Defending Nation's Foreign Affairs
Defending Nation's Protectorate Treaties (if any)
Defending Nation Strength and Stability
Please review "Hostility & War" for laws of an approved war, in addition to the ones stated above.

Should the entire CIS go into an offensive war it has to be approved first by the SoW, the Chairman and co-chairman. However this decision may be vetoed with the approval of 3 Secretaries and 5 members.

[b]Amendments to the Charter[/b]
For an amendment to be passed,
it needs 60% approval of the people that
vote. But it can only be successful if the founder and SoIA accept it. If the succeeding founder accepts it, but the SoIA doesn't, then it will need 80% of votes.

If the founder stands strong opposition, it cannot pass and must be further debated and compromised. if one wishes to overturn a law he/she must post a proposal within parliament to change it.

In amendment of the charter, everyone has 1 vote, except:
(Succeeding) Founder - 3 votes
Secretary of Internal Affairs - 2 votes
*These are not affected by efficiency.[/color]
