The day in Sitka was dreary, as usual. Overcast skies made for a bleak meeting as General Field Marshal Danforth, henceforth referred to as General Danforth, supreme commander of the North Pacific Commonwealth Defense Force, waited on the tarmac as he saw the Union jet touch down. It was not raining but the very air seemed colored gray. Behind Danforth stood two more men in the standard NPCDF officer's uniforms: gray with black accenting and gray officer's caps. In addition, there were four guards selected from the NPC SPecial Force. They wore combat gear with the urban camoflague design which constituted gray, light gray, and black patterened camoflague fatigues with black boots and black armor vests, with black baklava-style ski masks and black helmets. The baklavas made it so only the eyes of the soldiers were visible. They did not hold their rifles at the ceremonial position, instead carrying them as if on patrol.

As Smith disembarked his plane, the party advanced to the steps leading down to the runway. As he approached, Danforth extended his hand, his face devoid of a smile, as was his custom, "Mr. Smith of the Alaskan Union? I am General Field Marshal Danforth, supreme commander of the North Pacific Commonwealth Defense Force and chosen envoy to the Union's delegation. A pleasure."

After the two exchanged greeting, Mr. Smith was taken to the captiol building of Klondike in Sitka where he was lead to a conference room. The room was typical of NPC conference halls, spacious with a large window and an elegant yet rustic feel. After Mr. Smith's requests for food and beverage were met, Danforth took his seat, as did his two military aids. Two of the guards posted themselves by the door, while two stood behind the NCP military men. More waited outside.

"If you would be so kind as to start us off with your proposal, Mr. Smith. I am no diplomat and as such find myself hard pressed to grin through pleasantries and protocol." Danforth waved to SMith as if beckoning him on as he leaned back in his chair across the table.

Danforth's eyes noticeably narrowed at the mention of the U.S. "The mention of the U.S. is dangerous ground right now. We recognize them as a continental power and recognize the benefit of healthy relations with them, but the current debacle in Tahoe is a diplomatic disaster and we recognize the annexation of South Tahoe as perpetrated by an illegal government. No, we are more interested in contemporary diplomatic history. We always look to establish a foundation before signing a treaty, as we are not quick to put our signatures to paper as other nations in this world are.

What does the Union perceive it will gain from a relationship with the Commonwealth? We value honesty. Most diplomatic exchange has selfish motivations for the nations involved, but it is balanced by the other's selfish motivations for accepting."

"Well, it's a slight bit warmer in your nation and the government only vacations in friendly countries. But on a more serious matter, trade helps our economy. It helps everyone's economy. We thought we'd trade with our neighbors. However, the more important issue is the US's annexation of South Tahoe. We seem to be on oppositte sides of the arguement. With a NAP in place between us, hopefully Alaska won't spill it's own blood over other nations."

"The situation in Tahoe is of no concern to our diplomatic relationship, we were simply expressing our feelings concerning the United States. We are aware of your membership in GODSWILL and expected your support for America. Of course, we have no reason to attack the Union simply because they are on the opposite side of the issue."

Danforth paused.

"We would be willing to accept the NAP, but we cannot lower our tariffs. Our economic policy of 'Commonwealth First' means that we support protectionist policies encouraging the domestic consumers of our nation to buy goods produced in the Commonwealth. If you are willing to strike the Free Trade clause and sign simply the NAP, then I believe both of our goals are in line. And I'll reassure you, simply because we reject the Free Trade clause, we do not want you to think we reject this agreement. THe NAP is favorable to us."

My point was, if Tahoe attacks the US, and you acquire a OAP with Tahoe by that time, without a NAP, things could get bloody up here.

But here is the new treaty. If you are fine with it, please sign it.

Danforth stood up, turned, and looked out the iiwindow. "I'm concerned with your thoughts, Ambassador. There would be no need for aggressive in that instance."

OOC: Legally speaking, that would not justify aggression between us up here.

An aid entered the conference room and approached Danforth, whispering to him and slipping him a note. Danforth cleared his throat and turned to Smith, "It appears that you have no more power concerning foreign affairs as I have been notified your nation is to be annexed by the United States. You make take your leave, ambassador. The guards will escort you to the car and will take you to your plane."

Danforth was furious but he kept his composure. As Smith was shown to the door, the Field Marshal made one last remark, "We will be in touch with the U.S.'s federal government. Seeing as you will be a state, you will not have the ability to conduct foreign affairs with us."
