[b][u]Overview[/u][/b]
The Federated State of Minotia, commonly referred to as Minotia, is a federal constitutional republic. Powers are balanced on a system very similar to the United States Federal Government, with an executive branch led by the President of Minotia, a judicial headed by the Supreme Court of Minotia, and a legislative body consisting of a General Assembly and a Senate. Primarily power is vested in the executive, but both the legislative and judicial bodies have the power to impeach the president. There are five districts of Minotia, as well as the capital district of Punuglacum. Its armed forces are relatively weak, but trained primarily as a counter-terrorist and policing entity. The Minotian economy is based around a burgeoning financial district and the extraction of uranium. Citizens of Minotia enjoy basic civil rights, roughly equal to those in the United States, with a few exceptions. Currently Minotia has 57,500 registered citizens.

[b][u]Government[/u][/b]
[u]Executive[/u]
The President of Minotia is the most powerful person in the country, able to pass executive orders if a law fails to make it through the legislative branch. Anyone who is a legal adult and who was born in Minotia is eligible for the presidency. Currently the president has been granted extraordinary powers that allow him/her to convene with the cabinet and pass any law into existence without consent from the General Assembly or Senate. The expiration date on these powers is currently set for the end of the current president's term, though it may be extended. The cabinet is the group of advisers and top officials of the executive branch. It has no inherent power beyond that of its individual members', but it exists to inform the president of the best course of action, and of pressing news. The executive branch is centered in Punuglacum at the Presidential Mansion and Palomar Building.

[u]Legislative[/u]
The legislative branch of Minotia consists of two bodies, the General Assembly and the Senate. The General Assembly has the power to allocate funds and write new laws, while the Senate decrees their passage and if an action is legitimate. General Assembly membership is based on the population of each of the five districts, while Senate membership is stable at one per district. The General Assembly is headed by the vice president, and the Senate is led by the capital district representative. General Assembly headquarters is in Punuglacum at the Grand Assembly Chambers, while the Senate meets in the National District Headquarters.

[u]Judicial[/u]
The judicial branch is made up of all of the appellate and circuit courts on the Federal track, as well as the Supreme Court of Minotia. The Supreme Court has five justices, and a monitor from the capital district. Justices are essentially the judges of the Supreme Court, while the monitor is the equivalent to a constitutional watchdog and appellate entity. Judicial review was instituted when the judicial branch was founded. The Supreme Court is in Punuglacum, while the appellate and circuit courts are spread throughout district capitals.

[u][b]The Districts[/b][/u]
[u]Albysova[/u]
Albysova is the western district of the island of Drvenik Veli, and the home to a large tourist base. Drvenik Veli is an island virtually untouched by man, and the coastal city of Saretus is the primary source of its income. Saretus is the second largest city in Mintotia, with a total population of 12,000 people. Virtually no one lives outside of Saretus in Albysova, so it has the lowest population density at 3 people per square mile.

[u]Anglona[/u]
Anglona is the easternmost district in Minotia, occupying the island of Solta. Anglona is the center of most cattle and uranium extracting operations, and the overall environmental quality there has suffered. Little in the way of progress technologically has been made, with most Anglonan citizens relying on centuries-old ranching techniques and all high-tech enterprises like those that extract uranium are foreign owned. Anglona has the second lowest population density in Minotia, registering at 51 people per square mile, discounting the metropolitan area of Escana. The largest city in the Anglonan district is Escana, with a population of 7,000 which is also its district capital.

[u]Cypratraea[/u]
Cypratraea is the eastern district of Drvenik Veli, and is the heart of Minotian culture. The district capital and largest city of Cypratraea, Tirisa, is a world renowned center for the arts. Tirisa, a city of 6,000, is remarkable because it is a city designed from scratch, and yet contains some of the oldest relics of the region, having a prestigious museum in place. One thing of note about Cypratraea is that most military exercises and weapons testing takes place in the remote hilly region that is further inland on Drvenik Veli, and well outside the city of Tirisa. Population density, at 200 people per square mile, is concentrated around Tirisa, but due to careful city planning many of the Cypratraean people remain in their small fishing villages. Still, most of this district is empty.

[u]Erona[/u]
Erona is the western district of Drvenik Mali, and aside from Punuglacum, the richest district in Minotia. Most Eronan business centers around refining uranium and international shipping, and its district capital Acticur is a major port city, with 9,000 residents. International corporations provide most of the capital for Acticur's growth, and large tax breaks are handed out to them in order to keep them interested. Uranium refining is done primarily by a subsidiary of the major energy corporation Imtrax International. In the interior of Erona, well out of the nosy international agencies and competitors, research and development centers for nuclear energy have been set up, and the jobs they provide has created a lure for educated professionals to Minotia. Shipping, the primary business of Erona and Acticur, is the biggest industry in Minotia. Unfortunately, due to the pollution that has come from an active port, Acticur is the least environmentally clean city in the country. Aside from the nuclear R&D groups and Acticur, Erona is largely untouched, and citizens in the interior live much as they did a hundred years ago. Population density in Erona is relatively low, at 70 people per square mile.

[u]Segadea[/u]
Segadea is the eastern district of Drvenik Mali, and home to the military and political groups in Minotia. Punuglacum is the national capital and home to its highest levels of political power, but Segadea is the location of most government agencies and also to all military departments. The district capital of Indisur is the only non-coastal major city in Minotia, and it has a population of 6,000. Most people who are employed in the Segadean capital are in the military, while the rest find work in a government agency. As Indisur is located in the far north of Segadea, it actually shares some suburbs with Punuglacum, and this, along with its main employers, have led to the district being called "Little Punuglacum." Population density is pretty high, with quite a few small towns and ports, at 100 people per square mile.

[u]Punuglacum[/u]
The Minotian capital, Punuglacum, is not one of the five districts, but is a special district on its own. It is the richest and most important city in Minotia, and consists mainly of a financial sector and the national government buildings. It is the largest city in Minotia, with a population of around 16,000, and has the highest quality of life for its residents. By all standards Punuglacum is a modern city with modern conveniences, and its growing financial sector has been shifting government regulation of business in Minotia. As the city grows, its government expenditure does too, and most non-commercial buildings in the city belong to the Minotian federal government. Virtually all important parts of the government can be found here, from the Senate to the Presidential Mansion. Military deployments around the borders of Punuglacum ensure its security, and practice urban combat exercises in the old city sectors.
