Sure, you can make an additional 10k (which is very piddly, when you make more than a million a day). What would you change about it to make it more viable? Me, personally, I'd set interest to 3% of your taxes you get from your citizens. Each Improvement would increase this percent by 1 and raise happiness +1 (and require 50 Improvements to build). The Wonder would need all five of the Improvements; it'd raise the interest rate 2%, thus giving you a 10% interest rate and +5 Happiness. It's just a thought.
