I'm not sure why, but it seems as if, with the ones that I've been talking to, that communism sticks around longer than the others. My people's desired government is transitional, but it is more profitable for me not to give them transitional. But I just go back and forth between Capitalism (for paying bills and buying infra) and Democracy (for collecting). But I've been doing this for ages and I'm pretty sure the population has changed their desires without me giving them what they wanted.
