I'm interested. My resources are Aluminum and Oil.

My nation link: here

I currently have a trade with Aluminum and Coal, with my strongest diplomatic relationship, but they are in a different trade circle. I would like to have more Nations "ready" prior to everyone swapping out their trades and losing anything in the interim time until we get the circle filled, agreed?

I would also have to give amble notification and wait for my source of Coal to find another acceptable source for his resources to where he doesn't suffer from my actions.

Of course. It would be foolish to start the trade circle before it is complete.

Just one question, how will Phase 2 be included? Phase 1 will require a Harbor anyway.

Without the Harbor you have 4 trade slots for 2 resources each (8)

Then you add your two (10)

The Harbor isn't needed until Phase 2, unless my Trade Minister missed something.
