Come join the UCA (United Coalition of alliances)! We're an alliance that formed with the merging of the UAN and the COIN. We're an extremely fun alliance to be in, with a Senate where everyone votes and can propose bills and amendments. We're also very peaceful, even going so far as to have a non-aggression amendment added to our charter. The UCA is a member of the M.A.C. defense bloc, meaning that we are well protected from attack.

Take a look at our current charter (I would like to note that this charter could change frequently due to changes being voted on in the senate):

CHARTER OF THE UNITED COALITION OF ALLIANCES

SECTION A. PREAMBLE, ESTABLISHMENT OF GOVERNMENT

ARTICLE 1. PREAMBLE, ESTABLISHMENT, AND MEMBERSHIP

1. The official name of the Coalition shall be the "United Coalition of Alliances" with a short title of "UCA."

2. UCA shall be open to any and all nations interested in membership, and shall remain open unless directed otherwise by members.

3. Membership in the UCA shall be open to all interested in joining, providing they meet the following terms:

a. Candidates shall not be engaged in any wars or battles with any other nation

b. Candidates shall not be in debt.

c. Candidates shall not be indebted to any other alliance in paying reparations (must be completed).

d. Candidates must not be in "bad relations" with the State & Commerce Department of the UCA.

ARTICLE 2. GOVERNMENT ESTABLISHMENT

1. There shall be two branches of government:

a. Executive Branch

b. Senate Branch

2. The SL shall appoint members to offices as necessary to carry out the duties of the Office.

3. The SL shall serve as the moderator of the Senate Chambers, and pull up bills for votes and coordinate the General Elections.

4. In the case that the SL is unable to take office, or resigns from office, the Secretary of Member Relations shall see to it that elections take place immediately following that announcement or effective date of resignation.

SECTION B. ELECTION OF OFFICERS

ARTICLE 1. ELECTIONS OF EXECUTIVE BRANCH MEMBERS

1. Elections for the President and Senate Leader shall occur on the first Sunday of each month.

2. Elections shall be maintained by the Office of the Senate Leader and the Secretary of Member Relations.

3. A majority vote is needed, and elections are to last no more than forty-eight (48) hours.

4. Current Senate Members are eligible to vote in all elections.

5. Any disputes dealing with election practices, voting process, or results shall be directed towards the sitting SECMR.

6. The SECMR shall post announcements asking for nominations no earlier than seventy-two (72) hours prior to an election, but no later than forty-eight (48).

7. If the election shows a tie vote, the SECMR shall direct a run-off election with the top two candidates. This shall occur immediately after the General Election and shall last forty-eight (48) hours.

SECTION C. THE SENATE

ARTICLE 1. GENERAL MEMBERSHIP

1. Members of the Coalition shall become members of the Senate at the time that their alliance affiliation is changed to "UCA."

2. The Senate Body shall also include all Executive Branch members, Ministers, Officers, and other voted members.

ARTICLE 2. RESTRICTIONS

1. No Senate Member shall be barred or restricted from any votes, elections, or other discussions.

2. Any disputes among members dealing with discussions or votes on the Senate Floor shall be directed to the Senate Leader or other designee.

ARTICLE 3. VOTES AND BILLS

1. Any Senate Member shall propose a bill or amendment to the Senate Leader for consideration.

2. The Senate Leader will put all bills up for vote, in the order they have been received. Any member who feels that a vote was not put out to the floor shall request the action by the President.

3. Bills shall be up for a vote for no more than forty-eight (48) hours, and no less than twenty-four (24) hours.

4. The Senate Leader is responsible for coordinating the Senate Chambers.

5. All bills require a simple majority of votes to pass.

6. Amendments to the Constitution require a sixty (60) percent majority in order to pass.

7. The President may veto a passing bill for whatever reason he sees fit. The Senate may overturn a veto with a vote of sixty-percent of the members voting.

8. All bills and resolutions must be submitted to the Senate Leader via Private Message in order to be submitted to the Senate Floor.

9. The Senate Leader reserves the right to remove bills from the queue if they are in violation of the Charter, redundant to existing rules, or need proper editing/formatting. In this case, the Senate Leader shall notify the member of the concern.

10. Should a vote be voided or taken out of the queue permanently, the submitting member must be notified immediately. Should the member feel that the void was incorrect, the bill may be submitted to the President, who shall either respond to the concerns or post the item for voting in the Chambers.

11. Only the Senate Leader shall post items in the Chamber. Any member wishing to do so must follow the rules set forth by this article.

ARTICLE 4. SUSPENSION AND EXPULSION OF MEMBERS

1. The Senate has the right to hold hearings to discuss suspensions or expulsions of member nations.

2. The Senate has the right to suspend members for a reason it finds necessary, with the approval of Senate Members.

3. The President shall carry out all suspensions, and in cases where membership has voted to approve, expel members.

SECTION D. SECRETARIES AND DEPARTMENTS, OFFICERS, DUTIES

ARTICLE 1. DEPARTMENTS

1. The United Coalition of Alliances shall operate with the following Cabinet-Level departments:

a. Defense

b. Member Relations

c. State & Commerce

2. These Departments shall remain in effect for the duration of the Coalition, or until otherwise voted upon by the Senate Members.

3. The President may ask for a vote from the Senate to establish new Departments, except in cases of extreme emergencies and when a new department must be established to carry out essential duties of government.

ARTICLE 2. DEPARTMENT OF STATE & COMMERCE

1. The Secretary of State & Commerce (SECSC) will serve as the liaison between UCA and outside alliances and nations.

2. The Department of State & Commerce shall be overseen by a cabinet-level Secretary of State & Commerce (SECSC)

3. The SECSC shall appoint ambassadors and direct embassies as needed.

4. The SECSC has the right to enact diplomatic relationships with any alliance it wishes to do so.

5. The SECSC shall be responsible for the maintenance and implementation of trade relations between members, outside nations, and outside alliances.

ARTICLE 3. SECRETARY OF DEFENSE

1. The Secretary of Defense (SECDEF) will serve as the Chief of Staff to the Coalition's Military Forces.

2. The Department of Defense shall be overseen by a cabinet-level Secretary of Defense (SECDEF).

3. The SECDEF shall appoint Generals and Commanders as it sees necessary in order to perform essential functions.

4. The SECDEF will have the following responsibilities in a Time of Peace (TOP):

a. Coordinate military strengths and keep a list of nation forces.

b. Advise members on courses of action in the upkeep of their military forces.

5. The SECDEF will have the following responsibilities in a Time of War (TOW), as declared by the Senate Members and President:

a. Coordinate attacks, battles, missle attacks, aircraft launches, and other necessary functions of member nations.

b. Communicate with offending nations and attempt to seek a mutual compromise to end hostilities.

c. Coordinate and communicate the DEFCON levels.

6. During a Time of War, the SECDEF may take emergency actions in consent with the President in order to properly defend member nations and the Coalition.

ARTICLE 4. DEPARTMENT OF MEMBER RELATIONS

1. The Department of Member Relations shall serve as the liaison between members and the Cabinet.

2. The Department of Member Relations shall be overseen by a cabinet-level Secretary of Member Relations (SECMR)

3. The SECMR shall advise the Senate Leader and President on matters concerning the membership levels.

4 The SECMR shall act as the Charter Affairs Officer and resolve disputes between members dealing with the Coalition Charter.

5. The SECMR shall advise members of upcoming votes, elections, and other special announcements.

6. The SECMR shall act as the official Press Secretary to the Coalition, working closely with the Senate Leader and President in announcing items.

SECTION E. AMENDMENTS TO THE CHARTER

AMENDMENT 1. NON-AGGRESSION BY UCA MEMBERS

Article 1.

1. The UCA is a peaceful alliance and members are prohibited from undertaking:

a. Invasions

b. Attacks

c. Spy Operations

d. Any other aggressive action

2. The exceptions to this rule include:

a. Direct self-defense

b. Defense of another Coalition member who has been attacked without provocation

c. Participation in a legitimate war declared by the Coalition

d. Any action requested by the Department of Defense to further these goals

SECTION F. OTHER DUTIES AND POWERS

ARTICLE 1. AMENDMENTS TO THE CHARTER

1. The Membership of the Coalition has the right to amend, revise, add, delete, or improve the Charter at any time, in accordance with regulations and amendments dealing with the passing of such amends.

SECTION G. POWERS AND RESPONSIBILITIES OF THE SENATE LEADER

1. In serving as the moderator of the Senate Chambers, the Senate Leader shall have power to create and enforce rules for conduct and etiquette in the Senate Chamber (including, but not limited to, the enforcement of a quorum).

2. The Senate Leader shall have power to delegate responsibilities to other members if he/she so chooses.
