Reporting war slot filling

I know there's a topic about 'slot filling' but it's specifically talking about intra-alliance wars.

Now that we can see how many attacks have been run, what kind of damage has been caused, etc I'm wondering where the line should be drawn for reporting war slot filling.

For instance, there's currently this war being "fought":


Now,*technically* there have been attack actions run. However, those 2 attacks resulted in the loss of 2 aircraft by the attacker, probably meaning he sent 1 bomber with each attack intending to lose. So should we report things that are technically not war-slot filling but are apparent attempts to game the system or no?
