While troops were the main publicity going on, thousands of governmental staff from agencies like the Interior Ministry, Transportation Ministry, Commerce and others poured staff into the various cities and town in the coming months to document and inventory businesses and property of the Unionist citizens. Old tax code was poured over by the Finance Ministry to ensure smooth transition in federal, provincial and local taxes to the new populace complied with Federation regulations. For the meantime, all points of entry into the Western Union would be closed until the security situation no longer warranted a full-time military presence. ____________________________________________________________________ Meanwhile, Assistant Foreign Minister to North American Affairs, Franklin Townsend, would be dispatched to the Oregon Republic to discuss diplomatic issues in light of the acquisition of the Western Union with new neighbors. The Hub was just like any other embassy, except that it was declared a politically neutral territory. The only weapons allowed inside were those of the Peacekeepers, soldiers who were not under the authority of the government, or any government. Even then, the Peacekeepers only had the authority to use Tranquilizer darts or tazers, and to detain and release to proper authorities. Tanner greeted Mr. Townsend as he arrived, welcoming him first to Washington Park, and then to Cascadia. After a brief tour of the city while driving from the Airport, he would be treated to a walk around the Park to see the internationally famous Rose Garden and Arboretum. Then, he would be taken in to the Hub, where he would be treated to the grand entrance hall. The two would then be ushered into a conference room, where Martin wasted no time in getting down to business. "You are here to discuss the status of British Columbia, correct? Assistant Minister Townsend arrived in Portland with himself and a couple aides. The usual Federation Security Detail agents assigned to diplomatic and governmental assignments were quite absent when they touched down in PDX. The tour of Portland was quite nice and a pleasant introduction to the region. Business began promptly when they got to the Hub. "Why yes Minister Tanner, the status of British Columbia is something we're reviewing at the moment with our annexation of former Western Union territory. I'm here today to figure your position on British Columbia and Russian Vancouver. The Federation has a vested interest in the region after the fall of the Northern Imperium. I offer no concrete deals at this point as it's too soon on the process of restoring order in the region. Let me be frank, our interactions between us do not warrant anything substantial yet, at least that's how the folks in Manitoba see it." Townsend would continue,"We're also interested in seeing Vancouver return to local entity at some point, peacefully, of course, but we would like to hear your thoughts? That is however a separate and more delicate process that will not be a high priority of discussion with my time." The division at the 49th parallel was a compromise that may have stifled a conflict, but it also split a nation that was environmentally and culturally homogenous. Even with the split, the culture across the line has been similar. "We realize that it will be of course up to the wishes of the people of that region, but we would like to see a united Columbia. Vancouver, Vancouver Island, the interior, as one political entity. The people who are under Russian rule are happy, and we're not about to disrupt that. So the Federation hasn't questioned the future of the Russian administered area due to the relative peace in the area since the war," replied Townsend. "Thus our dealings with the Russians has been without a meeting to discuss it's future, then again, we've been preoccupied internally." "Our annexation is for order at this point; however, we do plan on a formal referendum on joining the Federation or not down the road sometime. While the Federation government recognizes the historical context of Oregon Country, we would be able to accommodate a semi-autonomous region of BC at the 52nd parallel until the referendum. We believe that the region above the 52nd are more associated with the Yukon or Tianxia Alaska at this point. This would cover from the southern end of Queen Charlotte Island east to the Continental Divide to include the entire Columbia River watershed." We realize that the tumultuous political situation in the region has caused some differences in culture, and we have no desire to force a minority culture to be a part of a nation who would outvote them. "We would also like to take this time to applaud your nation's efforts to keep the peace and offer political stability to these people, and if any military or humanitarian assistance is needed, our Foreign Affairs department is only a phone call away." This will show the goodwill between us and give the local population a more positive view of the Oregon Republic when the referendum comes about. "Well, Ambassador Tanner, it seems that after much deliberation among federal Federation officials and southern BC representatives since the revote that it is in the best interest of the southern BC citizens that we discuss their wish to join the Oregon Republic." Demands and plans were laid out on the table and via Powerpoint for all to see the plans of partition. All the maps did show that the city of Prince George remained in Federation territory in every plan. One of the BC officials Kamloops said, "While the Federation has been good to us in the collapse of the Western Union, your country's efforts and proximity is much better suited for our needs in the long term than what the Federation can provide." Townsend nodded, "So the current proposal that the Federation supports is a partition starting from the Pacific Ocean at about the 52nd parallel going between Hunter Island and Hecate/Calvert Island near Bella Coola, northward between Hunter Island and the mainland to King Island. At King Island, the border will cut through the inlet separating King Island and the mainland, with King Island in Federation hands and continue eastward to the mouth of the Bella Coola River. The city of Bella Coola will be Republic territory since it's on the southern side of the river and the border will be the river until it passes the 52 20'N and eastward to the Alberta border." He'd always been a fan of maps, so having everything laid out in plain geographical terms was calming to him. The plans that President Devereaux had given to him were not too different, although jokingly (and embarassingly for Tanner), the President had included a map of the world that was colored completely green. Tanner's aides chuckled a little as he filed that one back in his briefcase. "I can say that the Republic can agree to these plans. He set the briefcase on the table and popped it open and proceeded to take out one of the many draft documents, handing it over to the Oregon Republic delegates. Meanwhile, a Federation official that worked at the Hudson Bay Embassy strolled up to Townsend with the latest cable from Winnipeg, describing the fall of Mexico and subsequent actions. Townsend would frown and then looked up at the group assembled before him, "Well gentlemen, let's not get to distracted by this latest news from my superiors in Winnipeg, but it seems Mexico has fallen. Our country and several others are establishing peacekeeping operations in certain areas of the fallen territory, my superior has asked for your help in establishing a Pacific Coast/Great Basin security zone while a meeting is formed to decide the future of the regions... Anyhow, we still have a treaty to sign." 52o0'N British Columbia Sovereignty Treaty Hudson Bay Federation and the Oregon Republic Preamble: May it be known that on this day of XX of March 20XX that the nations of Hudson Bay Federation and the Oregon Republic enter into signed agreement on the future sovereignty of British Columbia based on the voice of the people of British Columbia. Article 1: Definition of Sovereignty The signatories agree that sovereignty is the right of each nation to rule their territory according to their laws and customs and maintain a posture of non-interference in each other's internal affairs. Article 2: Border of Sovereignty The signatories agree that the borders of their respective nations will as follows: - Pacific Ocean EEZ: 52oN - Between Hunter Island and Hecate/Calvert Island - Between Hunter Island and Mainland BC on the Inside Passage - Between King Island and Mainland BC - Bella Coola Inlet to the mouth of the Bella Coola River - Bella Coola River to 52o20'N parallel - 52o20'N to the Continental Divide - Continental Divide to the 49o parallel Article 3: Non-Aggression The signatories agree not seek armed conflict with each other and seek to resolve any future disputes by diplomacy. The Federation commits $20 million annually for the next 7 years in future economic and/or transportation mobility aid to the Oregon Republic. The President gave an order for the military to move into California as soon as possible, and we are currently moving to keep order in the region, west of the mountains, that is. We cannot currently project our military power east of the Rockies." Tanner pointed roughly at the map at places where his military power would be most useful.
