I've been doing the same research and the consensus is that you need to save however much it takes to purchase two more income-increasing improvements. As Brotherington said, if you are buying improvements in the order suggested by the main guides, you should be around the clinics/hospital or schools/university improvements right now - all of which help income. p.s.
