I've left a present... in the UBD embassy. xD. Congratulations ARES!

After some very nice legislation passed through our parliament I now have the pleasure of being able to give medals to two very distinguished friends of the UBD. After some deliberation the government of UBD has managed to whittle the potential candidates down to these final two and would now like to award them our brand new Medal for Diplomatic Excellence. The recipients of these medals have exceeded their job titles as diplomats and have become valued members of our community, providing not only diplomatic consul but also friendship to the members and government of my alliance.
The first recipient has nurtured the special bond UBD has with our good allies NADC, helping us and providing support to us during these past months. He is always active on our IRC channel keeping me up to date with the latest goings on. The second is a great friend to our members on the forum and has contributed significantly to our discussions and media team producing some great reading material and some heated debate.
Therefore, I am proud to award the UBD Medal for Diplomatic Excellence to:

I would first like to thank Mushroom Kingdom for their conduct throughout our conflict, they have been most honourable enemies and I hope that a more positive relationship can blossom from here onwards. However, I have a few administrative points I would like to make in this announcement regarding UBD members.
Over the past 3 days, for one reason or another, some UBD members have seen fit to leave the UBD. Those who have attempted to join an alliance are free to do so and I leave it at the discretion of any alliance recieving a UBD member to accept or punish them.
Some UBD members, or rather former members have tried to exploit our weakness, one member in particular has decided to form his own alliance and start to illegally recruit from UBD. This is unacceptable and would usually be dealt with by the military of UBD. However, on this occasion the UBD military is having a well earned rest and so our good friends at NADC have stepped up to the mark to take care of the alliance "Eternal Empire".
I would like to reinforce the fact to all those who left UBD during this conflict that:
1) All members who were involved in spying or covering up the crime have left and are under ZI terms from MK.
2) All remaining government members were unaware of such activities and condemn them.
Hence, the UBD government as it stands now retains its former integrity, after paying the price for the actions of rogues and is ready to welcome back those who have doubted it.
tl;dr
All those who have left can rejoin in the next 24 hours.
Those who joined Eternal Empire have 24 hours to return or face retribution from NADC.

Congratulations to our good friends in ARES and their close allies in NV. You can't do much better than ARES for allies.

The reason there has been no requests for proof or claims that UBD didn't do it is because it seems clear from discussions with Mushroom Kingdom and the 3 members involved that this spying activity did occur. As pointed out earlier the whole of UBD, under CN precedence, is culpable for the actions of mdnss69, bahman and slybomber. I am sure that I can reflect the feelings of betrayal that the whole of the UBD members feel toward these members especially those that were elected and appointed in good faith.
As Minister of Foreign Affairs for UBD I have initiated official talks with MK regarding this limited war and the aftermath. MK has been most agreeable in these discussions and I hope that we can eventually come to a positive conclusion.
I would also like to apologise on behalf of the United Blue Directorate for the appalling actions of a minority of our government members, I hope that our current treaty partners and friends recognise that these spying activities were not ordered by those remaining in the UBD government and those who are not listed above were not aware of such activities until notified by MK. The UBD prides itself on the integrity of its members and I would hope that we can continue relations with our friends untainted; the true spirit of our alliance lives on in our remaining members.
I will not bore you with qualifications regarding the DoW on UBD by MK until a later date when we can take a scholarly view of this event. For now I and the rest of UBD government will occupy ourselves with the defending of our alliance, the maintenance of our treaties and friendships and the rebuilding of our nations.

Today I am proud to represent the government of the United Blue Directorate as they welcome a new alliance into planet bob. UBD itself grew from a humble background with only one main source of aid and now has over 100 members and over 1 million strength. We hope that with our support and guidance the same can be achieved for this new alliance.
It therefore gives me great pleasure to declare the existence of the Blue Bear Wardship (BBW) and to give my blessing to its first government:

As all former UBD members I am sure of their success, as they share the same drive and determination of the rest of us UBD'ers.
And to put the icing on the already rather tasty cake I'd like to take this opportunity to declare that UBD has agreed to provide protection to the fledgling membership of BBW in the following agreement:
The United Blue Directorate Declaration of Protection for the Blue Bear WardshipPreamble
As long standing global citizens of Planet Bob, the United Blue Directorate (UBD) recognises and welcomes the new alliance of the Blue Bear Wardship (BBW) to these realms and extends a hand of friendship to this fledgling community. It is in the spirit of friendship and peace that the UBD offers its protection to BBW so that its members may prosper and bring success to both alliances.
Article I – Sovereignty
The UBD recognises the independent state of BBW and the legitimacy of its current leaders. The UBD will not recognise those who claim to lead BBW if it is not in line with the current charter of this alliance and pledge to support the legitimate leaders throughout their reign.
In the same way, it is expected that BBW will acknowledge the authority of the leaders of the UBD in accordance with their charter and will defer to their decisions within the limits of this protectorate agreement.
This document affirms that both alliances are indeed separate and hold their own sovereignty, but that each alliance may support and uphold the sovereign leaders of the other.
Article II – Peace
Let it be known that for the duration of this protectorate no member of the UBD or BBW will declare war on another without appropriate sanctions from each of the signatory governments or their incumbents. Those that violate this treaty will be punished by any means possible including economic and military sanctions, not limited to the indefinite destruction of their nation.
Article III – Information
To uphold the standing of each alliance and ensure the collective security of the signatories of this agreement this document authorises the sharing of information between both alliances in public and in private concerning the internal and external affairs of the alliances. This is especially emphasised by the special relationship of protector and protectorate where any information, sensitive, valuable or otherwise should always be passed to the protector to ensure the security of both sovereign states.
Article IV – Foreign Diplomacy
As part of this agreement the UBD pledges diplomatic support to BBW for the duration of this treaty. The UBD shall appoint a Consulate General to BBW who will oversee the compliance of the following terms by the protectorate alliance:
i)The UBD and its representatives shall monitor and enforce sanctions against rogue nations who attack BBW. This includes contacting the offender’s alliance and organising attacks on the offender if appropriate.
ii)The UBD and its representatives shall be made aware of all foreign diplomacy carried out between BBW and its ambassadors including sensitive information that is passed to the government of BBW
iii)The UBD will also have veto power over every treaty, excluding this agreement, and may stop BBW from signing a treaty or any other legal document with foreign powers
iv)The UBD may advise and enforce the signing of a treaty with a foreign power as long as no mandatory aggression or defensive clauses are present within it.
v)The UBD is the only authority that can authorise an aggressive war with any other alliance. BBW must submit to the decision of the UBD government or its incumbents.
Article V – Military
Let it be known that any attack on BBW is considered an attack on the UBD and the UBD reserves the right to activate its defensive treaties to deal with any threat to BBW. However, if the government of UBD finds that BBW has provoked a declaration of war then it is not obliged to provide any support whatsoever to the alliance.
Any aggressive wars declared by BBW, after complying with aforementioned terms, will be supported by the UBD and its allies who are tied by aggression pacts.
The government of BBW is not obliged to aid UBD in aggressive wars against foreign powers but if requested is strongly encouraged to do so to ensure it’s own security. Similarly in any defensive wars the government of BBW is again not obliged to provide military aid to the UBD but is strongly encouraged to do so in all circumstances without being asked.
Article VI – Financial Aid
As part of a program to stimulate growth in BBW the UBD will allow a specified amount of BBW members to be in receipt of financial boosting bonuses similar to those offered to UBD members. The UBD will also accept requests for aid to help with recruitment and rewards within BBW, as negotiated by each government. Let it be clear that BBW may not demand a specific amount of financial support from UBD using the terms of this agreement for justification. The responsibility for specifying amounts of aid to BBW lies in the hands of the government of UBD, specifically the Directorate Bank.
Article VII – Technology Trading
To stimulate mutual growth in both BBW and UBD this treaty demands that both alliances comply with the following regulations regarding tech deals.
i)This agreement recognises the right of BBW to cater for its own members. Hence if the maximum output of technology by BBW is not sufficient to meet the needs of its own members then no technology need be transferred to UBD.
ii)If the maximum output of technology for BBW exceeds the needs of its members then this technology must be exported to UBD.
iii)If the UBD does not require the surplus technology of BBW then it may advise the government of BBW on where the technology would be appreciated and recommend an ally or bloc to buy it.
The maximum output of BBW will be calculated by the Directorate Bank who holds the authority to enforce this particular article. This calculation may only be based on 3 aid slots of members of BBW who would qualify for tech dealing in UBD.
Article VIII – Resource Trading
The UBD pledges to help members of BBW find appropriate resources for their nation through channels that UBD members have the opportunity to access. This may be done on the BBW member’s behalf by a trade official of the UBD. The UBD is not obliged to any time scale or expected results regarding this article.
Article IX - Senate Candidacy
The security of both of these alliances from rogue nations depends upon a safe holding of the blue team senate seat in the hands of our allies. Therefore, this treaty demands that BBW members all vote for the senate candidate as prescribed by the UBD.
Article X - Sanctions
If one of these articles are broken then this will count as a valid reason for the UBD to initiate the cancellation of this treaty. If there gross negligence to this legal document or unacceptable behaviour on the part of BBW then the UBD can not only demand that this treaty be cancelled in line with article XII but that any amount up to the total paid to BBW since the signing of the treaty must be paid or taken by force.
Article XI – The Extent of this Agreement
To ensure the security and prosperity of BBW both alliances agree to uphold the terms of this treaty until the protectorate reaches and sustains a level of 500,000 strength according to the cyber nations statistics page for the alliance BBW for 28 days. After this it is mandatory for the alliance of BBW to agree to an aggressive pact with UBD as recompense for the effort of protecting and aiding this fledgling alliance.
Article XII – Cancellation
Only the government of the UBD has the authority to cancel this treaty outright. If they choose to do so they must uphold the terms of this treaty for 10 days after a public cancellation. They must also provide a valid reason to the government of BBW before the cancellation is publically announced.

It gives me great pleasure to be able to announce the upgraded version of ACT, now to include a Mutual Defence clause. UBD - ARES relations have gone from strength to strength since the first signing of this series of treaties and I hope that this development brings us even more security and prosperity.
Long live UBD and ARES.
United Blue Directorate & Ascended Republic of Elite States Mutual Defence Pact.Preamble:
After the success of previous treaties between the United Blue Directorate (UBD) and Ascended Republic of Elite States (ARES) both alliances wish to upgrade their binding to one another. This treaty is signed with utmost respect between these alliances and their joint vision in a planet bob of peace, diplomacy and prosperity. Again cookies will be mandatory on IRC.
Section I: Sovereignty:
Both signatories agree that this treaty does not infer a merger of any kind and would like to reiterate that both alliances are independent and retain their sovereignty under this treaty.
Section II: Non-Aggression:
- No member of either alliance shall participate in war, or provocation of the other alliance.
- No member of either signatory will aid, or give information to a known enemy of either alliance, whether it be a single nation, or a whole alliance.
- No member of these alliances shall ever spy on the other alliance nor impersonate members through the forums, or through in game features.
Section III: Friendship/Respect:
All members of the signatory alliances will treat the other as if they were one of its own. When addressing grievances, all members will use proper respect and seek proper diplomatic channels in resolving the issue, just because you have a problem with someone does not mean you should make everyone else look bad.
Section IV: Information:
Should either of the signatories find themselves in possession of any information that might impact the security of the other, they will pass on that information through proper channels with the utmost haste.
Section V: Assistance:
The signatories of this treaty are obliged to provide military, financial and diplomatic assistance to the other signatory if they are fighting a defensive war. In the case that one signatory is attacked because of another treaty the other signatory is not obliged to act but may do so if asked. In times of peace both signatories agree to encourage and actively pursue good resource and technology trading between the alliances to further the economic prosperity of the alliances as a whole.
Section VI: Review and or Upgrade
This treaty must be reviewed in 4 months from the date of signing and may be upgraded, downgraded or re-signed at this time.
Section V: Withdrawal:
It is recommended that all diplomatic options are used to preserve this treaty. However if either alliance wishes to with draw from the treaty they will give 48 hours notice, that will be posted in both Embassies. No act of aggression will take place between the two alliances directly or indirectly until the 48 hours have passed except when an act of war has been directly committed by the government of the countersigning alliance.

It gives me great pleasure to announce a Treaty of Amity between the United Blue Directorate and Genesis. I am sure that this treaty will help both of our alliances to prosper mutually, whilst maintaining strong friendships between our general memberships.
PreambleIn the spirit of friendship, peace and goodwill, Genesis and the United Blue Directorate (hereby referred to as UBD) do hereby sign this Treaty of Amity with each other, to mark a new dawn in relations between each alliance.
Friendship
1. The sovereign alliances Genesis and UBD hereby commit to show respect and act with common decency towards one another at all times, both in public and in private, as a mark of the friendship between the two alliances.
2. Both alliances agree to share all relevant information with the other alliance, as long as doing so would not breach another treaty held by either signatory, with the exception of NAP only treaties.
Non-Aggression
1. No member of Genesis or UBD will in any way wage or provoke war against a member of the other alliance, nor shall any member be permitted to spy on a member of the other alliance at any time.
2. No member of Genesis or UBD shall provide military, financial or other forms of aid, including sensitive information, to any known enemy nation or alliance of the other signatory.
3. Any breaches of this section shall result in the member nation being severely punished by their alliance according to their rules, and full reparations paid for any damage caused, amounts as agreed to by the governments of Genesis and UBD.
Aid & Assistance
1. Members of Genesis and UBD are encouraged to provide financial or other aid to one another, as required and within reasonable limits, if the other alliance is in need of such assistance at any time.
2. Members of Genesis and UBD may send aid to one another during times of war, as long as doing so would not breach a NAP or other treaty held by either signatory in the process of doing so.
3. Diplomatic assistance shall be provided at any time upon request by an official from either alliance, if such a request is received through the appropriate private diplomatic channels.
4. UBD and Genesis agree that during times of war, neither alliance is obligated to provide military assistance to the other alliance, however if a request is received for such assistance during a time of conflict, the other alliance may consider such a request at its discretion.
Cancellation
1. In the event of the serious breaches of this treaty, or if either alliance feels it can no longer continue to uphold this treaty with the other alliance despite diplomatic efforts to resolve any disputes that may exist, the treaty may be cancelled by either alliance.
2. In such an event, 48hours notice must be given to the other alliance via a post in the relevant embassies on both the Genesis and UBD forums, prior to the cancellation taking effect.
3. A 24 hour grace period shall then apply, during which time neither alliance may declare war on nor attack a member of the other alliance, after which no such rules shall apply.
