If you have Resource A and Resource B, and you change your resources to Resource B and Resource A, it counts as a resource change because each individual resource has changed, even though the effect on your nation hasn't. I don't know why anyone would ever do it, but it couldn't hurt to add a short check for that as a form of idiot-proofing.
