Refined the test:
With -54.9999999 (7 digits after the point rather than 8) it gives 100%
With -54.999999 (6 digits after the point rather than 8) it gives 99%
With -55 it gives 99%, just like -54.999999 (6 digits after the point rather than 8).
My conclusion: everything beyond the 7th digit after the point is irrelevant.

I tried such modification out of curiosity, not a great risk since it wasn't a big loss to have the Colony at 99.999% rather than 100% but after the move it wasn't 99.999%, it was 100%.
Probably after a certain number after the point, perhaps from the 6th number after the point, differences become irrelevant.

An automated defeat alert message had been sent to him - even thought I never saw him with zero forces on the screen, always 16,128 soldiers and 1608 tanks - thrice than mine.
And he still had 16,128 soldiers and 1608 tanks, and he kept having all the forces: so it's useless to nuke him.
In the meanwhile his aircrafts have been regularly destroyed by my nuke.

Notice that I did NOT see, I never saw, his forces reduced to zero or near zero in the screen, so this automatic message could not have been sent: I always saw him at 16,128 soldiers and 1608 tanks (then reduced to 1543 by aircraft attack, but that's regular), before my nuclear attack and just 2 seconds after my nuclear attack.

The game at this point is inherently pointless because it basically sabotaged itself through its bias in favour of seniority (not irrelevantly, in favour of senior cheaters, too). The Airforce was good at defending, taking down many enemy aircrafts, but it was ineffective at offending - practically the success rate at bombing was close to zero percent for us, and something like 10% (1 successfull mission in 10) for Justin666
The Navy won some battles at the beginning, when it had numerical superiority (56 vs 45) but was forced on defensive at the end (the end balance was 16 vs 29)
The spy service has been satisfactory.
The really good thing is that I kept The Empress of War away: during last war she spent too much money, she have that thing of "overkilling the enemy", it's funny but very expensive.

Because real nations doesn't collect taxes, at least not enough.
Also some real nations have to obey to superior but clueless powers, in example Italy have to obey to EU and EU thinks that they're the USA and that their minister of economy is a German man who died a year ago and retired 10 years ago. So basically our president is Joe Biden but Joe Biden doesn't know that.
And decisions about economy are those by an already passed away man, who was already incompetent when he was in charge and now is completely silent since he's dead.
Proof of such cluelessness: the sanctions against Russia.
The sanctions against Russia have:
Moderately improved US economy;
Slightly hurted Russian economy;
Severely hurted EU economy.
And still the EU doesn't recognise the problem, since they think that they're the USA, and the dead man who is the minister of economy cannot speak about such new issue since he died an year ago.
