As the number of foreign students increases so does the incentive to work out educational standards that cross international borders. This is a large part of the EU project, for example -- converging economic and educational standards to create a 'single market'. There will always be differences though, and minor things like having to Americanise a transcript are probably here to stay.

It depends on what you mean by 'a global education' -- is it simply formal educational standards, or is it a cultural education that brings socio-political convergence?
