[center][size="5"][font="Arial Black"]WE WANT YOU[/font][/size][/center] [center][img]http://r19.imgfast.net/users/1916/13/71/86/album/pr/army_b11_800x600.jpg[/img][/center] OUR STORY- The FIS was founded on December 31, 2011 as a Cybernations Standard Alliance but would later disband and move over to the Tournament Edition. Round 20 was cruel, for we were raided countless and didn't have an allies. We would only have 4 members. We finished the Round however and began work on drafting the [url="http://fis-cn.forumotion.com/t3-the-official-charter#3"]Charter[/url]. On March 20, 2012 the Federation began talking to its first ally, Rodentia Dominatus, then SNAFU, and finally Confederatio Aesir. We also beat our record by having 8 members. On April 10, 2012, the alliance was thrown into civil war when King Duncan attacked Lord Chancellor, XxWatchmanxX. XxWatchmanxX was able to restore order and King Duncan fled to an allied alliance. The FIS has also been well known for its ability to recover from raids, and will not take kindly to these raids. We hope to keep our story going through the rounds.   2. We the people of the Federation of Independent States do declare a righteous and free state of law is in effect for our alliance. We strongly agreed to proclaim our existence as an alliance. We hope to make new friends to better kick off each round. [color="#FF0000"]History[/color]- The Federation of Independent States was founded on December 31, 2011 as a CyberNations Standard Edition alliance. With not much success of gaining new members, the alliance of four disbanded. Then on January 28, 2012 the alliance resurfaced as a CyberNations Tournament Edition alliance. Within two hours, two members were recruited. However many drafts were made to merge smaller alliances into the Federation of Independent States. Most of the results are undetermined. Round 21- The Federation of Independent States has made its goal of achieving more members, within the past weeks, the FIS has made deals with many recruits and have been accumulating both allies and friends. Also several drafts to small alliances have been made once again. The FIS is focusing on its goal to end raiding among its members. Also the Charter was amended, for a extended term of the Lord Chancellor. [color="#FF0000"]Government[/color]- The Federation of Independent States runs off a very simple government as explained in our [url="http://fis-cn.forumotion.com/t3-the-official-charter"]charter[/url] is made up of the executive branch and ministry. We have two officials in the executive branch, the Lord Chancellor and secretary general. Then in the ministerial branch is the prime minister and the ministry. If you view our charter, you can get more information about these positions. Our government terms run on a round basic, each round, we'll have new officials. CHARTER OFFICIAL CHARTER OF THE FEDERATION OF INDEPENDENT STATES INTRODUCTION WE THE PEOPLE OF THE FEDERATION OF INDEPENDENT STATES SWEAR TO PROTECT THE ALLIANCE AND ITS INTERESTS. WE PROMISE TO GIVE NOTHING BUT LOYALTY TO OUR ALLIANCE AND ITS SOVEREIGN. WE PROMISE TO PUT THE ALLIANCE BEFORE OURSELVES TO PROTECT IT WITH UTTER DISCIPLINE AND RESPECT. FOR WE ARE THE PEOPLE OF THE FEDERATION OF INDEPENDENT STATES. ARTICLE I MEMBERSHIP ANY NATION MAY JOIN THE FEDERATION OF INDEPENDENT STATES WITH APPROVAL OF THE LORD CHANCELLOR AND MINISTRY OF INTERNAL AFFAIRS. ALL NATIONS WILL REGISTER ON OUR FORUMS AND SUBMIT AN APPLICATION IN THE WELCOME CENTER. ANY NATION THAT HAS MEMBERSHIP WILL BE GIVEN THE FOLLOWING: PROTECTION FROM TECH RAIDERS AND OTHER ALLIANCES PERMISSION TO PARTICIPATE IN POLITICS FREEDOM TO SPEAK ABOUT PERSONAL MATTERS AND CYBERNATIONS MATTERS SECTION I RESPONSIBILITIES ALL NATIONS MUST DO SOMETHING IN RETURN FOR THE ALLIANCE. IN TIMES OF WAR EVERY NATION WILL BE ASSIGNED TO A TARGET AND WILL BE RESPONSIBLE FOR THAT TARGET. ALL NATIONS MAY NOT DECLARE WAR WITHOUT APPROVAL OF GOVERNMENT MEMBERS. ALL NATIONS WILL BE COURTEOUS TO DIPLOMATS AND OTHER MEMBERS. ALL NATIONS ARE RESPONSIBLE TO COMPLETE THE ACADEMY IN ORDER TO RECEIVE FULL MEMBERSHIP. IF A NATION DOES NOT COMPLETE THE ACADEMY WITHIN TWO MONTHS THEIR MEMBERSHIP WILL AUTOMATICALLY BE REVOKED. SECTION II REMOVAL AND BAN IF A MEMBER VIOLATES ANY RULE OR POLICY FOUND IN THE CHARTER THEY WILL BE GIVEN A WARNING. EACH MEMBER WILL RECEIVE ONLY ONE WARNING. UPON SECOND VIOLATION THEY WILL BE RESPONSIBLE FOR COMPLETING A CERTAIN COMMUNITY SERVICE. UPON THE THIRD AND FINAL VIOLATION, THEY WILL BE REMOVED OR BANNED FROM THE ALLIANCE. IF A MEMBER IS REMOVED THEY WILL HAVE TO WAIT ONE MONTH AND WILL BE ABLE TO JOIN AGAIN. IF BANNED THEY WILL BE PERMANENTLY REMOVED FROM THE ALLIANCE AND WILL LOSE ALL INFRASTRUCTURE. ARTICLE II GOVERNMENT THE GOVERNMENT OF THE FEDERATION OF INDEPENDENT STATES IS MADE UP OF THE EXECUTIVE BRANCH AND THE MINISTERIAL BRANCH. THE EXECUTIVE BRANCH IS MADE UP OF THE LORD CHANCELLOR AND SECRETARY GENERAL. WHILE THE MINISTERIAL BRANCH IS MADE UP OF THE PRIME MINSTER AND THE MINISTRY. SECTION I LORD CHANCELLOR THE LORD CHANCELLOR IS THE SUPREME COMMANDER OF THE ALLIANCE. THE LORD CHANCELLOR SERVES FOR A UNLIMITED AMOUNT OF TIME. THE LORD CHANCELLOR HOWEVER HAS A LIMITED AMOUNT OF POWER IN OFFICE. THE LORD CHANCELLOR HAS THE AUTHORITY TO IMPEACH ALL MINISTERS EXCEPT THE PRIME MINISTER. THE LORD CHANCELLOR ALSO HAS THE AUTHORITY TO VOTE ON OR VETO BILLS THAT WILL EFFECT THE ALLIANCE. THE LORD CHANCELLOR WILL ALSO ACT AS THE PRIMARY FIGURE OF THE ALLIANCE. THE LORD CHANCELLOR MAY NOMINATE MEMBERS FOR ELECTION IN THE MINISTRY. SECTION II SECRETARY GENERAL THE SECRETARY GENERAL IS THE SECONDARY COMMANDER OF THE ALLIANCE. THE SECRETARY GENERAL SERVES FOR A PERIOD OF TWO ROUNDS. THE SECRETARY GENERAL ALSO HOWEVER HAS A LIMITED AMOUNT OF POWER. THE SECRETARY GENERAL WILL ASSIST THE LORD CHANCELLOR IN HIS/HER DUTIES. THE SECRETARY GENERAL MAY PROPOSE BILLS BUT MAY NOT VETO THEM WITHOUT APPROVAL FROM THE LORD CHANCELLOR. THE SECRETARY GENERAL MAY IMPEACH ANY MEMBER IN THE MINISTERIAL BRANCH. THE SECRETARY GENERAL MAY NOMINATE MEMBERS FOR ELECTIONS IN THE MINISTRY. SECTION III PRIME MINISTER THE PRIME MINISTER IS THE EXECUTIVE OF THE MINISTERIAL BRANCH. THE PRIME MINISTER WILL SERVE FOR ONE ROUND. THE PRIME MINISTER HAS ABSOLUTE POWER IN THE MINISTERIAL BRANCH WITH THE AUTHORITY TO REMOVE MINISTERS. THE PRIME MINISTER HAS THE AUTHORITY TO VOTE ON OR VETO BILLS PROPOSED BY EITHER THE MINISTRY OR EXECUTIVE BRANCH. THE PRIME MINISTER WILL OVERSEE ALL MINISTERS IN THEIR DUTIES. THE PRIME MINISTER HAS THE AUTHORITY TO SELECT MEMBERS FOR THE MINISTRY WITH BOTH APPROVAL FROM THE SECRETARY GENERAL AND LORD CHANCELLOR. SECTION IV MINISTER OF INTERNAL AFFAIRS THE MINISTER OF INTERNAL AFFAIRS IS IN CHARGE OF HANDLING ALL RELATIONS INSIDE THE FEDERATION OF INDEPENDENT STATES. THE MINISTER OF INTERNAL AFFAIRS IS IN CHARGE OF MANAGING THE ACADEMY, RECRUITING PROGRAMS, COURT, AND ARCHIVES AND ALLIANCE INFORMATION. THE MINISTER OF INTERNAL AFFAIRS WILL SERVE FOR ONE ROUND. THE MINISTER OF INTERNAL AFFAIRS MAY PROPOSE ON BILLS AND VOTE ON BILLS PROPOSED BY OTHER MINISTERS AND EXECUTIVES. SECTION V MINISTER OF FOREIGN AFFAIRS THE MINISTER OF FOREIGN AFFAIRS IS IN CHARGE OF HANDLING ALL RELATIONS BETWEEN THE ALLIANCE AND CYBERNATIONS. THE MINISTER OF FOREIGN AFFAIRS IS IN CHARGE OF HIRING DIPLOMATS, ESTABLISHING EMBASSIES, AND CONVERTING ALLIANCES TO THE FEDERATION OF INDEPENDENT STATES. THE MINISTER OF FOREIGN AFFAIRS WILL SERVE ONE ROUND. THE MINISTER OF FOREIGN AFFAIRS MAY PROPOSE ON BILLS AND VOTE ON BILLS PROPOSED BY OTHER MINISTERS AND EXECUTIVES. MINISTER OF DEFENSE THE MINISTER OF DEFENSE IS IN CHARGE OF HANDLING ALL WAR-RELATED ISSUES. THE MINISTER OF DEFENSE IS IN CHARGE OF MANAGING WAR COMPLAINTS, RAIDS, BATTALIONS, AND SPY OPS. THE MINISTER OF DEFENSE WILL SERVE ONE ROUND. THE MINISTER OF DEFENSE MAY PROPOSE ON BILLS AND VOTE ON BILLS PROPOSED BY OTHER MINISTERS AND EXECUTIVES. ARTICLE III WAR THE FEDERATION OF INDEPENDENT STATES DOESN'T SUPPORT ANY KIND OF RAIDING WITHOUT AUTHORIZATION. THE MINISTRY OF DEFENSE IS DIVIDED INTO THE RAIDING DEPARTMENT AND WAR DEPARTMENT. . IF A MEMBER ENGAGES IN ANY KIND OF ACT OF WAR, THEY WILL BE GIVEN A WARNING. ARTICLE IV AMENDMENT IF THE NEED COMES TO AMEND THIS CHARTER IT WILL BE HANDLED BY VOTE OF 2/3 OF THE MINISTRY AND THE EXECUTIVE BRANCH. Article V Extended Term- The Executive Branch will in times of Global War, have extended terms, if the war leads on over the ROUND Limit Information- The Federation of Independent States is a black team alliance. We are mainly a peaceful alliance with no interest in war. We do promote raiding, but we only raid rogues. We hope that we can have some allies for the rest and next round. According to our charter, we will abide by all rules and regulations laid out by our charter. Diplomats can register on our forums and request an embassy.
