I have a foreign ministry and only 4 active aid offers. I cleared by cache, restarted my browser, even tried another computer, but I still get the message: That nation has too many active foreign aid agreements at this time. Please wait until these agreements expire before attempting to send aid. Any ideas on how to fix this?
