I guess you missed the "Before allies are called in" part. And I doubt the 7x number. Don't believe everything said by people on the OWF. Especially since 93 mil/ 7= 13.2857 mil. Kinda of a weird amount of aid to request.... -

R&R is always looking for new members. we are one of the larger alliances with 256 members.
We tend to only have new nations change their color. Since you have a trade circle its fine that you are on black.
we dont have any growth requirements. The only thing we ask want you to have is a warchest.
We have lots of Gov positions if you would like one, weather it is in Interior/Growth, Department of Defense, or Foreign Affairs.
Since we are larger we have lots of tech dealers. Also we have a really awesome community. Lots of Foreign Diplomats are always stopping by because they like the community so much. Oh, and we have an arcade where members can play games.
