Because he canceled my offer to him. What's the point of him being in the circle if he isn't trading with the people in the circle?

Another issue with E3... offered a trade agreement to Ying Yang Mafia 3 days ago and it hasn't been accepted yet and all his trade slots are full with other trades. Should I message him about it? Kind of hard to complete a trade circle when a nation goes off an makes its own trades outside the circle.
