Gah. People whining about tech raids. When you have 30 alliances recruiting you the moment you join and 1-2 more every hour after that spent unaligned, you have no right to condemn raiders.

I'm at my +2 happiness bonus right now, but with a Capitalist govt., and if I switched to democracy I would get +1 happiness and +1 for matching govt. type. However, if it can change when paying bills I wouldn't take the risk... So?
