No, I don't. Because NPO is a single, coercive force, while being unaligned is just a silly personal choice.
Not being raided REQUIRES a coercive force to stop raiders.
Not being Pacificowned is simply the natural state of being without a coercive force (NPO)

I don't want them third, I want them beaten down below sanction rank. I can't trust NPO with power and I can't feel comfortable until they become irrelevant.
Can't say I wish for the NPO to become irrelevant, but for better or worse, it will certainly make the game much more interesting.

Getting raided is the normal cost of choosing not to be in an alliance. They are not being "punished" by anyone, they simply don't have the threat of an alliance retaliating to scare off raiders. NPO's protection of the sphere is something exceptional and not organically CN.

You may have heard the rumors, the announcement and the inevitable trash talk the comes with it.
Nordreich is back, and it brings me great pride to write this. Through our will alone have we cast aside the infinitely heavy stone of death, destruction and disbandment that rested upon the shoulder of a noble and uncompromising giant. The great Nordreich politicians of old are back and ready to charge forward, and we implore any like-minded individuals on Planet Bob to join us.
Our history speaks for itself when we are asked about our deeds. Our memory in others is a testament to a greatness. Our friends love us, and our enemies hate us. We are one of the most organized and respected military organizations in the cyberverse. Every deed of Nordreich becomes a tale, instantly and permanently famous, or to others, infamous.
But Nordreich is not for everyone. It is an alliance for those who value ideals and brotherhood far more than infrastructure or nation strength. It is for those who never abandon their alliance and values in the face of even the most insurmountable forces stacked against us, never bending either in war or in our values to those who would seek to marginalize us and make us like any other alliances. You must show unwavering loyalty to your comrades-in-arms, and find pride in your place as a citizen of the Northern Reich. If this is not you, go to any of the other interchangeable alliances of this cyberverse, the ones the bend and snap under the pressures of weak, collectivelly pulling down any small greatness they might achieve.
Other alliances have been forgotten, lost in the sands of time. The only thing they have to speak for them is their member count and nation strength. And their transmissions will fade away, only leaving a history of indistinct noise. But above all else stands another, and its members will never let its unique shine grow dull. The light of Mother Europa always beckons her children home.
We are the exception. We are Nordreich.

We need to have a more informed cyberverse, their perception is so much carefully constructed lies.

Predictable reply is predictable. And yet, they themselves have indicated that much of their continuously-existing community had membership in NoV. Hell, at least one of their triumvirs (two IIRC) did.
Also, I don't believe NoR requires you to speak for them. Nor do I frankly believe they want your help. If I were them, I wouldn't touch you with a ten-foot ulhans lance.
X Y is X. ICP and NoR always had bad blood, and it was not one alliance's fault. To be perfectly honest, it made the game interesting and fun.

People only invest in the effort of EZI'ing people if they do something to betray they alliance or are cowardly war deserters. Do they deserve less? Dunno.
