Seriously though, it's an exercise in absurdism.

But if this sort of raiding/warring happens to CG (who I had become friendly with during Baseballergate), it's going to happen to someone else in the future. I can't sit back while people do it.

Hey, this is a new one I've never tried before. But I tried to set up some awkward resource combinations into something workable, so here goes. You will need:
Aluminum/Aluminium
Cattle - Aryeh Nusbacher
Coal
Gold - GodofMarines
Iron

Oil
Pigs - Aryeh Nusbacher

You will get:

It ends up having near-maximum effect for military, strong effects on bills, and near-max reduction of infra and tech costs. Nice population bonus too.
