Like everyone else in the game, I'm trying to figure out the best order to buy improvements and such. The issue that I'm running into is the inconsistancy of the cost of infrastucture from nation to nation. I asked several of my friends for information regarding the cost of their infrastructure, the level of their infrastucture, and the percentage discounted by improvements, government choice, and trades. When I ran the numbers and tried to construct a function to calculate exactly where my money would be going in the future, I noticed that two nations with the same infrastructure had two different base costs after removing the deductions. I could be missing something, some small detail which explains the difference, which by the way is $27,334.65 to $21,868.84 cost per level, but I prefer to think that I didn't make any mistakes. If requested, I'll post my data, but I'd appreciate it if a member of the staff who programmed the game would give me the equation to calculate the cost per level of infrastucture.
