How of curiosity... what are you using it for? I mean, you apparenty perceive it as useful. I'm just wondering how. What does it accomplish exactly?
My guess is that we're all supposed to laugh at RoK for being so weak that they have no nations in the 400 NS range, embarrassing them enough to make RoK throw in the towel. I had no idea they were up against such utter genius and brawn. Dark times are ahead for RoK indeed.

It's a comparison between the action of KoA leadership to request an Arrest Warrant because someone inquires about the release or tries to recruit a POW. Where most alliances would not give the situation a second look and go oh well. As long as the POW is still following his terms then no harm done.
Tulak Lord approached the alliance asking to be accepted. It's not as if they went and told him "OMG OMG OMG WE WANT YOU SO HARD!"
It's also worth noting that in Tulak Lord's application to RAD, he failed to mention that he was a POW. He had joined and left three alliances in a 24 hour span, despite being a POW.

I'm guessing Ragnarok really, REALLY wanted that 10th protectorate, so Hoo convinced Ian to coup himself and form a new alliance.
