I know that if I declare war on someone I have to wait 25 hours before I can launch a nuke at them. But If they declare on me do I still have to wait or can I launch immediatly after being declared on? Is there anyone who will declare war on me so that I can try it and find out for sure?

Yes 2 tech is too little for anyone to waste an aid slot on so I doubt if you'll find anyone interested. You should be offering to sell someone 100 tech for $3mil. They will send you the money first, in ten days you send them 50 tech and in another 10 days you send the other 50. You can buy 100 tech for under $2mil so you will make more than $1mil profit. Or get in on someones "3x3". That"s probably the best for your new nation. Someone sends you $3mil and you immediatly send 50 tech to 2 different nations in the 3X3. You instantly make 1$million.
