More then the 225% bonus that having guerrilla camps and barracks have?
A nation with 100% (defcon 1 but no camps or barracks) is less than someone at 240.5 (325x.74, has those improvements but at defcon 5). Of course their are other bonuses but I think I've made my point.
No, defcon levels are still the biggest decider on how well you do in a war. Not only do they effect soldier battle strength which is huge in war performance but they lower costs as well.

If both sides are at defcon 5, how is it that different from both being at defcon 1?Because it's stupid and soldiers are more expensive.

Also, you take the war-time strategy of managing your economy to maximize tax collections completely out of it. It would become impossible to maximize your income should you need to collect taxes during your war.

Anyway, I have fought 10 rogues, so I've seen how battle odds work and how different factors contribute to it. Defcon is just one of several.
May be a suggestion from someone who is good at war. Just because someone is good at war doesn't mean they make good suggestions. This is a horrible idea. It takes the element of surprise out of the game, which is a huge element of it. Then again, if you're on the receiving end, it takes your ability to respond out of it. By the time you notice it, you've been caught with your fly down.
Awful idea. Stop defending it.

The Templar Knights would like to extend an apology to the NpO for the rogue actions of one of our members. Howisube has been banned, declared rogue and has removed his AA. TTK would like to offer reps for these actions as the alliance is always responsible for its members actions.
Howisube replied to my PM on to what was happening with the following explanation
He is a free target to all and will receive no aid from TTK.
We had no idea of his plans and wish to maintain peaceful relations with the Npo and planet Bob

Well im in war with Anthony from GOONS. He nuked me first because i anarchied him does this class a nuclear first strike or is it as a alliance as a whole?

Well if it's not as an alliance as a whole, Anthony is nuke rogue and should be delt with by his alliance in one way or another. If that doesn't happen, call it a first strike.
