I heard that wasn't supposed to be made public until this weekend.

As of Monday July 15, 2008 at 12 AM the IRA is no longer an independent alliance under the pretense that the treaty between our independent nations and the CCC is fulfilled as follows:
1) Immediate, full membership to every current member of the IRA
2) Starter/financial aid for each member
We reserve the right to secede within 30 days if it is not complied.
(The tone in this announcement seemed vaguely coercive.
)I hope this works, and long live the CCC.

I'm barely eligible for the Green team senate, because of the Hard-100 rule. However, I agree with the OP's suggestion-- The Senate vote should consist of the top 100 nations in each color sphere, minus those who disallow votes.

I know CCC is a good alliance, so CCC + IRA must be made of win.

Agreed.
Considering how many superficial personal "relationships" exist between members of all alliances in this game, I don't think an acceptance of terms or surrender is too far off. I'm not enough of a wordsmith to describe exactly what I mean, but it seems like many of the tough guys around these parts really aren't too tough at all. Behind the tough speeches are really just wussy White Peaces and chats in IRC about how drunk they are. Undercover hippies, all.
