Are you sure the alliance heirs were active at the time?

Two things, and I apologize if I'm out of the loop, it's been quite some time since I've been what most consider active in Cybernations.
Firstly, I returned from inactivity, I have the piled up bills (understood), however, it doesn't allow me to collect it says I have already done so, which in effect just put me into the hardest bill lock ever. Is that expected mechanic?
Secondly, I was an Alliance Leader, and I had officers/Heirs set up, but it appears as though when I went into Inactive mode, it deleted the entire alliance, was that supposed to happen? I was under the impression I was moved to "None" and then the Heir would inherit it, not delete the entire thing.
Please advise, thanks.

Today, I come before the world to state that we're still here. Oh and a few days ago we celebrated the fourth year since our entrance into this world. A lot has changed in the world around us, we're glad to still be here. We're a bunch of old grumpy men, however, and we've managed to come out of slumber a bit just to check in with you all.
So yeah, we're still here. We still have a functional Government. 4 Long years.
All and all, not too shabby. You can all return to your war making. Preferably not on us.

That is true, and I am sorry that my warchest was in abysmal shape from fighting a nuke rouge, some wonder purchases and overall horrible management of finances. Oh and rebuilding is a bit easier when there's someone to give aid.

(OOC Not to mention, I'm sorry but waking up at 1 AM just doesn't fly anymore for someone with multiple jobs and not to mention schooling. As always, real life, career and aspirations overshadowed CN. I apologize, next time, perhaps. OOC)
Back on topic, I've found all of our opponents in this war completely polite and respectable people and I wish them well. Their members and government offered us nothing but respect and pleasantries and it was certainly an honorable fight. We were happy to help our allies and have fun in the process.

All of my conflicting duties.
(OOC This war came at literally the worst time, I'm at school 6 am to 10 pm. The rest of my life is sleep. OOC) -
The NOIR talks are regarding our entry, since UPN was attacked by TORN and we entered against TORN, issue was brought up that because we attacked an ally of a NOIR signatory we were "encouraging a state of war" between two NOIR signatories. Specifically DT and Menotah. And what Myworld is referring to, with the previous situation, is when Sparta hit NV without a treaty, and then DT believed that was "encouraging a state of war" and that this situation is the same thing and we should not have entered on UPN's defense. Since NOIR's text is vague at parts, and I haven't seen any other NOIR signatory bring it up, (OOC But then again I haven't seen anyone talking about anything on NOIR's forums for quite some time. OOC) I don't believe we can do anything about it. While I understand Myworld's annoyance, and I have apologized for it, I can't see our actions of defending our ally, as a act of aggression upon a NOIR signatory, DT, since TORN can and did bring in other allies.
Anyway, here's to a good fight TORN. Nothing personal, just doing our duty by honoring our treaties. -
