it wasn't him who made the second nation, and he was getting aided by different people, and everything, and shouldnt you be aunable to make a second nation on the same IP?

So here is my problem, my friend's Nation was deleted along with the tech I sent him to send onto my friend. This friend of mine's nation was deleted because he had a second nation created from his computer, which should have been impossible. The second nation was created by his brother in some way and now he has to suffer the consequences. Why is this and why cant he get back his things, or let me get my tech back.
