As far as im aware you have to be sanctioned to get you flag added as a custom flag. to get sanctioned your alliance has to be one of the top 12 alliances.

SSS seems to be the BEst one as it gives a much bigger boost than the SM Does 2% more tax or +10$/citizen, if your small the 10$ is worth it
