Maybe some people have nothing more than "yes" to add? Seems a bit pointless to just have a topic full of "Disband GOD" or "Don't do it" posts, so people can quietly vote one way or another and those with extra to add can make comments. -
While it would be quite funny, I think this is a tad premature, I'd be extremely surprised if 4 nations is enough to cause this to happen lol.

Are you honestly the right person to be trying to call someone out on the truth? -
Would it be possible to do it? Yes, put something in your charter/whatever about "members aren't allowed to own nukes" and "we won't sign treaties with alliances that have nukes".
Would it be feasible? I'd say not, I'd suggest you'll not get that many members and that you'd have difficulty finding a protector or other allies to support you as soon as another alliance decides to attack you. -

Don't particularly see any precedents being set here. Some people don't try diplomacy at all, some people will give it one chance then go to plan B, some people will give it lots of attempts (usually depends on exact circumstances.)
