    An Announcement from the United Marooners

    Our First In Fact....

    >>>Today, I find myself honored with the privilege of announcing the United Marooners. This young alliance began taking root three and a half months ago, with a friendship between brutus9178 of Prigorci and Nikolaos of Spartanova, myself. As time wore on, we began to discuss alliance possibilities. Over the past month, we have made forums, written a charter, and began handling the foreign affairs. We have recruited and trained many new nations, the United Marooners.

    UM CHARTER & CODES:

    Positions:

    1. The United Maroonity:

    A. All full members of the United Marooners are members of the United Maroonity.

    B. The United Maroonity is the main body of the United Marooners.

    C. The United Maroonity is in charge of helping each other, voting where need be, and holding each other accountable.

    2. The Monarch

    A. The Monarch is the leader of United Marooners.

    B. The Monarch holds his/her position until stepping down from it or leaving the alliance.

    C. The Monarch may declare or authorize war on any unaffiliated nation or foreign entity.

    D. The Monarch is the sole forum administrator.

    E. In all cases, the Monarch acts as a tie breaker for a vote.

    F. The Monarch is in charge of making sure the alliance runs smoothly.

    G. In all cases where a member is in question for treason (by or not by clause), the Monarch has final say (in punishment, decision, admittance, expulsion, etc).

    3. The Grandmaster

    A. The Grandmaster is first in line to take over for the Monarch, shall the Monarch step down.

    B. The Grandmaster is elected by the Senate, when a new Monarch takes over.

    a. The Senate must nominate at least 2 members of the alliance for the Grandmaster's seat.

    b. The Senate must leave nominations open for 48 hours, and then leave the vote open for one week.

    c. In case of a tie, the current/new Monarch, is the tie breaker.

    C. The Grandmaster is the global moderator on the forums.

    D. The Grandmaster answers to the Monarch and Senate (as a whole) only.

    4. The Senate

    A. The Senate is comprised of seven nominated seats.

    B. Terms and elections:

    a. Each Senator holds his/her seat for about 2 months.

    b. Nominations last 2 days.

    c. A candidate must receive a nomination from 2 members.

    d. A member may only run for one position.

    e. Voting lasts 5 days.

    f. Positions are decided by popular vote.

    C. The Senate discusses alliance issues, plans, and the alliance's future.

    D. The Senators may and are encouraged to act as diplomats and advisers.

    E. The Senate, along with the Monarch and Grandmaster, discuss and vote on treaties.

    a. If a treaty is up for a vote, the vote is carried using the point system.

    b. Only entities mentioned in article 4E, may vote.

    c. The vote is decided by the point system..

    F. All Senate discussions and votes are kept private. The Senate has their own sub-forum.

    G. The seven seats:

    a. Minister of Communications (MoC)

    -The MoC handles most official internal alliance announcements.

    -The MoC helps keep the alliance active.

    -The MoC helps the Head of the Senate keeps the alliance informed on all aspects of the alliance and Cybernations.

    -The MoC moderates the spamming forums.

    b. Minister of Internal Affairs (MoIA)

    -The MoIA is in charge of reviewing applicants and the membership alongside the Academy Headmaster and Monarch.

    -The MoIA helps make the alliance run smoothly.

    -The MoIA helps organize technology and donation deals.

    -The MoIA helps members find trades.

    -The MoIA teaches new tech dealers.

    -The MoIA moderates the market forums.

    The MoIA keeps track of aid and organizes bankers.

    c. Academy Headmaster (HoA)

    -The HoA instructs new nations in regards to the ideas, goals, politics, and strategies of the game.

    -The HoA answers questions from the beginners.

    -The HoA is in charge of reviewing applicants alongside the Minister of Internal Affairs and Monarch.

    -The HoA moderates the academy forum.

    -The HoA assists the MoIA.

    d. Minister of Foreign Affairs (MoFA)

    -The MoFA finds, organizes, and instructs diplomats.

    -The MoFA helps organize treaties and promote good foreign affairs.

    -The MoFA handles rogue situations with the General.

    -The MoFA handles most official announcements on the Cybernation forums.

    -The MoFA must keep up to date on all Cybernations politics.

    -The MoFA is in charge of establishing and moderating all embassies.

    e. The General (Minister of Defense/ MoD)

    -The MoD organizes and educates the United Maroonity in the art of war.

    -The MoD is in charge of the Division Commanders.

    -The MoD moderates the military forums.

    -The MoD may declare war or authorize war on a rogue nation (a nation that isn't in an alliance, that is attacking a member of the United Marooners).

    f. Minister of Recruitment (MoR)

    -The MoR is in charge of organizing recruiters, and heading up the recruitment for the alliance.

    -The MoR works to improve alliance growth.

    -The MoR assists the Academy Headmaster.

    -The MoR moderates the recruitment forum.

    g. Head of the Senate (HoS)

    -The HoS is in charge of making sure the senate is run efficiently.

    -The HoS is in charge of keeping the leadership active and up to date.

    -The HoS is the Senate Representative to the rest of the alliance, Grandmaster, and Monarch.

    -The HoS leads Senate discussions along with the Monarch and Grandmaster.

    5. Elder Council

    A. Any Monarch or Grandmaster that voluntarily steps down from his position, becomes an Elder Councilor.

    B. Elder Councilors are loyal advisers that hold some but little authority.

    C. Elder Councilors may discuss and view all Senate topics and discussions.

    6. Division Commanders

    A. Division Commanders are under the direct command of the General.

    B. Division Commanders must follow and relay all commands given by the Senate (as a whole) and Monarch

    C. Division Commanders are in charge of training members in the art of war.

    D. Division Commanders are in charge of conducting diplomacy with all nations attacking United Marooners.

    E. Division Commanders are appointed by the General and the Monarch, and may be replaced at any time.

    Authority Clause:

    When one order conflicts with another, follow this chart when deciding which to follow.

    This is the chain of command. Always follow the superior:

    1st- Monarch

    2nd- Grandmaster

    3rd- Head of The Senate

    4th- The Senators

    5th- Elder Councilors

    6th- Division Commanders

    7th- (an alliance member over 10,000 strength)

    Military Act:

    No nation in the United Marooners may ever attack another nation, unless attacked first or authorized, by the Monarch.

    All nations found spying and declaring war, are explicitly subject to the Clause for dishonorary conduct.

    The United Marooners do not support war. We are an economic peaceful alliance.

    Clause for dishonorary conduct:

    If a nation ever disobeys a superior or the charter, wrongfully attacks another nation (or spies on another nation), or spies for another alliance, they are tried for treason by the Monarch, Grandmaster, and Senate.

    Members are not to flame, spy (on or for), lie (to or about), threaten, or verbally abuse any other Cybernations player at any time or in any way.

    Their consequences may include expulsion from the alliance, ZI, sanction, a warning, loss of all authority and rank, a ban, or an attack upon.

    Even if a nation leaves the alliance peacefully, upon their return, they will not receive any position, authority, or honor related to past rank or membership.

    Ranking Clause:

    No sole nation may ever hold more than one title/position/rank at one time.

    No sole nation is ever incapable of obtaining or re-obtaining a position.

    If a nation wishes to receive a new rank or position, then must give up their old one upon receiving the new.

    Veto Clause:

    If there is ever a dispute, and the Authority Clause is not of use, the veto clause is activated.

    This clause may only be activated when two or more high ranked members (Monarch, Grandmaster, Elder Councilors, or Senators) call for it.

    In this case, the final decision/veto is decided by a point system. The majority of points makes the decision.

    This clause may not be used to usurp the monarchy, grandmaster seat, or the senate head.

    This clause is only used within the senate forum, and the only voters are those within the senate forum.

    The UM Point System:

    -Monarch holds 20 points.

    -Grandmaster holds 6 points.

    -Each Senator holds 3 points.

    -Each Elder Councilor holds 1 point.

    The United Marooner's Oath:

    As a United Marooner, I will strive to promote and pursue peace. I will defend, aid, and assist all of my fellow United Marooners, whenever asked, for whatever reason, in anyway, without hesitation.

    I swear to treat others within the alliance and Cybernations with respect. I will obey all of the Charter and Codes. I will not disobey my superiors. I will not abandon my alliance, during hardship or war,

    or without prior notice. I will remain neutral, and not offend any other nation. The welfare of the United Marooners, is of the utmost priority. I render myself open to any consequences, positive or negative,

    that may come of my stay here in the alliance.

    Assistance Act:

    Any ranked member of the United Marooners may appoint an assistant at any time. The assistant is recognized for their service and hard work.

    The assistant holds no authority. A ranked member may only have one assistant. Assistants are not recommended, unless in dire need.

    Treaty and Amendment Rights:

    Treaties and amendments must be proposed by a ranked member of the United Marooners within the senate forum. After being proposed, it must receive a second by another ranked member.

    Once it has, it is made an official discussion within the senate forum. Following the discussion, a vote is cast for 5 days in the senate forum. The UM point system determines if it passes onto the United Maroonity for a final vote (by majority).

    These are the passing requirements (within the senate forum, then by the whole United Maroonity):

    -for amending a position in the charter- 40 points/ 50% majority vote

    -for amending a UM CODE- 35 points/ 50% majority vote

    -for approving a protectorate (for UM)- 20 points/ 0% majority vote

    -for approving a NAP- 25 points/ 33% majority vote

    -for approving a TOA- 30 points/ 65% majority vote

    -for approving a protectorate (from UM)- 40 points/ 75% majority vote

    -for approving a MDP- 40 points/ 70% majority vote

    -for approving a MDOAP- 40 points/ 75% majority vote

    -for approving a MADP- 45 points/ 90% majority vote

    Membership Requirements: Nations must...

    1. not be at war

    2. not in an alliance at war.

    3. not in another alliance at the same time.

    4. not sanctioned.

    5. provide their nation link.

    6. provide nation name, ruler name, strength, team, resources,and the names of any past alliances.

    7. provide a list of past wars fought it.

    8. agree to the Charter/UM CODES.

    9. agree to be submitted and graduate from the UM Academy.

    10. agree to never ask nations outside this alliance for foreign aid.

    In addition to this announcement, I am even more proud to announce my alliance's friendship with The Templar Knights and Genesis.

    The Templar Knights & United Marooners Protectorate

    Preamble:

    The following alliances of the Templar Knights Alliance (TTK) and the United Marooners (UM) hereby affirm their close friendship with this Protectorate Treaty.

    Article I:

    Neither of the undersigned alliances shall declare war or otherwise engage in offensive action against each other. Neither of the undersigned alliances may aid the enemy of the other undersigned alliance during the time of an ongoing conflict. Should military action be taken by a single nation from one alliance against another, the defending nation may take action, but diplomatic action is to be taken before any further military action is to take place.

    Article II:

    Members of both alliances are highly discouraged from publicly stating inflammatory remarks. They are, however, not prohibited from such remarks, but any statements of disrespect may be looked upon as a stain on TTK/UM relations.

    Article III:

    Neither alliance shall engage in espionage activities against the other alliance.

    Article IV:

    Neither alliance shall aid the enemy of any of the undersigned, be it military aid, coercion, or any other forms of aid.

    Article V:

    Both alliances may request help from each other in the time of military or political conflict, be it direct or indirect military aid, intelligence information, or political pressure. Each alliance may refuse help from each other if they so choose.

    Article VI:

    If UM is attacked, TTK is obligated to come to its defense, and provide direct and indirect military aid as well as apply political pressure on the offending alliance. If UMis the aggressor, it may request aid from TTK, but TTK is not obligated to fulfill the request.

    Article VII:

    If TTK is attacked, UM is not obligated to come to its defense, but it is expected to do so. Aid may be in the form of direct or indirect military aid, and/or political pressure. If TTK is the aggressor, UM is not obligated to join the war, and it is up to its own choice if it wishes to be involved.

    Article VIII:

    Both alliances are expected to generally expected to share intelligence information, and to voice their support for each other in the political arena.

    Article IX:

    Neither alliance may contract espionage or military action to a third party to act against either of the undersigned. All such acts are looked upon as if the alliance performed such actions themselves.

    Article X:

    Should any of these terms be violated, this document may be terminated immediately. Should either party wish to terminate this document for any other reason, they are to give a notification of the cancellation 72 hours prior to the actual cancellation.

    Treaty of Amity between Genesis and the United Marooners

    Non Aggression

    Members of each alliance agree to refrain from hostile acts against the other. Hostile acts include, but are not limited to, acts of war, spying, espionage, and threat of military action. Should a member of either alliance be found in violation of this article, private channels will be utilized to resolve the issue to the satisfaction of the government of both signatories. Failure to find an appropriate resolution may result in the termination of this treaty.

    Military Action

    An attack on The United Maroonity will be viewed as an attack on Genesis, and will be met with all due force. The United Maroonity will not receive any assistance from Genesis in the case of an unprovoked war of aggression. All wars undertaken by The United Maroonity shall first be approved by Genesis government.

    Assistance

    Genesis and The United Maroonity are encouraged to aid each other freely to encourage growth and prosperity.

    Foreign Policy

    Approval from the Genesis government will be needed for any actions that involve other alliances or Planet Bob as a whole. This includes, but is not limited to, mergers, treaty signings, and warfare.

    Adviser

    Genesis will appoint at least one adviser to assist in setting up and operating The United Maroonity. This adviser shall have access to the private forums, to more successfully facilitate setting up operations.

    Amendment

    This treaty may be amended by the leadership of each alliance agreeing to any revisions.

    Termination

    A. In the event of circumstances where The United Maroonity has provoked an act of aggression on themselves, as deemed appropriate by Genesis leadership, Genesis reserves the right to render this treaty null and void.

    B. This treaty may be canceled by either party by notifying the other signatory 48 hours in advance. During the 48 hour termination period, all articles of this treaty are to be upheld, unless circumstances noted in part A come to fruition.
