That seems contradictory. Tech Raiding is condoned ("to overlook or forgive an offence or wrongdoing") and no form of aggression will be conducted? Perhaps you mean that Tech Raiding is condemned?

While determining whether I should decommission my navy after falling under the land limit, I read the About Navy section, where it says
Both attacking and defending nations must have at least 1,000 land in order for attacking nations to operate their navy against another nation (If a defending nation has less than 1,000 miles of land but still has navy vessels on hand then Naval Attack operations against it are allowed).As written, with "Naval Attack operations" called out, the limit exception would seem to refer specifically to Naval Attack, as opposed to Blockades or Battle Support. Thus my reading is that once a nation falls below 1,000 land, it can not be the target of Blockades or Battle Support, even if it still has naval vessels.
However, despite being under 800 land, today I was the target of a Blockade, presumable because I have some non-blockade breaking vessels left.

I'm on opposing sides from The Legion in this war but I know Legionnaires, at least some Legionnaires, and that includes these Legionnaires, and I've read both sets of posted logs. In the fog of war mistakes happen. It's clear that The Legion admitted a mistake and was willing to pay appropriate reparations. It's also pretty clear that Universalis demanded unreasonable reparations. And as for Konkrage, well, one doesn't approach the Minister of Defense during war and expect sweet talk. At least, I don't.
Universalis, may you find a better reason for war against the opposition.

Given The Legion's recent ties to NPO, ties I cannot fault due to their experience under Z'ha'dum, the chosen side comes as no surprise. I would have been glad to wish you a fine and noble war, no matter which side you chose, but I am truly disappointed with your Casus Beli. A preemptive strike via alliance-web ties due to conspiracy? Surely my old friends could have found a better rallying cry to battle.
I know Legionnaires and I'm sure that one day you'll overcome this misstep.

And though it's already been said,
The CB is a farce,
Pulled from some arse,
And I'll soon see my enemies dead.
Alright, that's not entirely true. I won't see too many of my enemies dead because I'm getting crushed by some new-fangled high-tech wizardry, but the Bloxhellion soldiers are putting up a good fight. The Casus Beli is a farce, though. You might argue a case of Casus Foederis, but even with that you're pretty much still short a Casus here. That said, there's nothing that keeps a DoW sans Casus Belli from launching a war.
To my esteemed opponents on the battlefield, may you die with honor.

I'm glad to see consensus on the issue of extortion.
While I disagree with Tech Raiding in general, I respect those that limit it to ground attacks and keep it (comparatively) friendly. Were you to somehow also offer protection from other raiders in exchange for Tech, that might be a shade of grey. But to extort Tech by threat of violence is, by my definition, evil. If that is the role you wish to play, then so be it, but recognize that the community may condemn you for it.
