His car was an armored Humvee, with three Liberty Guardsmen in it. Three other Humvees were around it. When the prime minister and admiral entered their vehicle, they were driven to the Tbilisi Palace, and led inside, where Regent Dan Donegan stood. He and the admiral followed up the steps behind the Regent. The Regent opened up an ornate pair of large doors and the trio walked inside. On the conference table was a map of Europe and Greenland, with the Canary Islands zoomed in on in the corner. Donegan began pointing at nations on the map. "Grøenlandia, the Canaries." He pointed at the westernmost island. "La Palma. You guys got a navy, you might want a base. We're willing to give you La Palma for a small price." Donegan strolled over to a cabinet near the table and opened the doors. He reached up and pulled out a map, which he unrolled onto the table. The map depicted El Hierro, the smallest island in the Canary chain. The island was mostly flat, with some hills and small mountains on it. The main feature was a tall mountain range that went from one end of the island to the other, dividing the island in two. "The plan is to turn the entire island of El Hierro into a military base. We're offering large sums of land and money to the citizens of the island to move willingly off of it." He took out a pen and began drawing. "Stationary turrets on the coastal regions, all around the island. Watchtowers armed with machine guns right behind. A large, steel-and-stone wall around the base, upon which we will place machine guns, turrets, mortars, artillery, etc. Land mines on the ground up until the wall is placed. Inside, it opens up to barracks, weapons caches, research centers, arms factories, and assorted defenses. It'll be set up in a defensible way, so that an attacker will be hard pressed in and out of the base. That's the basic plan, we'll expand on it." "We have no major foes. This base will serve multiple purposes. We can research and design weapons once we gain the ability, manufacture arms, and the island can serve as our Last Stand before guerrilla warfare takes place in the Caucasus. "Our ships will be properly cared for in El Hierro, but we expect both of us to be able to dock in both islands, per the military access agreement."
