When the Bailiff stepped in the Great Hall of the Guildhall with a carnivorous smile on his face, the assembled members of the press were left in no doubt that the announcement to follow was of paramount importance. They were about to witness history in the making.

“[…] I am delighted to announce that a settlement has been reached with the Proxian Empire with regards to the former Welsh province of Brittany. The peninsula has been ceded to Conti and the Great Council has approved emergency legislation put forward by the Council of Ten to firmly establish the rule of the Bailiwick over its new province. The newly founded Brittany Company has been trusted with the administration of the Brittany for a period of five years. The BC will effectively assume all political and administrative responsibilities in Brittany on behalf of the Great Council. The BC has also been granted special trading rights and fiscal privileges for the length of its mandate. […] Ships operated or owned by the BC have the privilege to sail under the company’s own flag. […]"
