Now the events in East Africa are of most disturbing to me. The recent colonization of Somal by Italy is what really attracted my attention. Adding to that the recent agression recieved by Carthage. Why they are in our region I do not know. The Italy colonization of Africa, in my opinion, Is a threat to African stability and Carthage could possibly be a threat to both of our Sovereignty." We do not have anything against Republica Italiana nor its colony in Somalia, as that would be a blatant hypocrisy as it could be argued that our Province of Bosaso could be termed as a colony , despite it having been obtained through genuine interests and negotiations with existing powers. So we may not be able to act against Republica Italiana. However Carthage we consider to be a genuine threat to peace and stability to the region. They have not toned down their aggression towards us after the cessation of DE-AED war, when all other principal combatants have declared peace. It seems they seek to manipulate these tensions to gain territorial advantages and destabilize both Africa and Asia. East Africa and Asia could do without Carthaginian aggressions." However what we can do is blockade Carthage from operating in Arabian Sea and Red Sea region. We can close passage to Carthaginian naval vessels through Red Sea and assist you in blockading them off Cape of Good Hope. It is our analysis that if we passively contain Carthage's aggression, sooner or later Carthage would commit the aggressive act that would warrant their removal from world stage." Article 1- Non AggressionThe two Signatories of this pact hereby proclaim that no aggressive actions will be taken against each other. Article 2- Mutual Defense The Two Signatories agree to defend each other in times of war. Should either party choose to attack another nation and be attacked, this Article is voided Article 3- Optional Aggression In following with Article 2, Article 3 states that if one party is to engage in war, the other party is to be informed. The second party then has the choice of helping the first in combat, in both aggression and defensive operations Article 4- Cancellation If either side wishes to cancel this treaty, the other side must be given 72 Hours notice. Following this period, Article 1 will be in effect until a further 72 period. This is to prevent sneak attacks from either side. We have reasons to believe that Carthage intends to annex Socotra giving them a valuable control over Red Sea. Would Serca assist us in deterring Carthage? We hope to hear some favorable news pending which our entire fleet and parts of air force has been mobilized to sink the Carthaginians. The United Mechodamian States have unfortunately declared support for Carthage. Perhaps if UMS realizes that it is Serca not Cochin which is enforcing peace in Socotra, they may rescind support to Carthage and understand our position in this matter. If we do not withdraw from Socotra it could polarize Africa unhealthily which could even lead to a war, if unduly exploited by Carthage. The Kingdom of Cochin does not wish to bring conflict to Africa, even if it entails a temporary loss of face. We hope you deploy immediately to relieve us. They are becoming increasingly agressive and thier dislike of the Sercan nation bothers us deeply. We cannot attack but we must do what we can to defend ourselves and be prepared for an attack. We also consider UMS's promise of support to Carthage as equally alarming. Would Serca take initiative to deter UMS from joining Carthage's ranks?
