An Introduction to Pacifica's Government Preface “The most terrifying words in the English language are: I'm from the government and I'm here to help.” (Ronald Reagan) It is always nice to know a little bit more about your fellow nation rulers, be it that you are among those looking to shake their hands and strike a new friendship, or among the ones wishing to shake their necks and strike a new casualty for your National Cemetery Wonder. Whatever the reasons you have to add info about the New Pacific Order head honchos to your intel file, we bring you a brief introduction to each and every one of them! Enjoy! [hr] LETUM, EIGHTH EMPEROR OF THE NEW PACIFIC ORDER One of the oldest nations in the game, Letum was originally the leader of GATO at the height of that alliance's rivalry with the Order, and he holds the honor of being the only member of Pacifican Government to have declared war on the Order. After his failed attempts at taking down the NPO from the outside, he joined the Order to much suspicion in 2007. His writing skills, previously used to whip up GATO into an anti-NPO frenzy, allowed him to succeed as a scribe within the Order, and his honeyed words eventually led him into the Pacific Bank, where he launched his career. After several years of service and climbing through the ranks of the Economics Affairs department, he eventually became Econ IO by virtue of being the only one left to lead it (other possible choices having mysteriously been sidelined throughout the years). Quite why the Pacifican leadership of the day thought it wise to give a Greek total control of the Order's finances is not known, but Letum soon expanded on a massive program of government investment in wonders and pushing the slot efficiency of lower tier nations to feed more tech into his upper-tier crony buddies. The Economics department also saw a large expansion in government personnel and usage of automated Google doc spreadsheets under him, but despite that, many of his analysts kept complaining that he was giving them too much work to do, especially with slot auditing, and that they were visiting "the Dungeon" more frequently than usual. After a few years of "managing" economics, he was reassigned to a short stint in IA to help fix a leadership vacuum in that department before becoming Imperial Regent near the end of the Disorder War and helping to negotiate a humiliating Peace Treaty for the Order. With Emperor Farrin retiring a few months after the war, there was nobody left to challenge Letum as he assumed absolute power in the very Order he once fought to destroy. Appointing his former Patron in Econ, Frawley, to serve as his Regent and Pit Bull, he soon launched a rapid reversal of the Order's FA policy, approaching alliances with which the Order held historic differences and establishing radical new ties to allies which enabled the alliance to have a pivotal and victorious role in the Doom War. Now, this perfidious Greek is seeking to further his old Econ crony network by bringing ever more alliances into the glory of service to the great AI master that is the [redacted] economic transaction market. [hr] FRAWLEY, REGENT OF THE NEW PACIFIC ORDER One of the oldest members of active Imperial Command, Frawley’s lack of a real life allowed him join the Order with some friends in 2006, where he quickly started a career as Pacifica’s ladies’ man. Eventually he was dragged into the War Aid department by Sweetmojofugginj (a forgotten glory from the Order’s past), where he excelled at handling aid during the first great war. This service and the mysterious disappearance of other banking leaders led to Frawley being promoted to Imperial Officer of Economic Affairs for the first time in February 2007. During his first term as an Imperial Officer, Frawley helped build up the Pacifican banking system as an important institution within the alliance. By the middle of 2009, copious consumption of booze forced Frawley to go into rehab and retire as Imperial Officer, taking five years of paid leave in the Pacific Bank's luxurious retirement home, where he was surrounded day and night by humble servants that made him grind his teeth in boredom. So, he once again sought some action and came back to the service of the Order as IO of Economics in May 2014, where he used his funds wisely to be upgraded to the position of Regent of the Order a few days later. During both his time as IO of Economics and as Regent, he has promoted efficiency and improved communications throughout the alliance. [hr] ORION, SHADOW EMPEROR OF THE NEW PACIFIC ORDER The mysterious and shadowy entity known as Orion formally joined the Order in [redacted], but rumors about his existence had been flowing through the darker corridors of Pacifica’s barracks for years. Said to be a digital hive-mind incarnation of former Pacifica soldiers fallen in the line of duty, Orion’s love for World Domination, unsatisfying hunger for tech, and surprisingly eidetic memory allowed him to quickly rise through the secret stairs of Imperial Command. Loaded with the mixed brain patterns of all former emperors, Frawley’s megalomaniacal tendencies, and Lord of Darkness’s love for efficient behavior, Orion’s use of the strings that control Pacifica have allowed him to extend his tendrils in all manners of Pacifica’s life; from deciding what the Imperial Cafeteria will make for breakfast on a lazy Saturday morning to subliminally controlling the thoughts of anyone reading the Pacific News Network, Orion’s desire for control and power know no limits. [hr] EMPEROR ICE, IMPERIAL OFFICER OF ECONOMIC AFFAIRS Emperor Ice joined the New Pacific Order in 2007, after he and two other friends failed at taking over the Cyberverse with the threat of a three-man, all-powerful AA. At the beginning of his time as a Pacifican, he fought hard for the Order, and he has accumulated almost 10 million casualties, 127th in the world. He eventually decided to get a real job and joined the Economic Affairs department in 2013, where he was hired as an entry level analyst. During his time as a Pacifican, he also tried to become an important part of the diplomatic machine of the Order twice, both times failing due to naps during the initiation programs. Due to his enduring love of spreadsheets, data, and beatings, he eventually moved up through the ranks of Econ. Due to a suspicious lack of alternative candidates, he was promoted to Imperial Officer of Economic Affairs in July 2014, where he ensures the chains of his fellow economists are not released for more than 15 minutes a day. During his tenure, Emperor Ice has become the master of slot efficiency and has worked to develop systems that will allow Pacifica to grow significantly over the coming years. [hr] LORD OF DARKNESS, IMPERIAL OFFICER OF MILITARY AFFAIRS Having joined CN in December 2008, Lord of Darkness (LoD) joined the New Pacific Order one month later, after spending several days trying find an alliance he felt he could fit into and be a good asset for. In the Order, LoD quickly became a tag hoarder, acquiring jobs in almost every single department of the alliance, but avidly avoiding a job in the Pacific Bank (as he does likes to shower). However, of all of them, it was his performance in Military Command, Intel, the Imperial Academy, and the Praetorian Guard that caught the eyes of most people, especially Gandroff, then-Imperial Officer and Poodle Menace of the Order. He was also considered an "awesome" addition to the Military staff. During his tenure as department head of the Praetorian Guard, LoD was able to reform its operations in order to increase efficiency and reduce the complexity of the tasks performed, and he was known for his fierce hunting of ghosts, traitors and proponents of hugging and huggling in Francograd public spaces. This eventually merited him the position of Imperial Officer of Military Affairs, where he implemented this same principle of efficiency and simplicity to ensure Pacifica's war machine stays well prepared and ready to take on any enemies. His early involvement with [redacted] for this purpose has left him with more time to perform his extra duties as admin of the forums and to tend his unicorn collection. [hr] NECOHO, IMPERIAL OFFICER OF FOREIGN AFFAIRS Necoho joined the New Pacific Order in 2009 after a long career in The Order of Righteous Nations. He had served in several senior government positions in TORN. Necoho began his Pacifican career in the Diplomatic Corps, as an Imperial Ambassador. In his early career he joined and rose to leadership positions in several departments, including the Academy, Military Intelligence, and the Praetorian Guard. Necoho was also elected twice to service on the Council of Pacifica. Foreign Affairs, though, was to be the most significant part of his service to the Order. Necoho steadily rose through the ranks of the Diplomatic Corps from Special Envoy to Imperial Legate until his appointment by Emperor Farrin as Imperial Officer of Foreign Affairs on February 4th, 2014. During his time as FA IO, he has been a major force in rebuilding and strengthening the Order’s foreign policy. Throughout his career in Foreign Affairs he has pushed for improved relations on the Red sphere and developed relationships with new alliances in Cyber Nations. He is worshiped and adored in the Diplomatic Corps for the vast amount of booze he is able to consume and his dedication to the drunken arts. Necoho has shown himself to be a dedicated Pacifican and a skilled diplomat on behalf of the Order. [hr] SCOURGE, IMPERIAL OFFICER OF FOREIGN AFFAIRS Scourge, otherwise known as "The Emperor's Wrath," bears a distinction almost unique among Imperial Officers of having held no major leadership roles outside of his chosen field. After joining at the end of July, 2013, Scourge entered into a turbulent Diplomatic Corps, in which Legate after Legate resigned over the War of the Orders. Finally raised to the post of Diplomatic Special Envoy in early 2014, Scourge rapidly made a name for himself as a leader beyond what was needed and found himself as Legate by the middle of the year. During this tenure, Scourge reorganized the flagging Diplomatic Corps and set about motivating the staff into a period of expansion and building of relations. Scourge was the first Imperial Officer appointed to serve in a three-part team covering one area in several years at the time of his promotion in October 2014, mere months after becoming Legate. Thrust into the post in the lead-up to the Doom War, Scourge proved a dynamic leader, transitioning smoothly onto the world stage and helping push through several treaties. Within a month and a half of his appointment, four of the Order's treaties had Scourge's signature on them, and others followed in the postwar period. He remains an extremely popular IO within Pacifica, though as a proponent of the Order's infamous "drunken diplomacy," he is known to occasionally be found on IRC making strange comments. Please give Scourge alcohol if you see him; Necoho has been drinking his share. [hr] DRCOOL, IMPERIAL OFFICER OF INTERNAL AFFAIRS Drcool joined Pacifica on April 16th, 2008, and is a life-long Pacifican. His career in the Order began as a recruiter in 2009. He shortly thereafter added jobs in the Praetorian Guard and Military Intelligence to his workload. Over time, Drcool built up a reputation for himself as a proficient worker and in late 2009 he was selected by his comrades as a member of the Council of Pacifica. He would go onto serve five terms as a Councilor, showing a strong dedication to the internal affairs of the alliance. After Council was dissolved in 2010, Drcool was elected as the first Chief of Public Services, which he served as for nine months. After nine months as CoPS, Drcool went on to serve as Chief of Recruitment, taking over the reigns of the department that started his career. After a little over a year in this position, Drcool took a break from CN, but in 2014 he returned to activity to once again help out Internal Affairs. Thanks to his work as an IA advisor and previous experience, he was appointed as Chief of Recruitment, where he served for four months until his appointment as Imperial Officer of Internal Affairs in October of 2014. During his time as Imperial Officer, Drcool has worked to improve efficiency, boost activity, and add to his department kill count. [hr] BILROW, IMPERIAL COUNSELOR Loved and hated each by many CN players, though we sincerely hope Pacificans are skewed toward the former, Bilrow is generally recognized as a legend of yesteryear, though he is still active today. After initially serving as a member and leader of the Grand Global Alliance until 2008, Bilrow joined the Order in March of that year. Like many of his predecessors, he dabbled in recruitment, procuring, mentoring, military intelligence, diplomacy, and the former Pacific Council, gaining a wealth of experience in most of the Order's key departments before rising to leadership. He led Military Intelligence as its Intelligence Director and created the Unimatrix System. Thanks to the initiative he showed from the moment he set foot on Pacifican soil, building on vast former experience, Bilrow was named the Imperial Officer of Internal Affairs in May 2010. Bilrow considers his crowning achievement crushing council beneath his feet and destroying its entire existence. Soon after, he was named a Hero of the Order for his services, making him the only active recipient of that award. Bilrow has long been regarded as one of Pacifica's most entertaining IRC participants, a moniker that is not easily earned. After the sorrow the Order faced when he retired in May 2011, Bilrow came back to CN and the Order three years later in May 2014. He was quickly appointed as an Imperial Counselor and wasted no time getting back to business as he helped form the new Pacific University by that July. Lately, he has been seen advising with the development of new tools. Often going by the IRC name Worlib, he remains a key member of the Order and is normally listed in the top 3 of everyone's favorite Pacificans, and Top 1 of everyone's favorite GGA leaders! [hr] JESSE END, IMPERIAL COUNSELOR Jesse End came to Pacifica in 2007, and before long Military Affairs snatched him up. He rose through the ranks quickly, setting himself apart from the rest even among the densely populated Pacifica of 2008. He worked tirelessly as a member of both Battalion Command and the Praetorian Guard, where he faced his first real test as its leader in the immediate aftermath of Vox Populi's infiltration of the Order. His time as part of the Guard ended around the time of the Karma War, which Jesse spent as Pacifica's Military Colonel. During the massive restructuring of the Order required after the Karma War, Jesse was appointed Imperial Officer of Military Affairs, an unenviable task given the outcome of that war and how much rubble needed to be cleaned off the barracks. After the grueling war against Doomhouse, Jesse took a well-deserved break from imperial office, lasting nearly a year. He resurfaced as Imperial Counselor in mid-2012... but something was different. He served a second stint in mid-2013 as Imperial Officer of Military Affairs, but he has spent much of the last three years as Imperial Counselor, hidden away in a massive server room emblazoned with "Keep Out" signs. His work remained largely a mystery until the arrival of the shadowy [redacted], which is now known to be Jesse's creation. Jesse's military background may be responsible for [redacted]'s great hunger for tech... Lies and Revolution (Poem) [hr] Prologue: Comrades and foreign Nation Rulers, today marks the end of the celebration of the August Revolution. Eleven years ago, Francos Spain began a movement that carries on to this day, a movement that has spawned many communities, both here and abroad. Today, we mark the coming of another year of Order, another year of Peace, Strength, and Prosperity, and another year in which we move ever forward. It is my supreme honour to present to the world of CN this publication in celebration of eleven years of Order, eleven years of The Pacific. o/ By Qazzian, Imperial Officer of Internal Affairs The Pacific Press - A jackboot on the pulse of world events. Proudly part of the Pacific News Network [hr] An Introduction to the August Revolution Comrades! Today marks one of the most important anniversaries of Pacifica. August 28th, which saw the beginning of the Pacific as we know it. The place from which the founding principles of the New Pacific Order emerged. We do not write because we took a date and thought “Hey, let's yak about whatever this certain day!” August 28th may not seem any different from other days; it's not uniquely warm in comparison to other August days or anything. We will not write about August 28th itself, for the date itself is not what we're going to honor. We're going to honor an event that has made August 28th 2003 an unique date. An event that sparked an initiative, a community, that makes every date unique. And we're not going to yak about whatever; we're actually have something to say. We will describe one of the most vivid and resonating events of another realm. A distant world, a different world, to some of you an unknown world. But still, it is our homeland, the world where Pacifica originates from. Out there, in 2003, an unjust and cruel status quo was in effect. Two classes existed: the Feederites, nations that lived in feeder regions, where nations were being spawned, and Userites, nations that existed in user-created regions. Through manipulation, deceit, and military occupation, the Userites came to exploit feeder regions for their own profit, leaving the Feederites downtrodden and bleeding. Through cronyism and submission to foreign powers, through their complete lack of interest in Pacifica itself, they fully deserve the name of oppressors. And through being but a close circle of buddies, and being completely detached and uncaring to the populace they ruled, they fully deserve the name of occupiers. They ruled Pacifica, while not being Pacificans themselves! Look at the corruption, at the nepotism, at the sense of superiority, and the unjust mechanisms designed to exploit. If you do, then you will see all the hallmarks of the regime of the infamous Thedoc, the Userites' tyrant. Was it no noble endeavor to overthrow such evil? I assure you, it was! But even out of this injustice, good things were spawned. While the apparent success of the Userites made them slothful and lacking in attentiveness, the Feederites grew in strength and resolve under their oppression, class consciousness ever rising due to both the deceit of the Userites and Franco's secret teachings. Or should I say, Francos Spain. Francos Spain. The first Francoist. We know for sure he existed, but he is nothing short of legendary. He sparked the ideas which Pacifica runs on today. He spearheaded the Revolution. He forged Francoist teachings. Few people still with us ever talked to him. We know him to have been very humble; after giving grand speeches, he liked to approach ordinary Pacificans, without holding his position above them. Knowing what he liberated his people from, he encouraged participation of ordinary Pacificans in the government, something that is still the principle of a Francoist community. The origin of Francoism exists in recognition of two classes: the already-mentioned Userites and Feederites. The interest of Userites is to exploit the feeder regions, while the Feederites seek independence from foreign occupation. These interests conflict with one another. There was no choice but to submit or strike. Francoist thought understands this, and naturally, it commands to overthrow the Userite tyranny. In the minds of Francos Spain and the earliest Revolutionaries, the class consciousness and courage grew and spread to more and more of the Pacificans. A new ideological vanguard emerged, which assembled more and more gravitas, though having no institutional power. Soon, their heroic words and deeds would break the chains of oppression. Anyone unfamiliar with the oppression and corruption of Thedoc's regime might think the Revolution came out of nowhere. Its origins were simple. Feeling that Pacificans were fed up with the oppression and conscious enough, Francos Spain declared the old regime abolished, and swore to back his words up with the sword. The spirit of Revolution and Pacifica was a powerful and great one ever since it was conceived; more and more of the masses joined Franco's crusade. They moved so relentless and fast that no reaction could counter them. Even the armies of the old regime themselves were so disillusioned that they yielded en masse with little to no resistance, as if they were never a loyalist military in the first place. In the meantime, Thedoc's regime attempted in desperation its last concealments of its true nature; but it all led to losing everything. The first phase of Revolution and the first victory of Pacifica was complete. Conceived in oppression, developed in conflict and validated in victory, Francoism prevailed. Pacifica prevailed. The reactionaries, exiled back into user regions, were still confronting the revolutionary state from all sides, all in vain. The Pacificans knew too much of their regime to be ever fooled into returning to their yoke or yield before outright aggression. On the fifth day of the Revolution, September 1st, 2003, The New Pacific Order was founded. What was sparked five days before rose from the ashes of war and formalized its independence. No longer would anyone oppress a Pacifican. Francos Spain became the new Delegate of the Pacific, holding supreme power in the Pacific Region, where the new era of Peace, Strength and Prosperity emerged. The light of Pacifica shines on. The Revolution sparked more than just a freedom from oppression back then; it sparked the initiative that lives on. This initiative is our community, comrades! This initiative is what has since dominated this world, just as it once shook the world in those five days! This initiative is the idea of the just and active society, one where the betterment of the community is the betterment of yourself. The Revolution is never complete. It always strives to change, to improve things. And there will always be reaction to change. There will never be a shortage of enemies of the Revolution. Let they be purged by our will, as Franco's will purged away the oppressive old regime. We see how great is our camaraderie, we see our strength and prosperity: is it all not worth defending? How many people are happy enough to be called defenders of Pacifica! They, who bled for Pacifica, truly know the value of her; they were threatened to be forced to part with her, and suffered to stand with Pacifica and her ideals. Ideals of comradeship, meritocracy and self-improvement. Ideals of Peace, Strength and Prosperity. Today we will recall the first time the oligarchic filth was punished for its atrocities. We will recall the foundation and consolidation of all that this alliance stands for. We will recall our origins, our roots; something we ought never stray away from. Francoism commands that we never maintain the institution that is not in the best interest of us, that much is true. But our roots lie in Francoism itself. And it does serve us best. As Pacifica prevailed at the August Revolution, so does it today. This celebration honors all the Pacificans who contributed to the dream of a Francoist world. It is done in your honor, as much as in honor of Francos Spain and all who participated in this Revolution. Where Pacifica became our shelter and our weapon. Proudly part of the Pacific News Network [hr] Interview: Sir Paul A familiar face and a familiar voice, to all, our third interviewee for this August Revolution release is Sir Paul, our beloved Maestro. He has been here since the Revolution itself, and his service to the Order is unmatched. We promise he will sing as well, but his prose is no less relevant. Elegarth: You are perhaps the longest serving member of the New Pacific Order, having been part of the actual August Revolution in another realm. In your eyes, how much has the spirit of the revolution changed through the different ages and realms we have called home? Sir Paul: The biggest change has been a more outward facing order. After the revolution, it took a year and the realm surviving the death of Franco to convince the world we had a right to exist. When you're not constantly under siege, it changes the spirit of the people, from seeing the world as a threat to seeing it as an opportunity. That said, our goals have not changed, in that we seek peace, strength and prosperity for our member nations through order. Elegarth: Francoism has always been a central part of this 11 years' journey of order. What do you think is the main reason Francoism has been so successful in helping Pacificans expand Order over Chaos? Sir Paul: Francoism is about accepting the material world and pragmatically advancing your objectives. We have done that from day one, and try every day to see the world as it is. I always think about my trip to Europe, where the English, Romans and Venetians litter their capitals with monuments to their gone empires, while the Swiss monuments are to commemorate their defeats: they know that if the screw up, all can be lost. The same is true of us, if we practice Francoism. We also believe that no one is indispensable, remembering that if someone is more qualified at that moment, Francoism requires you to step aside. It increases the odds we do what is best for the order. Elegarth: In the last few years, the political environment in CN has changed, and turmoil has increased. Our Revolution is hence, not ended. Do you foresee a time and place where Pacifica can finally say the Revolution has met its goals of Order, Peace and Prosperity? Sir Paul: Entropy is always increasing. It takes work just to stay where we are. The peace, strength and prosperity of Pacifica will always be dependent on the work of her people. Continuous revolution is also eternal revolution. Elegarth: How important was the community that made the Pacific succeed in the original August Revolution? Would you say the principles that drove you then are still here, driving us ever forward? Sir Paul: The initial revolution was all about community, for before the order, there was none. Pacifica was a wasteland of recruiters: a way station to go someplace better. Franco was the first to say aloud that this place mattered, and those of us who agreed fought for her, and kept her as she has kept us. We still fight for her, and she still fights for us. Elegarth: Finally, not to abuse your time, is there a final message you would like to send to all our new younger players, a message that you feel we must not forget after these eleven years of Order? Sir Paul: While we like to remember the big things, it is attention to the small things that matter. Keep your aid and trade slots full. Vote for our senators. Be wise with your investments. Help out your department. Have fellowship with your fellow Pacificans. Attention and action with the small is what makes an alliance great. Finally, I want you, if you still have it, to go find your ruck sack from basic training at the Academy. Inside you'll find that heavy rod we made you carry around. Look closer, and you'll find it's a general's baton. Each of you has the power to lead an army, a nation, an alliance, but you start by leading yourself. Peace through order and discipline is the way of Pacifica. Our journey to peace often times finds us on the opposite side of the spectrum, in conflict with those seeking chaos. When we must struggle through the obstacles to that goal we are forced to adapt, to improve and to excel further than we thought. Peace is a fragile state and there will always be forces that try to take it from us. Sitting in a state of peace has led to our overconfidence in the past. That is a mistake that we must remember and strive to never repeat. For eleven years we have used our military prowess, our economic skill and our political savvy to achieve our goals. We have seen a Pax Pacifica in the past and we allowed ourselves to grow complacent. Remember our past, learn from it and achieve better. We are the Order and we will always stand firm and triumph. The most important thing to understand, though, is that we're strong not because we're the best, or the smartest, or have the most useful tools at our disposal - though all those things are true. No, Pacificans are strong because they are never alone. Pacificans are strong because of their comrades, their brothers and sisters, who are always beside them in times of peace and in times of war. We are strong because we are united. We are strong because our bonds of camaraderie tie us together. We are strong because we do not let our fellows fall. Amidst all the squabbles and the challenges of chaos, amidst the setbacks and challenges to our Order, we can forget why we have a culture of meritocracy, and why we unite our strength within an ordered autocracy. This goal is seeking an ever greater perfection of our potential and our being - moving towards the infinite Pacifican Prosperity. It is for this reason that we seek to re-evaluate and improve every process - even when it is not broken. It is for this reason that "good enough" is never enough, and the mediocre are pushed to perfection. To be a Pacifican is to be on an unstoppable roller coaster toward the ideal of prosperity; an ideal we might stop traveling toward, but nevertheless one that comprises a journey which every day leaves us as better beings. The man who was The man who came The man whose name was Francos Spain. Lies fed on plates From a puppet regime In order to silence the fates From those whom they deem. The movement was swift The movement was fast The movement would be one to last. It started small, With a nod Like a call, From the gods. The mass rose As the place crumbled, The rationalizations hit new lows As the region tumbled. Pacificans rose, Their blood began to boil, At the people who feigned To be loyal. And they came swift They came fast And they would make their impact last. The delegacy was open, Franco saw, As the revolutionaries were hopin’, This would end it all. The regime had more ideas, As the revolutionaries saw, And hoping to expose their fear, By ending it all. The revolutionists continued to rise, From the darkness of night, Discovering the lies, Oh what a sight! And like that it was done, In the blink of an eye, The delegacy was won And the lies would die. And with the revolt done And the lies drowned The NPO decided to have more fun, “Let’s go to Cyber Nations!” the rumors sound.
