The two states maintain separate parliaments; they are in effect separate nations in that they have sovereign judicial, financial, and military ministries. They are united by the monarchy, who maintains a common foreign policy, commons union, and military. A common Ministerial Council rules the common government: it is comprised of three ministers for the joint responsibilities (joint finance, military, and foreign policy), the two prime ministers, some Archdukes, and the monarch. Two delegations of representatives (60–60 members), one each from the Austrian and Hungarian parliaments, meet separately and vote on the expenditures of the Common Ministerial Council, which gives the two governments influence in the common administration. However, the ministers ultimately answer only to the monarch, who has the final decision on matters of foreign and military policy. The New Compromise of 1940 came about following the humiliation and near-collapse that faced the nation after the Great War. Focused almost entirely on solving the disparity between the individual armed forces and the Common Army, this agreement created the Imperial and Royal (K.u.K) tax for the War Ministry. This tax allows the K.u.K Ministry of Finance to tax the citizens of both Cisleithania and Transleithania directly for the purpose of maintaining the common armed forces of the nation. Uberstein Posted September 11, 2014 Author Report Share Posted September 11, 2014 (edited) The Gemeinsame Armee, Landwehr, & Honvéd of The Austro-Hungarian Empire [Kaiserlich und Königliche Armee] = The Landwehr & Honvéd = Simply put, the Landwehr and Honvéd are the national guards of Cisleithania and Transleithania. They report to their respective parliaments, though they do hold offices in the Ministry of War to allow cross-branch communication. Training for these branches focuses on elastic defense and delaying actions, though otherwise they are equipped to the same standard of the Common Army. = The Genmeinsame Armee = The Genmeinsame Armee is the main army of the Austro-Hungarian Empire, and is much better trained and equipped for potential offensive action. In addition to the standard elastic defense and delayment tactics taught to the Landwehr and Honvéd, the Genmeinsame Armee is trained in the use of small-unit tactics, infiltration, and in the case of the Armored divisions, combined-arms operations. There is emphasis on the ability for low-echelon commanders to make their own informed decisions as to prevent delay in the army's reaction to changes on the battlefield. Cavalry brigades, and to a greater extent motorized infantry, are given additional training on harassment and penetration tactics for when a flanking maneuver is deemed impossible. Due to the large number of forces, divisions are numbered appropriately based off of how many there are: 20 Armored Divisions, 170 Infantry Divisions, 5 Mountain Divisions = Mountain Divisions = Because normal forces can not be employed on reconnaissance and combat tasks in the high mountains of the Alps, the mountain divisions of both the Landwehr and the Common Army receive special equipment and training. The personal equipment of a soldier consists of: rucksack, snowshoes (Schneereifen), snow goggles, mountaineering boots, a pair of ten-pointed crampons, avalanche cord, a pair of shoe covers, a pair of overmitts, a windcheater, windproof trousers and a snowsuit or - in its absence - a snow jacket. Reconnaissance units within these divisions are also granted an alpenstock, and full ski equipment. Reconnaissance units are recruited from those with previous Alpine experience, either as a result of their agricultural experience or as Alpine tourists. They also have the mission to secure and maintain climbing paths and routes in high-Alpine terrain, as well as to make military supply routes practicable. Rifles and other weapons are dropped in separate containers. As such, they are given intense hand-to-hand & close quarters combat training.
