The Phoenix Federation will only authorize spy operations on alliances with less than 10 members which are not a protectorate or have no binding treaty.
Gilly is probably referring to those alliances under 10 members which are not protectorates or have no binding treaty.
We stand by our allies in MCXA and hope whoever is spying will be caught and punished.
