Unpredictability is a difficult point in any game; You can't have too much of it or people will get frustrated, but you can't have too little of it either or people become bored. Cybernations derives much of it Unpredictability from interaction between the different power levels within the game (Sphere / Alliance / Nation) and there is very little in the game mechanics because of the KISS approach. At the moment the sole source of Unpredictability outside war is the occurrence of events.
At the moment there is very little you can do to influence your nation outside the physical inputs (military / wonders / improvements). There are set Defcon levels and a Religion and Government setting which is easily figured out and not hard to find a optimum in. One thing that would lend itself very well for this would be the Government position. At the moment you set in at the start of your nation (most beginners guides give you the best options) and you only change it when you get nukes.
My suggestion is to give people the option to define a broader set of positions for their government and broaden it to two tiers. The upper tier would be similar to the positions as they are, but they would be directly linked to the chosen government style. So changing your government needs tweaking of your government positions to take full advantage of the positive effects and gives the option to counterbalance negative effects. A discussion is needed to establish the weight of the effects but I would limit this to something in the range of 2 or 3 happiness and 10 to 20 percent on bill costs. The downside of these options is that they can only be changed every 10 days! The second tier would be less important decisions which could be changed directly or every 2 or 3 days. The second tier would give you the option to tweak your nation more towards war or economy whatever rock's your boat (again discussion needed about the weight, but it should be even lower than the first tier).
Needles to say that the list of options should be bigger and unpredictable, it would take a lot of tweaking to find the optimum setting which would keep us game-nerds happy for a while

Olympos was founded in the aftermath of the downfall of a big Empire which name has been lost in history (or so the government wants it's citizens to believe). Captain Fixxx was a young professional civil engineer who got drafted into national service at the start of the great war. Due to his higher education he was made officer in the Army corps of Engineers where he gained the trust of the Generals in charge. As the saying goes: It's easy to make promotion in times of war. Fixxx shot up through the ranks and was one of the youngest colonel's ever to serve for the Empire.
But the war didn't go well for the Empire, it was losing ground to it's adversaries and many conquered states sensed a chance to become independent again from the weakened Empire. Fixxx was born into a family with both a great military and academic tradition of one of the smaller states within the Empire. Citizens of that state were descendents from old Dutch Colonists who settled the land centuries earlier. The Dutch had always been difficult people and it's resistance against the rule of the Empire had never completely been broken.
The weakening of the Empire sparked a renewed rebellion which quickly spread to the Dutch serving in the army. Although forbidden a lot of Dutch soldiers attended a meeting to discuss the state of the Empire and the amount of violence used in their home country. Unfortunately the meeting was raided and all conspirators arrested, Fixxx was one of them. His high contacts saved him from further retribution but he was demoted to Captain.
This was the turning point in the rebellion of the Dutch, Fixxx gained more and more influence within the Dutch underground movement (using his army contacts to arm and inform the rebellion). Reports from this era are sketchy but the common story is that Captain Fixxx led a Coup against the puppet regime with help from neighbouring countries. He quickly established a Military government and declared war on the Empire. The already weakened Empire had to withdraw it's military forces from the Continent to defend it's home countries which enabled the newly formed state of Olympos to annex a vast area of the continent.
The country has moved a long way since then. The great war lasted for years after the founding of Olympos but due to it's remote location it was left untouched, the war enabled the country to quickly establish a flourishing economy supplying enemies of the Empire with weapons. After the war the country switched successfully to ecologically manage it’s resources becoming one of the biggest producers of renewable energy. In the world today Olympos is hailed as a truly green nation, although there is criticism about it’s vast advanced army.
Captain Fixxx (as he likes to be called) positioned himself as president for life above a democratic chosen government with limited powers. He is rarely seen in public and his personal life remains a myth to the general public. The countries official slogan is Uberrimae Fidei which is kind of ironic, there is freedom of speech and there seems to be no government influence on the press but the power of the people are limited to free elections every 10 years to elect a government with limited powers. The personality cult surrounding Captain Fixxx talks about him as a 'enlightened dictator'.......
