I change IPs and have not had problems... (home/school, school is somewhat dynamic IP)
For other countries, the main problem is their ISPs have few actual IPs... but since you are using a 3G device you are getting internet provided by your cell phone company so it should not use that country's ISPs
A safe thing to do is if you have a desktop machine at home, enable remote desktop, and use a browser on that machine to access cybernations.

actually I just checked this and I have 1.03 environment rating (GR is 1.03)
shouldn't it be 2.03 because the environment rating starts at 1?

+$ is effected by the income % modifiers too. so +$2 income is going to turn out the same as +1 happiness after the modifiers

this would help the balancing process - this way if you can get a bunch of bonuses with [some combo] and/or lots of good resources to begin with, you also have to take the negatives that come from having all of the good ones.

this is IPB, probably just the latest version. Older versions do not look like this and I think this thing has only been slightly modified

make it +2 happiness... doesn't really matter as everyone will choose the +10% pop anyway

I don't understand the 10% limit either, as if you do a little math (note I did this before the NS calc update) you can show that the number can NEVER exceed 10% and only gets to 10% if ALL your NS comes from tech

maybe this is to make it harder to find out how many spies the other nation has. Plus it also makes sense with the hiding of spy numbers.
DEFCON would be noticeable in a nation while threat level is kinda behind the scenes.

On the page that displays the government type bonuses, the "Land" column gets abnormally large when I have my window maximized. I looked at the source and I saw that this column does not have a width specified while all the others do, so I suspect this is the problem.

I'm at 4709 and it does improve things just slightly. So by 5999 it should help a bit more than that

Personally I'm curious why "gather intelligence" is a higher vote getter than destroy nukes, especially considering the current conflicts that are still hot.
cause not everyone has nukes, and there are people in peace mode, and the spy ops that first came out were only the green ones also

From what it looks like, they may not be able to register from your house. I think they'd be able to play though if they registered from outside your house. You would be restricted from all the interactions though, as they'd log in from the house I'd assume

seriously though, I'd just PM a mod from the college once you get there. I know my college gives different IPs to different people. I COULD see a potential problem if your college goes out through a singe IP, but I have no idea what problems since I don't have that issue.
