Aircraft carriers give their 5+ airplanes / carrier even when you don't have enough land to conduct naval attacks/get attacked by a navy. Since they also are nuclear invulnerable, it's exactly like having a second Foreign airforce base and isn't all that fair one's opponents in war.
I don't really know if this should go in gameplay discussions or the bug section, I'm putting it here because I doubt this was intended.

The problem is, you have too much infrastructure to be allowed to play the game. please come back next year.
On a more serious note, you might have gone over the limit with your infrastructure. I know it might say 23,999.99 but it might just round that downwards for some reason. I suggest you sell 0.01 infrastructure and see if it's fixed.

My question restated could be as follows:
What are the likely gains from attacking another region IF their army size is greater then 5% of the invading army, and IF they've been active within 13 days (and they haven't been cleared out by other "tech raiders"):
For that matter, how does "tech raiding" work?:
Is it worth the risks?:
Does it make you despised by everyone else? (Especially if you and the targetted nation are insignificantly small and the opponent is inactive for 10 days):
1) It's possible to steal land, tech and money, in proportions that are almost entirely dependant on your own current tech level. There is a base value though (I think) which was, back in the years 1 and 2 before the great sausage war, 20 land, 5 tech and the money is capped at 1 000 000.
2) You attack, you win ground battles, you get tech among other things. (see previous)
3)At lower NS, yes, it is worth it. at higher levels you should start buying your tech since A ) you will not find any targets B ) In the long run it's cheaper to buy the tech instead of possibly losing infra to an active raid victim. Although, it's still fun to raid even though you don't really gain anything from it
4) no, not really. Unless you do something extremely stupid and raid an alliance member.

and the amount of damage you do with your aircraft is rather random ( I think, not sure if there's a formula for it). Has to do with the level and amount of your bombers and the level and amount of his fighters.
Also, about the max damage...
Technology increases damages caused in ground battles, cruise missile attacks, nuclear missile attacks, navy attacking and defending naval attacks, and aircraft bombing attacks by 0.01% per level of technology. If an attacking nation with 3,000 technology causes a defender to lose 20 infrastructure in a ground battle then based on this 'techbonus' the defender would lose a total of 26 infrastructure in the attack. (20 + (20 * (3000 * .01%))) -

This is just silly, it's no ones fault. It goes exactly as planned, although them ranting to you about attacking back is even more silly.
What fun would raiding be if your target didn't attack back?

Also, MOTIVATE! You can't just list a number of resources and say they are the best for something.

This is why we have alliances;
3-1 suddenly turns into 3x3-1 (with 1 being the original attackers), if it's an all out alliance war, the winner turns out to be the one with more SDI's and/or nukes (assuming it goes nuclear), and the one more lucky.

I hope you didn't miss that. If 1 happiness = 2$, then you will get +$1.00 from option 2.

So, if you buy infrastructure and exceed the Citizen/soldier limit then you don't go into anarchy? still seems like a bug to me, just a different one.

Well, tech dealing consists of people sending money to you so that you can buy tech and send it back (this is because at higher levels tech costs WAAAAY too much). The seller in a tech deal is pretty much in control of the situation so it's impossible really to be scammed.
Alliances often promise money in return of a most probably loyal member. It's very hard/impossible to be scammed here too, since if you don't see your money even after you messaged government members/regular members (depending on the alliance) about it, then you can just take up and leave.
I'll just say that pick the alliance with the most tempting offer and see what it's like there. If you don't like it, go somewhere else.

Anyways, the best thing you can do is join an awesome alliance that will give you lots of money (CPCN *winkwink*)
