    Who are you again?

    Could Planet Bob be seeing the first signs of a New World Order? The vast lack of war, entangled treaties, alliance co-dependence, global services, and government instability would certainly suggest it. This phenomenon has been studied by many and ignored by all – until now. Through the process of the evolution of the cyberverse, such a scenario is seemingly imminent.

    As we have progressed to our current stage, Planet Bob has witnessed the formation of organizations that have used questionable means to excel. The act of identifying an adversary and destroying it before it can become a threat is a most cowardly practice, as is the act of using military force and inserted government to gain allies. Using fear to carry out objectives will only affect the fearful. They do not affect the Blackstone Collusion.

    Most would agree that a new direction in this community would bring refreshing change. For the last 3 years, we have seen hoards of treaty declarations and treaty cancellations; declarations of war and declarations of peace. We've stood by observing mindless hailfests, lack of individuality, and the scoffing of those who have been loyal to their alliances, by their own leadership. It comes as no surprise that the overwhelming majority of the community has chosen to remain rogue.

    In this world, any organization who offers something different, is certainly a pioneer, and is certainly needed. We are arranged as we are, not out of cowardice on our own accord, but out of simple necessity - as others are extremely terrified of competition and will go through great lengths to prevent it. Our model is based on the NPO/NpO model; the practice of growing first before establishment. Clearly, this model has yielded excellent results.

    We are the desperately needed change in the cyberverse. We are the symbol of the end of the seemingly endless routines that spin this planet. When it comes to serving a system that promotes NWO and prevents challenge and change, we are DoNE.

    The Blackstone Collusion is an excellent example of a "cause and effect" relationship. We were once a dream that many players in the cyberverse shared for years. Today, we are a reality. Traditional methods of securing the freedoms once present here only served to strengthen those that have removed it. It was only a matter of time before the community would witness an evolution in the way this game is played. We are that evolution.

    As we lurk in the shadows, we have two nations that maintain an in-game presence. Founded on 05 January 2009, our old board received over 200 registered accounts in the course of 14 days. In that time, our inaugural video received over 2,000 views. If you don't know who we are by now, you're out of style, and we encourage you to learn more.

    Valentine's Day left us love-struck. Successfully sniped by Cupid, we looked over, and we saw Vox standing there, smiling at us. We already had a crush on them, but it was their eloquent speech that caused us to fall head-over-heels. It comes as no surprise that we have signed the Fashionably Late Compact, without hesitation.

    The Fashionably Late Compact

    Preamble

    To further Peace and Good Relations, Vox Populi (Vox) and undersigned alliances agree to the following Terms:

    Article I: Scope of the Agreement

    1. In the signing of this pact, it must be clear that all signatories remain sovereign, as do the members in each alliance.

    2. This treaty shall function as though it were individual treaties between Vox and each of the undersigned.

    3. In the event that any signatory enters into a state of war with a third party, the other signatories are not obligated to participate for either side.

    Article II: Prohibition of War

    1. No member nation of any of the undersigned shall declare war on any member nation of Vox.

    2. No member nation of Vox shall declare war on any member nation of any of the undersigned.

    3. Should a member nation of one party attack a member nation of the other party, the leaders of the attacking nation's alliance must issue a statement that the attacker acted without the consent of their alliance, within 36 hours of notice being sent to the leadership of the attacking nation's alliance.

    4. The receiving alliance must acknowledge receipt of the message within 24 hours, even if discussions regarding the attack have not completed.

    5. Both before and during the 36 hour notification period, as described in Article II, Section 3, the attacked nation shall not engage in retaliatory attacks against the attacking nation.

    6. The attacking nation's alliance is responsible for war reparations at least equal to the losses suffered by the attacked nation, less any losses suffered on the part of the attacking nation should the attacked nation fail to comply with Article II, Section 5.

    7. If the reparations determined by Article II, Section 6 are negative due to the attacked nation retaliating for more damage than the attacking nation did, the alliance of the attacked nation must pay reps to the alliance of the attacking equal to the negative amount.

    Article III: Restrictions on Aid

    1. No member nation of Vox shall provide aid - be it military, financial, or technological - to enemies of any of the undersigned.

    2. No member nation of any of the undersigned shall provide aid - be it military, financial, or technological - to enemies of Vox.

    3. For the purposes of this agreement, enemies of Vox (or any of the undersigned) shall be defined as those nations and alliances that are in a state of war with Vox (or any of the undersigned).

    4. For the purposes of this agreement, reparations paid in pursuit of peace shall not be defined as aid.

    5. For the purposes of this agreement, should a member nation of either party provide aid to an enemy of the other party, this shall be considered an attack on the other party, and all the rules laid out in Article II shall apply, with the required war reparations being at least equal to the amount used in the aid attack.

    Article IV: Spying

    1. Vox will not actively or incidentally spy on any of the undersigned.

    2. The undersigned will not actively or incidentally spy on Vox.

    3. If either party receives information related to the other party that may have been obtained through means of subterfuge, that party must inform the other party within 24 hours and turn over the information they have received.

    4. If either party is found to be spying on the other party, all the rules laid out in article II shall apply, with the war reparations being an amount considered fair by both parties.

    5. For the purposes of this agreement, spying is defined as, Discovering information, be it through active spying or passive listening, that has not been publicly divulged by either party.

    Article V: Cancellation of Treaty

    1. This treaty may be canceled, for any reason, and at any time, by the Vox Senate.

    2. Any of the undersigned may remove its signature from this treaty at any time for any reason, by the method of decision making of that undersigned party.

    3. Notification of cancellation by Vox must be sent to the leadership of all Signatories within 36 hours, and for this purpose the rules laid out in Article II, Section 4 shall apply.

    4. Notification of removal of a signature by any of the undersigned must be sent to the Vox Senate within 36 hours, and the rules laid out in Article II, Section 4 shall apply.

    5. Should this treaty be canceled by Vox, or any of the undersigned remove its signature, following acknowledgment of the cancellation/removal, a 72 hour grace period will take effect, during which neither Vox nor any affected Signatories will declare war on, spy on, or aid enemies of the other party.

    Article VI: Treaty amendments.

    1. This treaty may be amended by a normal vote of the Senate of Vox Populi at any time.

    2. Vox must notify all the undersigned of passed amendments within 24 hours.

    3. All amendments will go into effect within 48 hours of given notification to the undersigned.

    I see him sitting in a chair at a table. On the table is a bullet. He swiftly leans down and headbutts the bullet. He's left with a nice bullet-shaped indention on his forehead.

    As The Pacific Army grows and develops, it goes through changes. Some of these changes can effect internal actions, and other changes can effect external actions. This one is both the former, and the latter.

    The Pacific Army will enable its troops to raid, beginning 00:00 CST September 18th, 2008.

    Our rules are as follows for tech raids:

    1.) If you raid a nation, you are completely on your own. You may not have another TPA member assist you, and if the raid target attacks back, you are on your own.

    2.) You are to send peace right after the two ground attacks.

    3.) You are not to attack using Aircraft/CMs.

    4.) You may not raid anyone that has an AA of 5 or more members.

    5.) No raiding Red.

    6.) Ignoring these rules shall result in expulsion.

    The Blood Pact

    Preamble: Though our existences may be but a brief ripple in the river of time, the challenges we share and resistances we meet will occasionally cause us to form eddies. These eddies may forge their own paths through virgin lands, forming streams, brooks, and even mighty rivers. As the river is formed from its tributaries, so to are we given strength from our fellowship. We are no strangers to strife, but it is not strife that rules our reason today. In recognition of the strength of our friendship, we unite in common purpose, to bring safety and security to ourselves, and to set a shining example for the rest of the Cyberverse.

    Article I: Establishment

    There is hereby established a bloc of alliances known as The Blood Pact. The initial member alliances of The Blood Pact are: The Citadel, The Pacific Army, and Crimson Empire.

    Article II: Mutual Defense and Aggression

    No member alliance shall attack any other member alliance. Each member alliance shall assist any other member alliance that is engaged in military combat with a non-member alliance. Assistance includes a combination of any or all of military, diplomatic, and intelligence-gathering assistance, at the option of, and in the levels required by, the engaged alliance. A single war between a nation of a member alliance and a nation of a non-member alliance shall be considered to engage the member alliance in military combat.

    Article III: Team Senators

    Each member alliance shall assist the other member alliances, to the extent possible, in electing Senators to their respective teams. An alliance’s team shall be the team of a plurality of the alliance’s membership. The three member alliances of each team having the highest sanction rank shall each be entitled to nominate a candidate for Senate. All of the votes controlled by the member alliances for each team shall be divided evenly among the nominees for that team, unless otherwise agreed by the member alliances.

    Article IV: Admission of New Alliances

    A new alliance may be admitted to The Blood Pact upon unanimous approval of the member alliances.

    Article V: Resignation of Alliances

    An alliance may free itself from the bonds of this Pact by serving a written Notice to each of the member alliances of its intent to do so. Notice may be served in any suitable public place. A resignation shall be effective 72 hours from the day and time of service of the Notice of Intent to Resign.

    Article VI: Term and Termination of Treaty

    This treaty shall be effective from the day and time of its official announcement, and shall endure so long as there remain two or more member alliances.

    Article VII: Dispute Resolution

    The member alliances agree to resolve any disputes arising under this treaty amicably and confidentially.

    We, being the duly chosen and sworn representatives of our respective alliances, do hereby affix our signatures to this Pact, to show our resolute commitment to its purpose, with a steadfast belief and solemn hope that it will bring an even brighter tomorrow for us all.

    The Red Star Charter

    PREAMBLE

    We, these united and sovereign nations of the Red Star Alliance, in the interest of common defense, and domestic assistance, hereby join and establish this Charter for the Red Star alliance. With full separation of foreign and domestic responsibilities, the alliance shall promote unity, cooperation, and honor among the members of Red Star.

    ARTICLE I – APPLICATION

    SECTION I. Nations wishing to be part of Red Star (herein referred to as Applicants) must complete the following in the Ministry of Recruitment:

    1. All Applicants must register on the Red Star forums, with their ruler name if at all possible.

    2. All Applicants must post their nation on the forum in the appropriate section.

    3. All Applicants must review and sign the current Red Star charter.

    4. All Applicants must change their alliance affiliation to “Red Star Applicant.”

    SECTION II. The Red Star does not discriminate on the grounds of nation color. However, it is strongly encouraged that you choose Red as your nation color, as Red Star is a Red Alliance.

    ARTICLE II – MEMBERSHIP

    SECTION I. All unauthorized nations using the "Red Star” alliance affiliation will be brought up to the Avant-Garde or his/her immediate subordinates for further action, including anything up to military retaliation for espionage.

    SECTION II. All authorized nations not using the “Red Star” alliance affiliation will be brought up to the Avant-Garde or his/her immediate subordinates as a possible act of treason.

    SECTION III. All members will have access to “Members Only” forums.

    SECTION IV. All members will be placed into a military unit.

    ARTICLE III - GOVERNMENT

    SECTION I. The Avant-Garde is head of the RS government. The Avant-Garde cannot be overruled, nor thrown out of office. He/She has the final say in any/all matters that arise in RS.

    SECTION II. The rank of Magistrate may only be obtained by those the Avant-Garde deems worthy enough to be his/her personal advisers. Any member that holds the office of Magistrate shall retain his/her rank as long as the Avant-Garde wishes, and may be removed at any time by the Avant-Garde. A Magistrate is considered the Avant-Gardes immediate subordinate.

    SECTION III. The Council is the only elected position within Red Star. At a single time, there will be no more or less than, 4 Councilors. Councilors have 2 month terms, and may run as many times as they wish, providing they have been nominated during that particular round of elections.

    Article IV – DEPUTY POSITIONS

    SECTION I. DIPLOMAT: Diplomats are responsible for assisting the Magistrate of Foreign Affairs.

    SECTION II. LIEUTENANT (LT): Lieutenants are responsible for assisting the Magistrate of Military Affairs.

    *PART 1. Lieutenants are responsible for assisting the overseeing of the Red Star army.

    *PART 2. Lieutenants are permitted to fulfill any of the Magistrate of Military Affair’s duties as ordered by the Magistrate of Military Affairs, or the Avant-Garde

    *PART 3. Lieutenants are expected to disregard any unlawful orders, or orders against the Avant-Garde.

    SECTION III. NON-COMMISSIONED OFFICERS (NCO): NCOs are responsible for assisting the Magistrate of Military Affairs and the Lieutenants.

    *PART 1. NCOs are responsible for assisting the Lieutenants overseeing of the Red Star army.

    *PART 2. NCOs are expected to disregard any unlawful orders, or orders against the Avant-Garde.

    SECTION IV. MINISTER OF INTELLIGENCE (MoI): The Minister of Intelligence is responsible for the gathering of intelligence throughout the Cyberverse.

    *PART 1. The MoI will receive all orders directly from the Avant-Garde and his immediate subordinates, and will respond only to the Avant-Garde and his immediate subordinates.

    *PART 2. The MoI will assist the Magistrate of Military Affairs, in any and all ways deemed necessary.

    SECTION V. MINISTER OF RECRUITMENT (MoR): The Minister of Recruitment is responsible for the recruitment of new members, and retention of current members.

    *PART 1. The MoR will give monthly status reports on Recruiting and Retention.

    ARTICLE V – ELECTIONS

    SECTION I. Council elections shall be held every two months.

    *PART 1. Elections will run from 0100 on the first day of the month until 2400 on the fifth day of the month.

    SECTION II. Any member in good standing may be nominated for a Council position.

    *PART 1. No member may nominate themselves.

    SECTION III. The Magistrate of Internal Affairs is responsible for coordinating and validating all elections.

    SECTION IV. Members may vote for two candidates.

    SECTION V. The candidate with a popular majority of the votes will be elected into the position.

    SECTION VI. Term of office starts as soon as the Minister of Internal Affairs posts certified election results.

    ARTICLE VI – PEACE, INTELLIGENCE, AND TRADE

    SECTION I. All members pledge to uphold the peace between members, and members of a friendly alliance.

    SECTION II. Any members with a problem with another member may see the Magistrate of Internal Affairs for a solution.

    SECTION III. Any outside nation caught performing a spy operation on an Red Star member or applicant will be considered declaring war on the Red Star.

    SECTION IV. Members are allowed to conduct spy operations as follows:

    *PART 1. The member has been spied on.

    *PART 2. The member has permission from the Avant-Garde, Magistrate, or a Lieutenant.

    *PART 3. The member has obtained a declaration of war from the Avant-Garde, Magistrate, or a Lieutenant.

    SECTION V. Members are not permitted to perform spy operations against any member nation, or any member of a friendly alliance.

    ARTICLE VII – BILL OF RIGHTS

    SECTION I. All members have the right to vote.

    SECTION II. All members have the right to write freely, in accordance with Cybernations, Invisionfree, and alliance policies/laws.

    SECTION III. All members have the right to not be discriminated by team color, nations strength, age, position in the alliance, government position, or religious affiliations.

    SECTION IV. All members have the right to self defense.

    SECTION V. All members have the right to know important information as deemed fit by the Avant-Garde and immediate subordinates.

    SECTION VI. All members have the right to suggest a change to the charter, which shall be handled by the Council, Magistrate, and Avant-Garde.

    ARTICLE VIII – CHARTER ENFORCEMENT

    SECTION I. All members signing this Charter are accepting the responsibility of knowing and abiding by this Charter, which is necessary for loyalty and alliance affiliation.

    SECTION II. Any nations caught spying in our alliance will receive full retaliation from the entire Red Star, be it sanctions or military might.

    SECTION III. Espionage and Treason are the highest crimes against the Red Star and will be treated as such.

    SECTION IV. Any member leaving the Red Star during wartime without justification or warning will be treated as a deserter, and tried for treason.

    SECTION V. Any member nation wishing to leave the Red Star must publicly state their intentions and reason why. Once out, ex-members are seen as an other non-member nation.
