It keeps giving me an error, saying my trade slots are full; I only have four accepted and 0 pending at this time. It's like the fifth one doesn't exist?

Sorry I'm not caught up with the exact terms of the game, but it's the Financial Aid slots not the trade slots.
(I can't edit because my computer is waaaay too slow right now)
