Mogar is a member of RIA. DBDC and RIA have a 6 month Non-Agressiion Pact as part of the peace deal from the Doom War that is still in effect. This is a treaty and as a general rule, alliances that have treaties with each other should not have members sending aid to alliances that their treaty partners are currently fighting.
Even without the NAP, it's obvious that (by sending soldiers and $9,000,000 with the mocking reason of "Totally just a tech deal", plus there are no other "tech deals" that Mogar is currently involved in) this is an obvious ploy to get noticed. Add the fact that there is a NAP in effect and it's a real problem.
RIA government realizes this as much as we do. See Ogaden's post in this thread:

Mogar is clearly attempting a to bait DBDC (or one of our allies) into some sort of politically stupid action. My guess is that the action Mogar was looking for out of DBDC and/or an ally was that we would use Mogar's "Totally just a tech deal" as a reason to say the treaty was violated and thus null and void. It's something we could of done but decided not to. Then Mogar would try to convince RIA to take some military action against us to meet his own personal desire for revenge at a time when he believes DBDC and affiliates are vulnerable.
In short, this isn't about the philosophical issue of allowing tech deals or not during war or even about DBDC's war with WTF and the desire to provide assistance, it's about Mogar's personal vandetta.
How is that for honesty, Mogar? :awesome:

I am not in no way involved in this, and agree that it seems to be prodding by Mogar. But if its considered offensive enough to be sanctioned, why
shouldn't the two sending soldiers to Cuba during war not be sanctioned?
Should you guys be condemning Mogar with sanctions and saying its wrong, but at the same time doing the same thing?
