Making a move is easier to say than lasting until the bitter end.
People say it and usually don't last because it becomes so repetitive and I'm not sure why you'd be any different.
If I've learned nothing else from this >6 year exercise with CN, it's that I'm quite able to do something repetitive, daily.

I've been wondering the same thing.
Is it possible to give tech away as foreign aid in any increment you like? I haven't tried it but it may work. You just have to find someone willing to use up a trade slot for .03 tech. Or add it in with a monetary aid package.

Can you buy improvements when you are 19 days inactive with bills unpaid, or do you have to pay bills before buying them?
I'm pretty sure you can't. I don't think you can buy anything once you're past about 3 days unpaid bills.

He maintains a standing tank army, which he decoms before he pays bills, then re-buys after collecting taxes.
EDIT: He also appears to remain in defcon 1 during non-collecting period.
I tried this once...my only problem was that after 3 days (I think) you essentially couldn't do anything with your nation, including give aid. I like buying tech (from others) and giving aid to those in my alliance so it didn't work for me.

SUrely, you have to think of it in terms of opportunity cost - what are you giving up by just hanging on to your labor camps? The happiness penalty for five labor camps is -5 and stronger nations already have all the happiness boosting improvements anyway so they cannot swap the labor camps for, say, churches. So your benefit is really only the 5 extra happiness points while your cost is the delay in purchasing infra and getting returns on that. I think that it comes out as very low benefit once you have all happiness boosting improvements.
So what's your argument? Do you always have labor camps and just never delete to collect?
And I think you'll see that the benefits from infra purchases are slowing down quickly at the 3999 level. You aren't getting the gains of happiness improvements anymore. I've been sitting at 3999 for two months just collecting tech and buying wonders. By my brief calculations, spending $70M on two wonders yielded nearly the same gain as jumping to 4999 which would cost $72M with my current tradeset.
There are a million ways to play this game, but IMO, you're making a mistake to collect taxes while holding labor camps.

It seems everything is going up in price. And it makes sense. Wasn't the standard rate for tech $1M for 50 not too long ago?
It's not like Planet Bob has a finite amount of money. As the nations grow, the money supply grows driving prices upward.

IMO, at about the nation size that you're getting into buying police headquarters or labor camps you should be considering improvement swapping.
I will never pay bills while not owning labor camps nor will I collect taxes while owning them. At my size (3999 infra) it's still profitable (not smart) to swap even if you do it every other day. Stretch it out to 7-12 days and you're doing well.

I'll never understand why someone thinks they can declare war on a nation and not face any retaliation or retribution simply because the attackee was 'inactive'. Like it's what you're supposed to do.
"Oh yeah...I robbed your house. Don't worry, you were on vacation so it's ok. What? Pay you back? I don't think so. Now I'm going to hide."

I've been wondering the same thing.
My guess is that it greatly depends on the size of your nation. The cost of purchasing spies appears prohibitive for smaller nations and the cost of operations appears very prohibitive. Why would a small nation spend >$200k to destroy a cruise missile that if successful would do less damage than $200k?
However, the benefits to nuclear nations can be huge. Destroying one nuke before it's launched at you could save millions in damage and/or lost revenue.
Personally, I find it difficult to spend millions on the spies when they add no NS. That being said, I own my share.
