Diplomacy was tried before he was classed as a rogue he didn't want to declare peace with the wars he had started, and had no intention to peace out so it was decided to hit him as a rouge. It was only after this that it came out he was a spy.

PZI to me means keeping him at or close to zero infra for the remainder of this nations existence. I have a feeling judging by his response to my
messages prior this announcement that he will be deleting anyway,
