Okay, but i will still push for this "BLOC" -
My AA is a prime example. This MDP will allow all AA's to grow.

Active wars are not inclided to the treaty. And its a defence treaty,meaning we fight for protection, not help aggression.

My intentions are to create an agreement between alliances of protection against Raiders, War structure nations, and War Structured Alliances. My intent is to allow the growth of ALLIANCES.

When there are enough allies there will be an agreement upon rules. All allies can input opinion and only alliances agreed to join between allies may do so.

Looking to start a mutual defence treaty between alliances.(An Alliance of Alliances)
This is an Agreement of defence between alliances.
Only the Alliance Foreign ministers will be needed to communicate within this treaty and with perticipating alliances. (KINDA LIKE THE UN)
