The Promethian Fleet - Declaration of Existence
We interupt your regularly scheduled war fest to bring you a quick and short announcement. Recently, a few people and I decided to come together and form a new alliance. About three weeks ago, with permission, we left our alliances and formed the alliance of Promethia, a ship/fleet based endeavor and while the starting few days were bumpy, we've gotten it together and started will. I'm proud to announce today our Declaration of Existence and Protectorate Treaty with The Dark Templar.

The Alliance of LoSS is, as always, still here on planet bob. We have recently passed a new charter and elected a new government under this charter, as well, we've passed 165 members, a random, yet not bad number, and over 3,150,000 NS and growing rapidly.
Our New Charter, we tried out a couple of interesting ideas in it, so we'll see how they go.
Preamble
We, the League of Small Superpowers, in an effort to safeguard our community, and to maintain our values and principles as a united people, hereby enact this charter to defend our culture and those whom call LOSS home. Furthermore, we hereby affirm to remain honorable to our allies in times of war and peace, and to never forfeit our principles and commitments
Article I - Admission
Any nation that is not already a member of another sovereign alliance can apply to become a member of LOSS. All admissions and admission requirements are handled by the Ministry of Internal Affairs and the Ministry of Recruitment. To become a member of the League of Small Superpowers, one must not be currently at war with another nation. One must also take a pledge to LoSS confirmed by signing the no war clause along with a background check to be done by the LOSS government.
Article II - Government
Section I - Prime Minister
The Prime Minister shall be the leader and executive figure of the alliance. The Prime Minister shall have the power to propose laws governing the Alliance. Laws proposed by the Prime Minister may be overturned by the Council of Ministers with a 4/5 veto majority. All Laws proposed by the Prime Minister will contain a seven day cool down period, to allow the Council of Ministers proper time to execute their veto power. A law may take instant effect if the Council of Ministers agrees to approve it with a 3/5 vote. The Prime Minister has a say in all alliance affairs including treaties, wars, laws and membership actions. Prime Minister disapproval of any issue may be overturned by the Council of Ministers with a 4/5 veto majority. The Prime Minister shall oversee and guide the Council of Ministers for the betterment of the Alliance. The Prime Minister shall be elected to three month terms by the General Assembly. Candidates for Prime Minister must have held alliance membership for three months prior to the election and have previously served as a Minister in the LoSS government.
Section II - Council of Ministers
The Counsil of Ministers shall be the leaders of their respective departments and shall run the day to day affairs of the alliance within their jurisdiction. Ministers shall have the power to create procedures and rules within their respective departments sign and void treaties via Council vote, along with Prime Minister approval; remove or reprimand alliance members via Council vote, along with Prime Minister approval. War may be declared via Council vote, along with Prime Minister approval. As a ruling body, the Council of Ministers will function as a check and balance of the Prime Minister, with a 4/5 veto majority necessary to overcome Prime Minister disapproval of any law, action, or treaty. Ministers shall be elected to three month terms by the General Assembly. Candidates for a Minister position must have held alliance membership for three months prior to the election and have previously held lower office in the LoSS government for a term of no less than three months The lower office requirement may be waived by a 3/5 majority vote of the Council along with Prime Minister approval.
Minister of Foreign Affairs:
The Minister of Foreign Affairs is in charge of the foreign affairs of the alliance. When signing or voiding a treaty, the Council of Ministers bind the action with a 3/5 vote majority, along with Prime Minister approval. The Minister is responsible for the embassies on the forums as well as recruiting and assigning diplomats to other alliances. The Minister of Foreign Affairs will also be in charge of the treaty vault and the Wiki treaty list ensuring that the information is accurate and up to date . They The Minister of Foreign Affairs will be the primary contact regarding all diplomatic matters.
Minister of Defense:
The Minister of Defense is in charge of the LSAF and the Shadows. The Minister of Defense will be responsible for maintaining a functional military through the recruitment, and training of military officers and soldiers. The Minister of Defense is also responsible for the building and nurturing of comradeship and organizational pride within the military. The Minister of Defense also has the authority to declare any member of LOSS in bad standing a rogue, or any nation unlawfully identifying as a LOSS member a ghost.
Minister of the Internal Affairs:
The Minister of Internal Affairs is in charge of the Internal Affairs of the alliance. The Minister of Internal Affairs is responsible for maintaining the state of the alliance. The Minister of Internal Affairs will be in charge of forum upkeep as well as contacting and keeping members informed about important alliance matters. The Minister of Internal Affairs will also be in charge of keeping an up to date list of the membership, scanning the AA for ghosts and reporting them to the Minister of Defense. All awards and accomplishments will be developed, monitored, and celebrated by this minister. This minister will be in charge of masking new alliance members along with the Minister of Recruitment.
Minister of Finance:
The Minister of Finance is in charge of the Alliance Finances. The Minister of Finance is responsible for Alliance tech deal programs as well as alliance sponsored aid, and growth programs. The Minister of Finance shall work with the Minister of Foreign Affairs on all inter-Alliance tech deal and aid programs. The Minister of Finance will work in conjunction with the Minister of Internal Affairs.
Minister of Recruitment and Retainment
The Minister of Recruitment and Retainment is responsible for recruiting and retaining new LOSS members. The Minister of Recruitment and Retainment may appoint recruitment and retainment officers. The Minister of Recruitment and Retainment will also be in charge of masking new alliance members (along with the Minister of Internal Affairs). The Minister of Recruitment and Retainment will also contact all new members informing them of the success of their application.
Elections
Elections for the Council of Ministers and the Prime Minister shall take place over a five day period with three days for nominations and campaigning and two days for voting at the end of the month prior to the start of the term. The Council of Ministers shall be elected in a rolling election cycle, with the following schedule:
The Minister of Finance shall be elected in January, April, July, and October.
The Minister of Foreign Affairs shall be elected in February, May, August, November.
The Minister of Defense shall be elected in March, June, September, December.
The Minister of Recruitment and Retainment shall be elected in January, April, July, and October.
The Minister of Internal Affairs shall be elected in February, May, August, November.
The Prime Minister shall be elected in January, April, July, and October.
Article III - Rights
Section I - General Assembly
Everyone that has received full membership has the right of a seat in the General Assembly, which votes on charter amendments and government elections.
Section II - Impeachment & Expulsion
Any member of the General Assembly can propose a motion to impeach an official, or to expel any member from the alliance. The government will discuss and vote within 7 days of the proposal.
Section III - Amendments
Amendments may be made to this charter by a vote of the Council of Ministers with a 4/5 vote, along with Prime Minister approval as well as a 66% majority approval of the General Assembly voters.
Article IV - Resignation
Any member in good standing may resign from the League of Small Superpowers except in a state of emergency, such as an alliance war. Any member leaving in debt to LoSS will be expected to pay back the money owed to LoSS in a timely manner.
In the case of a member of the Council of Ministers Resigning, being Impeached, or Expelled, an emergency election may be called by the Prime Minister or the seat may be filled until the end of the term by an appointee of the Council of Ministers with a 3/5 vote, along with Prime Minister approval. If the Prime Minister resigns, is impeached, or expelled, an emergency election shall be called by the Council of Ministers, with the Council internally voting a Minister as the Prime Minister Pro-Tempore until the seat is filled again.Signed by our new Government,

Greetings everyone! I'd like to officially announce that the Anti-Prick Coalition has had it's final TE round. Most of our government/membership is either retiring from CN or TE after this and we've decided to end it. It's been fantastic fun and we'd like to give a shout-out to all the other alliances who helped us on our way up and to four great rounds and members. "We're live in, five, four, three, two, one!" The producer points directly at him.
"Good morning and welcome to Evonian News! I'm your host Bob and we're so excited to be on today! As the official Evonian news channel we'll be bringing you updates directly from the prime minister and the government themselves! Remember to stay tuned for more information! Now on to Barbra with the weather..." Says the anchor.
The producer shoots him a big smile. It was perfect.

The limo is moving slowly towards the capital building. The crowds cheers are making it through the cars thick steel frame. There's more to it, more protection, but honestly who knows what else. The young Prime Minister is anxious, nervous, and happy all at the same time. His feet shake gently, his palms sweat, his eyes twitch. The whole nation will be watching, no pressure. Next to him sits multiple secret service agents, and down a few seats in the limo is his Senior Adviser.
Finally the car jolts to a stop. The crowds begin to cheer even louder now, all of them wanting to see the new leader. A few months ago these people all thought they were crazy. Starting a brand new nation is mad. Stupid. Childish. But they took to the idea eventually. And today here the stand, just weeks after the first elections, their new country ready to announce themselves to the world. It's exhilarating.
The car door is yanked open by a secret service agents and within seconds cameras begin to flash. The Prime Minister, Irule, steps out, gives a couple of waves and good smiles, then walks up the capital building's steps to the podium. At the top all he can see is flashes, cameras, millions of people. His mouth goes dry, his heart begins to pound uncontrollably. But then adrenaline kicks in.
"Good morning!" He says into the mic. The crowd roars back with applause. "Welcome to a historic day! Welcome to the future of something magnificent!" More applause. The speech continues on for a few minutes. By the end the crowd is yelling. Everyone knows what's next.
"As of today, ladies and gentleman, the nation of Evonian hereby exists!" The prime minister says. Thousands of cameras flash at once, no one wants to miss this. Reporters wait to be sure that's the end, and finally when they are sure, the questions begin to fly.
"When will we get more information?", "What are your primary goals?", "Why did you found this nation?" Question after question comes. But the Prime Minister sends back no answers. Instead he shoots another few waves and smiles into the air and enters the Capital Building.
"Today, Is a great day." He says to himself. -

Think what you like, I like to think people get a second chance. They've done a good job organizing tech deals, working with our newer members, and getting them on IRC, so I'm going to keep an open mind, something I would suggest everyone does.
